The agency guidelines, which were created without a congressional vote, would implement a radical departure from the \u201c<a href=\"https:\/\/www.blm.gov\/or\/districts\/burns\/newsroom\/files\/multipleuse.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">multiple use mandate<\/a>\u201d outlined by Congress in the Federal Land Policy and Management Act of 1976 (FLPMA). <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-401629842\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-d7823e13d9033f1197ddd5043f829696 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-d7823e13d9033f1197ddd5043f829696\"><\/div>\n<p>The multiple use mandate requires the BLM, which presides over 245 million acres, primarily in the West, to make lands available for a wide variety of uses for maximum benefit. Conservation leases are poised to choke off millions of acres from those uses. <\/p>\n<p><strong>[READ: <a href=\"https:\/\/thefederalist.com\/2023\/05\/19\/new-blm-rules-on-conservation-leases-will-fundamentally-transform-public-land-management\/\" target=\"_blank\" rel=\"noreferrer noopener\">New BLM Rules On \u2018Conservation Leases\u2019 Will Fundamentally Transform Public Land Management<\/a>]<\/strong><\/p>\n<p>In the agency\u2019s tour promoting the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-tour-promoting-new-rule-bureau-of-land-management-ignores-gop-mountain-states-it-would-hurt-most\/\" title=\"In Tour Promoting New Rule, Bureau Of Land Management Ignores GOP Mountain States It Would Hurt Most\">proposed public lands rule<\/a>, federal officials <a href=\"https:\/\/thefederalist.com\/2023\/05\/12\/in-tour-promoting-new-rule-bureau-of-land-management-ignores-gop-mountain-states-it-would-hurt-most\/\" target=\"_blank\" rel=\"noreferrer noopener\">ignored<\/a> red state constituents and planned meetings in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-wyoming-congressional-delegation-demands-blm-hear-from-those-who-bureaucrats-want-to-ban-from-public-land\/\" title=\"Wyoming lawmakers demand BLM hear from public land users facing ban.\">urban city centers<\/a> far away from the ranchers most likely to be impacted. Out of the five hearings scheduled on the new rule, just three were in person: in Denver, Albuquerque, and Reno. <\/p>\n<p>Republicans on Capitol Hill demanded the agency not only extend the public comment period, but also hold meetings closer to those whom the new rules would directly hit \u2014 such as ranchers whose livestock graze on public land. <\/p>\n<div class=\"fdrlst__b89e9-3285aaf2cf84e51cd88123fbfeb689b2 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-3285aaf2cf84e51cd88123fbfeb689b2\"><\/div>\n<p>\u201cThe administration\u2019s proposal will have considerable implications, fundamentally changing the way the BLM carries out its multiple use and sustained yield mandate under the Federal Land Policy and Management Act of 1976 (FLMPA),\u201d <a href=\"https:\/\/thefederalist.com\/2023\/05\/18\/house-republicans-demand-blm-extend-comment-period-on-public-land-grab\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> Republicans on the House Natural Resources Committee to the Interior Department last month. \u201cGiven the potentially significant impacts of the proposed rule, stakeholders and the public should be afforded additional time to consider and provide feedback on the proposed changes.\u201d<\/p>\n<p>On Thursday, the bureau <a href=\"https:\/\/www.blm.gov\/press-release\/blm-extends-comment-period-proposed-public-lands-rule#:~:text=WASHINGTON%20%E2%80%94%20The%20Bureau%20of%20Land,input%20is%20July%205%2C%202023.\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> federal officials will continue taking public comments for an additional 15 days until July 5. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/blm-gives-americans-15-more-days-to-comment-on-new-land-grab-rule-but-wont-show-up-to-hear-their-concerns\/\" title=\"BLM Extends Comment Period, Ignores Public Input\">15-day extension falls 60 days short<\/a> of the full 75 days called for by House Republicans. <\/p>\n<p>Republicans Governors Kristi Noem of South Dakota and Mark Gordon of Wyoming railed against the BLM measure at a House hearing last week. Gordon, nearly <a href=\"https:\/\/ballotpedia.org\/Federal_land_ownership_by_state\" target=\"_blank\" rel=\"noreferrer noopener\">half<\/a> of whose state is owned by the federal government, <a href=\"https:\/\/www.wyomingnews.com\/news\/local_news\/gov-gordon-calls-proposed-blm-conservation-rule-boneheaded\/article_a84f008a-0c95-11ee-bc98-d73ee52fce79.html\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> the framework on conservation leases \u201cboneheaded.\u201d <\/p>\n<p>House lawmakers also heard from a panel of witnesses who raised concerns about the BLM guidelines jeopardizing opportunities for true conservation. <\/p>\n<div class=\"fdrlst__b89e9-fa04b1f1f604611d81303349e079d43c fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-fa04b1f1f604611d81303349e079d43c\"><\/div>\n<p>\u201cAgriculture is conservation,\u201d <a href=\"https:\/\/thefederalist.com\/2023\/05\/24\/democrats-misunderstand-purpose-of-representative-government-in-hearing-on-blm-conservation-leases\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> Nevada Director of Agriculture J.J. Goicoechea. \u201cIf grazing is [removed] from these landscapes, ranches will go under, landscapes will be taken over by invasive species and will burn. Wildlife will suffer and multiple use will become impossible.\u201d<\/p>\n<p>In a statement to The Federalist, House Natural Resources Chairman Bruce Westerman of Arkansas called BLM\u2019s 15-day extension \u201clip service\u201d to constituents in Western states \u201cwho deserve far more from the BLM.\u201d<\/p>\n<p>\u201cGiven the level of resounding opposition we heard at our hearing last Thursday and for weeks prior, extending a comment period by only 15 days does not even begin to address our concerns,\u201d Westerman said. \u201cOur letter asking for a 75-day extension has gone unanswered and the BLM evaded our questions about holding any further listening sessions.\u201d<\/p>\n<p>While the bureau put more days on the public comment calendar, the administration still has published no plans to hold additional meetings with key stakeholders in red state areas. <\/p>\n<p>The new rules appear to come straight from the college playbook of BLM Director Tracy Stone-Manning, whose 2021 confirmation was <a href=\"https:\/\/thefederalist.com\/2021\/06\/25\/biden-land-management-nominee-is-an-ecoterrorist-who-demanded-chinese-style-child-cap\/\" target=\"_blank\" rel=\"noreferrer noopener\">controversial<\/a> thanks to her history as an ecoterrorist.
