(Photo by Sandy Huffaker\/Getty Images)<\/figcaption><\/figure>\n<h2>OAN\u2019s\u00a0<a href=\"https:\/\/www.oann.com\/tag\/brooke-mallory\">Brooke Mallory<\/a><br \/>12:19 PM \u2013 Wednesday, June 14, 2023<\/h2>\n<p>The San Diego City Council voted 5-4 late Tuesday night in support of the \u201cUnsafe Camping Ordinance,\u201d which would prohibit tent encampments in all public locations around the city if shelter beds are available.<\/p>\n<div id=\"div-gpt-ad-1663871513696-art-1\" style=\"min-width: 320px; min-height: 50px;  text-align: center;\">  \t<script>  \t\tgoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1663871513696-art-1'); });  \t<\/script>  <\/div>\n<div class=\"ad-slot__ad-label\">Advertisement<\/div>\n<\/p>\n<p>Mayor Todd Gloria pushed for support of the law proposed by City Councilman Stephen Whitburn, by requesting the public to sign a petition and speaking at press conferences about the topic.<\/p>\n<p>Tent encampments would also be prohibited at all times in parks, canyons, areas near schools, transportation stops, and homeless shelters, regardless of shelter capacity.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<blockquote data-service=\"twitter\" data-category=\"marketing\" data-placeholder-image=\"https:\/\/c3.oann.com\/wp-content\/plugins\/complianz-gdpr\/assets\/images\/placeholders\/twitter-minimal.jpg\" class=\"cmplz-placeholder-element twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The era of encampments must come to an end. The passage of this proposal combined with our Safe Sleeping sites gives us more tools to get people off the streets and into housing. <a href=\"https:\/\/twitter.com\/hashtag\/ForAllofUs?src=hash&#038;ref_src=twsrc%5Etfw\">#ForAllofUs<\/a> <a href=\"https:\/\/t.co\/iB0ouu5j8w\">pic.twitter.com\/iB0ouu5j8w<\/a><\/p>\n<p>\u2014 Todd Gloria (@ToddGloria) <a href=\"https:\/\/twitter.com\/ToddGloria\/status\/1668876603395543040?ref_src=twsrc%5Etfw\">June 14, 2023<\/a><\/p><\/blockquote>\n<p><script type=\"text\/plain\" data-service=\"twitter\" data-category=\"marketing\" async data-cmplz-src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script> <\/div>\n<\/figure>\n<p>The \u201cYes\u201d votes were cast by City Council members Jennifer Campbell, Raul Campillo, Joe LaCava, and Marni Von Wilpert, in addition to Whitburn.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cIt takes a lot of bravery to do this,\u201d Campbell said, referring to Gloria\u2019s and Whitburn\u2019s proposal. \u201cThis is a win-win ordinance,\u201d she continued, since the homeless will have access to services.<\/p>\n<\/blockquote>\n<p>The proposal prompted Council President Sean Elo-Rivera and colleagues Kent Lee, Monica Montgomery Steppe, and Vivian Moreno to vote against it.<\/p>\n<p>Moreno, who suggested deferring the vote on the law until September, expressed fear that police officers would lack the resources needed to implement any new regulation, giving locals who are excited about the news false optimism.<\/p>\n<p>Moreno expressed that her constituents feel that the number of homeless \u201cwould never be tolerated in other parts of this city, and they\u2019re right.\u201d Passing new legislation with no detailed plan \u201cwould achieve very little,\u201d she continued.<\/p>\n<p>The legislation was revised based on the proposals of three council members to add a working committee to oversee how the code is implemented, as well as particular enforcement for parks, beaches, and open spaces.<\/p>\n<p>According to Von Wilpert\u2019s amendment, the rule will not go into effect until 30 days after the first safe sleeping lot opens on 20th and B streets, allowing non-law enforcement social workers to be the initial point of contact with homeless individuals.<\/p>\n<p>Gloria thanked the five people who voted \u201cYes\u201d in a statement.<\/p>\n<p>Many people spoke out against the proposal during the four-hour public comment period during Tuesday\u2019s council meeting, saying it was harsh and wouldn\u2019t fix the broader problem.<\/p>\n<p>A member of the Alliance of Californians for Community Empowerment, Barbara Pinto, compared the idea to \u201cpouring water on a drowning man.\u201d<\/p>\n<p>Pinto encouraged the council to prioritize the creation of additional affordable homes. Others advised the council to either table the idea or discard it entirely and create a new one. Many opponents asked the council to stick with the 2019 community action plan to combat homelessness.<\/p>\n<p>Gloria told the council that it was acceptable to expect sidewalks to be usable, public parks to be safe and accessible, and natural canyons to be free of wildfires or trash.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThis ordinance is a call to action, and a call to uphold the principals of compassion, fairness and personal responsibility,\u201d Gloria added.<\/p>\n<\/blockquote>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThose living in encampments are in constant danger of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/san-diego-city-council-approves-ban-on-homeless-encampment-in-5-4-vote\/\" title=\"San Diego City Council passes homeless encampment ban in close vote.\">disease spread amid unsanitary conditions<\/a>, violence and exploitation by dealers of deadly drugs,\u201d he added. \u201cEncampments also frequently ignite fires that put the public and our first responders at great risk. The City Council must pass the Unsafe Camping Ordinance to protect the health and safety of all San Diegans.\u201d<\/p>\n<\/blockquote>\n<p>Opponents argue that the proposed rule would not alleviate the problem and will effectively make being homeless illegal in San Diego, driving persons suffering homelessness to other areas or towns.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThis commonsense ordinance will be paired with a robust shelter strategy, which includes two new Safe Sleeping sites where more than 500 people stay in tents in secure areas with access to hygiene and services that will help them get on the path to permanent housing,\u201d Gloria said. \u201cLetting people continue to live in squalor on our sidewalks is not showing compassion; it\u2019s showing indifference.
