Ronny Jackson (R-Texas), was among amendments approved in partisan votes amidst often intense debate.<\/p>\n<p>Among other \u201c13th hour\u201d proposals was a failed amendment to boost the Ukraine Security Assistance Initiative (USAI) from $300 million, as requested by President Joe Biden, to the $800 million approved for this fiscal year.<\/p>\n<p>Two such prospective amendments filed by Rep. (The Japanese Maritime Self-Defense Force)<br \/>\n  <\/figure>\n<h3>China Blockade Study<\/h3>\n<p>Jackson said his amendment calling for a study into how to foil China\u2019s growing navy\u2014projected to be about 500 ships within two years\u2014in blockading China \u201cdoes not call for war or for aggression\u201d and is merely prudent \u201cpreparedness.\u201d<\/p>\n<p>Committee ranking member, or lead Democrat, Rep. Adam Smith (D-Wash.) called the amendment \u201cdeeply troubling\u201d and said it would be perceived by China as provocative.<\/p>\n<p>\u201cI can guarantee you if China issues a plan tomorrow about how it would blockade the United States, we\u2019d consider that very provocative,\u201d he said, dismissing claims that such public declarations of \u201cconsequences\u201d would ensure perceived \u201cweakness\u201d under the Biden administration doesn\u2019t encourage Chinese Communist Party (CCP) aggression.<\/p>\n<p>\u201cThe other thing that invites aggression,\u201d Smith said, \u201cis aggression.\u201d<\/p>\n<p>Rep. Mark Alford (R-Mo.) said the amendment only asks \u201cfor a report\u201d and said it was long past time to be concerned with how planning for war with China would anger China.<\/p>\n<p>\u201cChina is openly talking about being ready to invade Taiwan by 2027, maybe by 2025,\u201d he said. \u201cWe must think about this strategically, and that should include energy and what we should do to cut off China\u2019s supplies.\u201d<\/p>\n<p>The Pentagon shouldn\u2019t care what China thinks as long as it makes the CCP think twice about going to war with the United States and its allies in the western Pacific, Alford said.<\/p>\n<p>\u201cWe need to quit being fearful of China, of what China might do,\u201d he said and make it worry about what the United States can, could, and would do in a conflict.<\/p>\n<p>\u201cWe are not going to provoke China into anything\u201d by requesting a blockade study, Rep. Carlos Giminez (R-Fla.) said. Adding that he had \u201cno problem\u201d discussing a blockade plan in public.<\/p>\n<p>He asked if anyone on the panel believes \u201cChina doesn\u2019t think our military isn\u2019t already planning this, and that they aren\u2019t thinking of things they\u2019d do us?\u201d<\/p>\n<p>\u201cI think the military is already doing this,\u201d Rep. Don Bacon (R-Neb.) said, suggesting the committee \u201cget a briefing in a vault\u2019 if the Pentagon determined a classified discussion would be more appropriate.<\/p>\n<p>Reps. Andy Kim (D-NJ) and Seth Moulton (D-Mass.) said any such discussion should be held behind closed doors.<\/p>\n<p>Presenting such a plan \u201cin a public, unclassified forum\u201d would be \u201cimpossible and irresponsible,\u201d Kim said. \u201cIt is certainly not something we want in any kind of public unclassified\u201d setting.<\/p>\n<p>\u201cThere is a narrative out there that there are people in the United States, including in Congress, trying to egg on a war with China. None of us want a war with China,\u201d Moulton said, meaning the nub of the conversation should be \u201chow we better pursue deterrence\u201d without threatening a nation the United States is not at war with.<\/p>\n<p>\u201cMilitary planners are already doing this\u201d anyway, he said, adding if such a report is delivered, \u201cit would be better handled behind the scenes. Let\u2019s not give [China President] Xi [Jinping] an excuse.\u201d<\/p>\n<p>Rep.
