Of three of the U.S. military\u2019s largest branches, only the Air Force met its 2022 recruiting goal. The Army missed by 15,000 and the Navy fell shy even after lowering its quota, increasing its enlistment age to 41, and relaxing other standards.<\/p>\n<p>So when the Navy in October chose to promote a sailor who weekends as a drag queen as one of its social media \u201cdigital ambassadors\u201d as part of its recruitment strategy, many questioned how the sea service\u2014so reliant on signal intelligence\u2014didn\u2019t see all the blinking red lights, or hear all the bells, all the whistles, all warning this just might not be a good marketing idea.<\/p>\n<p>As things turned out, the Navy did, in fact succeed in making <a href=\"https:\/\/www.navsea.navy.mil\/Home\/Shipyards\/SIOP\/SIOP-Image-Gallery\/igphoto\/2002322423\/\">Yeoman 2nd Class Joshua Kelley<\/a> the face of a well-publicized campaign.<\/p>\n<p>But instead of promoting Diversity, Equity, and Inclusion (DEI) as a recruiting tool, as the Navy apparently intended, YN2 Kelley became Congressional Republicans\u2019 favorite poster prop in arguing that his celebration is why many young Americans\u2014especially those among conservative constituencies\u2014are turning away.<\/p>\n<h2>Called Onto Congressional Carpet<\/h2>\n<p>During a March hearing before the House Armed Services Committee Military Personnel Subcommittee, Chair Rep. Jim Banks (R-Ind.), a Navy veteran, said when asked why a sailor who sidelines as a drag queen was used in a recruitment marketing program, the Navy\u2019s response was that the \u201cdigital ambassador\u201d program didn\u2019t exist.<\/p>\n<p>\u201cWe are facing a historic recruitment crisis and instead of focusing efforts on strengthening our force, the Biden administration is forcing \u2018wokeness\u2019 on our service members,\u201d the congressman said. \u201cNavy leadership knew this was a ridiculous and embarrassing stunt, and that is why they initially denied involvement with the program.\u201d<\/p>\n<p>In a letter to Secretary of Defense Lloyd Austin, Banks and Rep. Mark Alford (R-Mo.) demanded to know why the Navy \u201cincomprehensibly believed that this \u2018woke\u2019 campaign should become the defining face of the service\u201d and warned that \u201cperception is driving reality, and both current and former service members are alarmed at a culture putting \u2018wokeness\u2019 before training and combat effectiveness.\u201d<\/p>\n<p>Banks and Alford requested that DOD provide \u201cinstructions that govern performing in or authorizing drag shows\u201d and \u201cany rules and regulations for service members engaging in such activity while actively serving in the armed forces.\u201d<\/p>\n<p>In a <a href=\"https:\/\/www.rubio.senate.gov\/public\/_cache\/files\/6afa49ce-8247-4c2d-9db4-ad037f35d9c0\/9DA66597D7064F0BA02EA67F1B88777F.budd-letter-to-secnav-re-digital-ambassador-program-2.pdf\">May 3 letter<\/a> to Navy Secretary Carlos Del Toro, Sens. Marco Rubio (R-Fla.) and Ted Budd (R-N.C.) requested \u201cmore information regarding the Navy\u2019s use of \u2026 a TikTok drag queen to help reach potential recruits on social media.\u201d<\/p>\n<p>Rubio and Budd also chastised the Navy for \u201cthe promotion of a banned app\u201d in its digital ambassador TikTok videos than ran until April. The \u201cNo TikTok on Government Devices Act\u201d was signed into law Dec. 29, 2022.<\/p>\n<p>The senators expressed concern regarding \u201cbehavior that many deem inappropriate in a professional workplace\u201d and could also potentially \u201cpush misinformation or narratives favoring the Chinese Communist Party (CCP).\u201d<\/p>\n<p>\u201cWhere does the Navy draw the line on promotion of the personal activities of its influencers?\u201d Rubio and Budd ask. \u201cWould the Navy enlist burlesque dancers or exotic dancers to reach possible recruits?\u201d<\/p>\n<p>The Navy\u2019s only response has been a blanket statement: \u201cMuch like the country we serve, our Navy is stronger when we draw upon our diverse resources, skills, capabilities and talents. We remain committed to an inclusive environment.\u201d<\/p>\n<p>But the pressure could be forcing changes in the Department of Defense (DOD) and within the individual branches, the conservative Heritage Foundation Center for National Defense Director Thomas Spoehr told The Epoch Times.<\/p>\n<p>\u201cJust the other day, Lloyd Austin decreed there would be no more drag queen shows on military installations. That came as a surprise to me, I thought they were heading down the path that we\u2019re going to have <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/toronto-public-library-eliminates-late-fees-to-combat-racial-inequity\/\" title=\"Toronto Public Library Eliminates Late Fees To Combat Racial Inequity\">drag queen story hour<\/a> at the installation library.\u201d<\/p>\n<h2>\u2018In-Service Transitions\u2019<\/h2>\n<p>During an October Heritage Foundation forum, a National Independent Panel on military service and readiness, chaired by Rep. Mike Waltz (R-Fla.) and featuring former Trump administration National Security Adviser, retired Army Lt. Gen. H. R. McMaster, took aim \u201cat the politicization and the progressive policies that civilian officials in the [Biden] administration are imposing on the military.\u201d<\/p>\n<p>Those policies were initiated by a series of Biden executive orders, most notably two that revoked former President Donald Trump\u2019s September 2022 order restricting DEI-related training in the military and banning transgender people from enlisting.<\/p>\n<p>The revised policies restored the DOD\u2019s 2016 policies that prohibit discrimination on the basis of gender identity or an individual\u2019s identification as transgender.<\/p>\n<p>In April 2021, the DOD followed with the <a href=\"https:\/\/www.esd.whs.mil\/Portals\/54\/Documents\/DD\/issuances\/dodi\/130028p.pdf\">22-page Instruction 1300.28<\/a> that outlined rules for \u201cin-service transition for transgender service members.\u201d<\/p>\n<p>The instruction states the DOD and the branches \u201cwill institute policies to provide service members a process by which they may transition gender while serving. These policies are based on the conclusion that open service by transgender persons who are subject to the same high standards and procedures as other Service members with regard to medical fitness for duty, physical fitness, uniform and grooming standards, deployability, and retention is consistent with military service and readiness.\u201d<\/p>\n<p>To qualify for \u201ctransition,\u201d an active-duty service member must be diagnosed with \u201cgender dysphoria,\u201d which is a mental health condition in which people believe their biological sex and gender identity do not match.<\/p>\n<p>\u201cGender transition begins when a service member receives a diagnosis from a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/as-russia-wages-war-us-army-trains-officers-on-gender-identity\/\" title=\"As Russia Wages War, US Army Trains Officers on Gender Identity\">military medical provider indicating<\/a> that gender transition is medically necessary, and then completes the medical care identified or approved by a military mental health or medical provider in a documented treatment plan as necessary to achieve stability in the self-identified gender,\u201d the DOD instruction states.<\/p>\n<h2>None of This Makes Sense<\/h2>\n<p>None of this makes sense, the Heritage Foundation panel said.<\/p>\n<p>\u201cAllowing individuals suffering from gender dysphoria\u2014proven to be medically pre-disposed to severe anxiety and who attempt suicide at rates 10 times the general population\u2014to enter service with no regard for consequences was reckless. It may have satisfied a campaign promise but at the expense of reduced military readiness,\u201d the panel said.<\/p>\n<p>A 2016 RAND Corp. analysis titled \u201c<a href=\"http:\/\/www.theepochtimes.com\/Assessing%20the%20Implications%20of%20Allowing%20Transgender%20Personnel%20to%20Serve%20Openly\">Assessing the Implications of Allowing Transgender Personnel to Serve Openly<\/a>\u201d estimated there were about 2,450 transgenders in the 1.4 million active-duty force.<\/p>\n<p>Of those, relatively few will seek to \u201ctransition,\u201d RAND surmised, estimating that \u201ceach year, between 29 and 129 service members in the active component will seek transition-related care that could disrupt their ability to deploy.\u201d<\/p>\n<p>It projected health care costs for transgenders to amount to an additional $2.4 million to $8.4 million annually.<\/p>\n<p>And still, none of this makes sense as a recruiting angle, Waltz told The Epoch Times. \u201cI would love for them to present me data that shows there is a large body of transgender soldiers out there who want to join so much. Where is their data that documents that?\u201d<\/p>\n<p>Spoehr, a former Army Lieutenant General, said the military has been in the \u201cleading bastion of societal change\u201d since before President Harry Truman issued an executive order de-segregating the armed forces in 1948.<\/p>\n<p>\u201cSometimes for good and sometimes for bad. Sometimes, they get ahead of society in implementing programs\u201d before generally accepted, he said.<\/p>\n<p>But that\u2019s what\u2019s happening here, Spoehr said. In this case,\u00a0\u201cclearly\u201d DEI and transgender policies are \u201ccatering to political factions,\u201d he said.<\/p>\n<h2>\u2018Bluejacket Of The Year\u2019<\/h2>\n<p>YN2 Kelley is an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-conservatives-wonder-who-navy-is-trying-to-recruit-with-petty-officer-drag-queen-stunt\/\" title=\"Conservatives question Navy's intentions with Petty Officer Drag Queen 'stunt'.\">openly gay weekend drag queen<\/a> but he is not transgender. He was also a bit of a 7th Fleet celebrity for his drag performances as \u201cHarpy Daniels\u201d while deployed as an administrative assistant for a squadron aboard the USS Ronald Reagan, as recounted in a <a href=\"https:\/\/www.militarytimes.com\/off-duty\/military-culture\/2018\/08\/30\/sailor-by-day-performer-by-night-meet-the-navys-drag-queen-harpy-daniels\/\">2018 Military Times article<\/a>.<\/p>\n<p>Kelley was later celebrated in a <a href=\"https:\/\/www.navy.mil\/Press-Office\/News-Stories\/Article\/2284262\/nswc-dahlgren-division-lgbt-pride-month-profile-yeoman-2nd-class-aw-joshua-kell\/\">June 2020 LGBT Pride Month Profile<\/a> posted by the Naval Surface Warfare Center in Dahlgren, Virginia.<\/p>\n<p>Both items note Kelley was performing as \u201cHarpy Daniels\u201d before he joined the Navy in 2016 and that his superiors have universally praised him for professionalism, earning a Navy-Marine Corps Achievement Medal, and being a respected petty officer among shipmates.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>turbulent summer for drag queens.
