Here\u2019s everything we know about the record in question.<\/p>\n<h2 class=\"wp-block-heading\">Confidential Human Source Is \u2018Highly Credible\u2019<\/h2>\n<p>The confidential human source (CHS) behind the FD-1023 is <a href=\"https:\/\/www.foxnews.com\/politics\/person-alleging-biden-criminal-bribery-scheme-is-a-highly-credible-fbi-source-used-since-obama-admin-source\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a> a \u201chighly credible\u201d informant with an agency tenure stretching back more than a decade. According to Fox News, the whistleblower informant has collaborated \u201cin multiple investigative matters\u201d with the FBI since the Obama administration, with consistent reviews for credibility.<\/p>\n<p>\u201cThe confidential human source who provided information about then Vice President Biden being involved in a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/whistleblower-alleges-fbi-has-evidence-of-biden-engaging-in-bribery-scheme-with-foreign-national\/\" title=\"FBI has evidence of Biden's bribery scheme with foreign national, says whistleblower.\">criminal bribery scheme<\/a> is a trusted, highly credible informant who has been used by the FBI for over 10 years and has been paid over six figures,\u201d Chairman Comer <a href=\"https:\/\/nypost.com\/2023\/06\/05\/comer-fbi-says-biden-bribery-probe-ongoing-involves-shell-companies\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> reporters last week.<\/p>\n<p>Contrary to MSNBC\u2019s <a href=\"https:\/\/www.msnbc.com\/opinion\/msnbc-opinion\/james-comer-house-republicans-fbi-biden-investigation-giuliani-rcna87269\" target=\"_blank\" rel=\"noreferrer noopener\">claim<\/a> that \u201cAll roads lead to [Rudy] Giuliani\u201d in the sourcing for the document, individuals familiar with the investigation <a href=\"https:\/\/thefederalist.com\/2023\/06\/15\/the-bidens-coerced-burisma-to-pay-10-million-in-bribes-says-credible-fbi-source\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Federalist the FD-1023 document came independent of information provided by the former New York City mayor.<\/p>\n<div class=\"fdrlst__b89e9-32f718cb58f3b1d5d010266c8f6f838b fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-32f718cb58f3b1d5d010266c8f6f838b\"><\/div>\n<h2 class=\"wp-block-heading\">Allegations Date Back to 2017<\/h2>\n<p>In addition to researching the cache of incriminating intelligence on the Biden family Giuliani sent to the FBI, agents searched the FBI\u2019s databases and discovered a related FD-1023 from 2017. That prompted agents to re-interview the CHS and uncover details about the Burisma bribery scandal, resulting in the FD-1023 dated June 30, 2020.<\/p>\n<h2 class=\"wp-block-heading\">Bidens Allegedly Took $10 Million From Burisma Executive<\/h2>\n<p>Grassley spoke in a Monday floor speech about the \u201cforeign national\u201d who allegedly bribed the Biden family, and who has since been identified by people familiar with the matter as Mykola Zlochevsky, the founder of Burisma. The Ukrainian energy firm showered Hunter Biden in <a href=\"https:\/\/thefederalist.com\/2019\/11\/27\/hunter-bidens-reported-burisma-payout-was-far-above-comparable-board-compensation\/\" target=\"_blank\" rel=\"noreferrer noopener\">excess compensation<\/a> on its corporate board while his father served as the \u201c<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/barack-obama?source=%2Fjoe-biden-emerges-as-obamas-trusty-sidekick\" target=\"_blank\" rel=\"noreferrer noopener\">public face<\/a>\u201d of White House policy towards Ukraine.<\/p>\n<p>The CHS summarized earlier meetings with Zlochevsky in the FD-1023, <a href=\"https:\/\/thefederalist.com\/2023\/06\/15\/the-bidens-coerced-burisma-to-pay-10-million-in-bribes-says-credible-fbi-source\/\" target=\"_blank\" rel=\"noreferrer noopener\">claiming<\/a> the Bidens \u201ccoerced\u201d the foreign businessman to pay the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ex-top-cop-in-mexico-found-guilty-of-accepting-bribes-from-sinaloa-cartel\/\" title=\"Ex-Top Cop in Mexico Found Guilty of Accepting Bribes From Sinaloa Cartel\">multimillion-dollar bribes<\/a>. Zlochevsky had been trying to shut down government investigations into his Ukrainian energy firm. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/everything-we-know-about-the-biden-bribery-scheme-from-the-fbi-document\/\" title=\"Key Details of the Biden Bribery Scheme Revealed in FBI Document\">energy tycoon allegedly paid  million<\/a> to then-Vice President Joe Biden, <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-12191313\/Biden-referred-Big-Guy-Burisma-executive-center-bribery-allegations.html\" target=\"_blank\" rel=\"noreferrer noopener\">referred<\/a> to as the \u201cBig Guy\u201d by Zlochevsky in the FD-1023, and $5 million to Hunter.<\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2020\/09\/23\/senate-report-burisma-bribed-officials-to-shut-down-investigation-7-months-after-hunter-biden-joined-board\/\" target=\"_blank\" rel=\"noreferrer noopener\">According<\/a> to a report from Grassley and Wisconsin Republican Sen. Ron Johnson in September 2020, Zlochevsky had separately paid a $7 million bribe to the Ukrainian prosecutor general\u2019s office to shut down another probe.<\/p>\n<div class=\"fdrlst__b89e9-005b9328c014c60a6d05b5485fd56bf1 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-005b9328c014c60a6d05b5485fd56bf1\"><\/div>\n<p>In 2018, Biden <a href=\"https:\/\/thefederalist.com\/2019\/09\/24\/watch-joe-biden-brag-about-bribing-ukraine-to-fire-the-prosecutor-investigating-his-sons-company\/\" target=\"_blank\" rel=\"noreferrer noopener\">bragged<\/a> about his lead role in the termination of Ukraine\u2019s top prosecutor who was investigating Burisma.<\/p>\n<h2 class=\"wp-block-heading\">Grassley: There Are Tapes<\/h2>\n<p>While the DOJ appeared to <a href=\"https:\/\/thefederalist.com\/2023\/06\/14\/trump-indictment-timeline-reeks-of-deep-state-information-operation\/\" target=\"_blank\" rel=\"noreferrer noopener\">try<\/a> to drown out coverage of the Biden bribery scheme with the unprecedented indictment of former President Donald Trump, Grassley reinjected the White House scandal into the news by <a href=\"https:\/\/thefederalist.com\/2023\/06\/13\/grassleys-17-recordings-bombshell-brings-bidens-and-burisma-back-into-the-spotlight\/\" target=\"_blank\" rel=\"noreferrer noopener\">disclosing<\/a> the existence of audio recordings on Monday.<\/p>\n<p>\u201cAccording to the 1023, the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/grassleys-17-recordings-bombshell-brings-bidens-and-burisma-back-into-the-spotlight\/\" title=\"Grassley's revelation of '17 Recordings' puts Bidens and Burisma in the spotlight again.\">foreign national possesses 15 audio recordings<\/a> of phone calls between him and Hunter Biden,\u201d Grassley said. Another two recordings are reportedly calls between Zlochevsky and then-Vice President Biden, for 17 recordings in \u201ctotal.\u201d<\/p>\n<p>Grassley said Zlochevsky kept the tapes \u201cas a sort of insurance policy,\u201d and noted that the form also suggested \u201cthen-Vice President Joe Biden may have been involved in Burisma employing Hunter Biden.\u201d<\/p>\n<p>House Republicans who reviewed the document also <a href=\"https:\/\/nypost.com\/2023\/06\/08\/fbi-tip-says-burisma-bribed-bidens-prez-asks-wheres-the-money\/\" target=\"_blank\" rel=\"noreferrer noopener\">say<\/a> Hunter Biden pressed Burisma to purchase an American oil company. In 2016, the Ukrainian firm ultimately took over a Canadian firm\u2019s shares to <a href=\"https:\/\/en.interfax.com.ua\/news\/economic\/321424.html\" target=\"_blank\" rel=\"noreferrer noopener\">buy<\/a> into a joint venture with the American company Cub Energy.<\/p>\n<h2 class=\"wp-block-heading\">AG Barr Referred Investigation To Delaware<\/h2>\n<p>Shortly after FBI Director Wray allowed members of the House Oversight Committee access to the FD-1023, Democrat Ranking Member Jamie Raskin sought to dismiss Republican allegations of corruption with a <a href=\"https:\/\/oversightdemocrats.house.gov\/news\/press-releases\/ranking-member-raskin-s-statement-following-review-of-debunked-fbi-tip\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>.
