Rob Wittman (R-Va.).<\/p>\n<p>\u201cFirst, the Army does not have sufficient money to support their Army modernization strategy,\u201d said Wittman, chair of the House Armed Services Committee\u2019s Tactical Air and Land Forces Subcommittee.<\/p>\n<p>\u201cThe second immutable fact,\u201d he said, \u201cis that the Air Force is getting smaller because the budget does not support Air Force requirements.\u201d<\/p>\n<p>The subcommittee was one of six House Armed Services Committee panels that swiftly and unanimously approved their components of the draft <a href=\"https:\/\/armedservices.house.gov\/sites\/republicans.armedservices.house.gov\/files\/FY24%20NDAA%20CHM%20Mark%20Package.pdf\">National Defense Authorization Act<\/a> (NDAA), filed as <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/2670\">House Bill 2670<\/a>, on June 13.<\/p>\n<p>The preliminary approvals set the stage for a summer of hearings on the defense budget beginning June 21, when it goes before the entire 59-member House Armed Services Committee for the first time.<\/p>\n<p>The Senate is debating its own version of the NDAA. The defense budget, as with all elements of the FY24 federal spending plan, will be deliberated into September in both chambers. Ideally, the budget will be adopted before the new fiscal year begins Oct. 1.<\/p>\n<p>The NDAA spells out $874.2 billion in spending, with $841.5 billion tabbed for the Department of Defense (DOD), an increase of nearly $26 billion, or 3.2 percent, over FY23\u2019s enacted NDAA, and $32.26 billion for the Department of Energy\u2019s (DOE) nuclear weapons programs.<\/p>\n<p>The ultimate defense budget, once spending by other federal departments, such as the Department of Education and the Department of Housing and Urban Development (HUD), is factored in, could top $890 billion. The Biden administration\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/03\/09\/fact-sheet-president-bidens-budget-keeps-america-safe-and-confronts-global-challenges\/\">March budget request<\/a> called for $886 billion in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/top-u-s-general-warns-chinas-military-is-growing\/\" title=\"Top U.S. general warns China\u2019s military is growing\">total defense spending<\/a>.<\/p>\n<p>Since March, House Armed Services Committee sub-panels have been ferreting through the massive appropriations package and criticizing the Biden administration and DOD for directing resources into programs and initiatives that, despite the Pentagon\u2019s classification of China as the nation\u2019s \u201cpacing challenge,\u201d don\u2019t adequately address threats in the Indo-Pacific, nor by Vladimir Putin\u2019s Russia in Europe.<\/p>\n<p>The Republican-led subcommittees in bipartisan consensus have reshuffled priorities while staying within budget request top lines; to lesser degrees, such as in the Strategic Forces Subcommittee\u2019s <a href=\"https:\/\/www.theepochtimes.com\/proposed-874-billion-defense-budget-cleared-for-house-hearings-beginning-next-week_5331725.html?utm_source=open&#038;utm_medium=search\">tentative plan<\/a>, or in more dramatic fashion, such as in the Seapower and Projection Forces Subcommittee\u2019s <a href=\"https:\/\/www.theepochtimes.com\/proposed-house-budget-demands-us-navy-float-more-boats-than-its-asking-for_5331933.html?utm_source=open&#038;utm_medium=search\">proposal<\/a>, which rearranges the configuration of new ship procurement and extends the service life of five of 11 ships the Navy wanted to mothball.<\/p>\n<p>Those were among the trends Wittman was referring to in his \u201ctwo immutable facts\u201d statement to open the Tactical Air and Land Forces Subcommittee\u2019s review of its spending plan that it unanimously dispatched to the House Armed Services Committee.<\/p>\n<figure id=\"attachment_3227420\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/02\/04\/GettyImages-1177431496-1200x790.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t<\/figure>\n<h2>Army Future Needs \u2018Scaled Back\u2019<\/h2>\n<p>\u201cThere are extensive gaps in the fielding of the future of the Army,\u201d Wittman said. \u201cOur President, across the entire budget request, includes procurement shortfalls in Abrams tanks, Bradley Fighting vehicles, and Paladin Howitzers. But this should not be surprising considering the Army was reduced from last year and that resulted in a 5-percent reduction in real procurement.<\/p>\n<p>\u201cMy fears,\u201d he added, \u201care the Army\u2019s future needs\u201d are being \u201csignificantly scaled back\u201d in a way that will \u201ccontinue to eat away at Army capacity \u2026 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ongoing-headaches-with-the-f-35-ripple-through-the-u-s-military\/\" title=\"Ongoing Headaches With the F-35 Ripple Through the U.S. Military\">meet future requirements<\/a> and deliver the right capabilities.\u201d<\/p>\n<p>The panel boosted the Army\u2019s $59.554 billion operations and maintenance budget request by nearly $70 million and its added dollars to proposed procurements across a range of weapons systems.<\/p>\n<p>The Army\u2019s $3 billion aircraft procurement request was increased by $240 million, primarily related to CH-47 helicopters. Its $3.765 billion weapons and tracked vehicle spending plan was elevated to $4.39 billion with procurements for Paladin systems boosted by $110 million to $579 million and for Stryker armored fighting vehicles increased by $142 million to $757 million.<\/p>\n<p>The subcommittee\u2019s proposed budget penalizes Army Secretary Christine Wormuth\u2019s office, limiting its administrative funding until it \u201csubmits to Congressional defense committees the analysis of alternatives for the Future Attack Reconnaissance Aircraft program.\u201d<\/p>\n<p>It also requires a Government Accountability Office (GAO) assessment of the Army\u2019s air and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/lawmakers-demand-full-funding-for-israeli-security-aid\/\" title=\"Lawmakers Demand Full Funding for Israeli Security Aid\">missile defense program<\/a> and its Long-Range Precision Fires program.<\/p>\n<p>But a greater revision in the Army\u2019s priorities and capacities is necessary, Wittman said.<\/p>\n<p>\u201cThe Army needs a new strategy that looks beyond a potential European conflict and focuses instead on fully providing the capability required to meet the Indo-Pacific challenges of distance and depth,\u201d he said. \u201cOne that provides for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-army-air-force-budget-requests-not-geared-to-check-china-subcommittee-chair\/\" title=\"Subcommittee Chair: US Army, Air Force Budget Requests Ignore China Threat\">long-range fires missile defense logistics<\/a> and communications necessary to fully enable the joint force.\u201d<\/p>\n<figure id=\"attachment_5032395\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/02\/03\/GettyImages-1243956449-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t<\/figure>\n<h2>Air Force Subtracting not Adding<\/h2>\n<p>Wittman was especially critical of the Air Force\u2019s budget request, claiming it sets the course for a \u201cforce-structure decline that we will not be able to reverse\u2014and this decline hits us at the exact time [projected] by th<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>funding in the proposed 412-page FY24 U.S. defense budget, which amounts to almost $1 trillion.
