The inappropriate messages were sent to the complainant&#8217;s cellphone through thousands of SnapChat messages, which included demands for sex and graphic videos.<\/p>\n<p>The report concluded that the complainant&#8217;s substantiated allegations against Falcicchio constituted sexual harassment, as defined and prohibited by Mayor&#8217;s Order 2017-313.<\/p>\n<h3>Impact and Response<\/h3>\n<p>Falcicchio, who had been with Bowser since 2006, resigned on March 17, which was a significant blow to the mayor. He was widely regarded as her right-hand man.
