From there, it moves on to the Senate for adoption before FY24 begins on Oct. 1.<\/p>\n<h3>Highlights of the Proposed Budget<\/h3>\n<ul>\n<li>$841.5 billion for the Department of Defense (DOD), an increase of nearly $26 billion, or 3 percent, over the FY23 enacted NDAA<\/li>\n<li>$32.26 billion for the Department of Energy\u2019s (DOE) nuclear weapons programs<\/li>\n<li>Amphibious warship for the Marine Corps<\/li>\n<li>Authorization to build 13 Virginia class attack submarines over the next five years instead of the proposed 10<\/li>\n<li>Boosted funding for Air Force F-15 and F-16s<\/li>\n<li>5.2-percent pay raise for those serving in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hispanic-caucus-takes-aim-at-african-american-veterans-service-on-key-panel\/\" title=\"Hispanic Caucus Takes Aim at African-American Veteran\u2019s Service on Key Panel\">armed services<\/a><\/li>\n<\/ul>\n<p>The Republican-led House panels essentially retained the Biden administration\u2019s overall budget request but shifted money around within the spending plan, adding $326 million to DOD programs while trimming $386 million from DOE allocations to arrive at nearly the same top-line figure.<\/p>\n<p>While that may sound relatively simple, there are many details within the details of the exhaustingly detailed line-by-line funding tables that span dozens of pages at the end of the <a href=\"https:\/\/armedservices.house.gov\/sites\/republicans.armedservices.house.gov\/files\/FY24%20NDAA%20CHM%20Mark%20Package.pdf\">412-page draft NDAA<\/a>.<\/p>\n<p>\u201cThe FY24 NDAA puts our national security first by boosting innovation, providing for our warfighters, and focusing on our defense industrial base\u2013supplying our military with the tools necessary to counter the unprecedented threats our nation faces from China, Russia, North Korea, and Iran,\u201d Rogers said.<\/p>\n<p>The proposed budget also significantly increases funding for research and development of new weapons systems incorporating artificial intelligence, hypersonic missiles, and other emerging technologies while bolstering funding for military housing, among other quality-of-life enhancements.<\/p>\n<figure id=\"attachment_4076858\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/10\/29\/2021-10-29T191507Z_2_LYNXMPEH9S0ZQ_RTROPTP_4_USA-PENTAGON-HYPERSONIC-1200x801.jpg\"><br \/>\n\t\t\t<img decoding=\"async\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/10\/29\/2021-10-29T191507Z_2_LYNXMPEH9S0ZQ_RTROPTP_4_USA-PENTAGON-HYPERSONIC-1200x801.jpg\" alt=\"U.S. Navy conducts a static fire test of the first stage of the newly developed 34.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/china-used-american-tech-to-create-hypersonic-missile-mccaul\/\" title=\"China Used American Tech to Create Hypersonic Missile: McCaul\">5\u2033 common hypersonic missile<\/a> that will be fielded by both services, in Promontory, Utah, on Oct. 28, 2021.&#8221; \/><figcaption class=\"wp-caption-text\">The U.S. Navy, in collaboration with the U.S. Army, conducts a static fire test of the first stage of the newly developed 34.5\u2033 common hypersonic missile that will be fielded by both services, in Promontory, Utah, on Oct. 28, 2021. Doug Lamborn (R-Colo.) said the panel\u2019s proposed spending plan \u201cfirst and foremost modernizes the nation\u2019s strategic deterrent\u201d and seeks to accelerate the development offensive hypersonic weapons as well as in defending against them.<\/p>\n<p>\u201cThis is one area where the United States lags behind China and Russia, and closing the gap has been one of my priorities as chairman,\u201d he said.<\/p>\n<p>To do so, \u201cwe must expand our test infrastructure and add additional range space\u201d for developing the weapons systems,\u201d Lamborn said.<\/p>\n<p>The subcommittee\u2019s proposed budget includes \u201can integrated schedule\u201d for the LGM-35 Sentinel, the future U.S. <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/proposed-874-billion-defense-budget-cleared-for-house-hearings-beginning-next-week\/\" title=\"4B Defense Budget Approved for House Hearings Next Week.\">land-based intercontinental ballistic missile system<\/a> (ICBM) and requires DOD to notify Congress about nuclear cooperation between Russia and China.<\/p>\n<p>Ranking member, or the panel\u2019s lead Democrat, Rep. Seth Moulton (D-Mass.), said the Strategic Forces Committee\u2019s realm of concern \u201cis front and center\u201d in the news \u201cwhether it be the criminal war being waged by war criminal Vladimir Putin [and his] threats to wage a nuclear war, North Korea\u2019s ICBM test launches, or the dramatic and unprecedented expansion of China\u2019s ICBM fleet, not to mention their weaponization of space.\u201d<\/p>\n<p>The nation\u2019s nuclear deterrent remains as vital, and as critical, as ever, he said. \u201cOne example of proof is the fact that over a year into the war in Ukraine, despite Putin\u2019s huge losses and persistent threats, the conflict has remained conventional.\u201d<\/p>\n<p>But there is \u201caging infrastructure and weapons systems across the nuclear complex\u201d that the proposed budget addresses, Moulton said.<\/p>\n<p>\u201cThe space domain is evolving at a much faster pace\u201d than any other theater of operation, he said. \u201cSpace had been a domain reserved for monitoring, communicating, and exploring, but no more. Smith)<\/figcaption><\/a><br \/>\n\t<\/figure>\n<h2>Cyber and People<\/h2>\n<p>The House Armed Forces Committee\u2019s Cyber, Information Technologies, and Innovation Subcommittee wasted little time\u2014less than three minutes\u2014in adopting its component of the budget.<\/p>\n<p>The plan creates a pilot program on near-term quantum applications, which requires the DOD to work with \u201cthe quantum industry to identify near-term problems that could be solved with quantum computing\u201d and includes metrics to evaluate the Pentagon\u2019s \u201cability to transition technology successfully.\u201d<\/p>\n<p>The subcommittee\u2019s proposed budget addresses cybersecurity, network security, and requires DOD to study how to better use National Guard and Reserve forces in cyberspace activities.<\/p>\n<p>\u201cIn this strategic competition,<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House Armed Forces Committee&#8217;s six subcommittees unanimously approved their parts of the proposed $874.2 billion FY24 national defense budget after five months of hearings.
