At one point, Rep. Jeff Duncan (R-S.C.) asked the commissioners a yes-or-no question: \u201cHas <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nearly-half-of-texas-wind-turbines-frozen-in-winter-storm-limiting-states-power-output\/\" title=\"Nearly Half Of Texas\u2019 Wind Turbines Frozen In Winter Storm Limiting State\u2019s Power Output\">electric reliability<\/a> worsened or improved over the past three years?\u201d<\/p>\n<h3>FERC Chair and Democrat Willie Phillips Responds<\/h3>\n<p>The first answer came from acting FERC Chair and Democrat Willie Phillips. Phillips replaced former FERC Chair Richard Glick in January after Sen. Joe Manchin (D-W.Va.) <a href=\"https:\/\/www.theepochtimes.com\/manchin-not-comfortable-hosting-hearing-for-biden-energy-commission-nominee_4857506.html\">declined to hold a confirmation hearing<\/a> for Glick\u2019s second term. Glick, a longtime Democratic aide, was appointed to FERC by former President Donald Trump and named chair of FERC by President Joe Biden at the start of Biden\u2019s term in January 2021.<\/p>\n<p><strong>\u201cWe\u2019ve seen a trend where electric reliability has worsened somewhat. We\u2019re beginning to change that trend,\u201d<\/strong> Phillips said in answering Duncan\u2019s yes-or-no question.<\/p>\n<h3>FERC Commissioner James Danly Responds<\/h3>\n<p>FERC Commissioner James Danly, a Republican and a Trump appointee, responded more crisply. <strong>\u201cIt has worsened,\u201d<\/strong> he said.<\/p>\n<h3>FERC Commissioner Allison Clements Responds<\/h3>\n<p>FERC Commissioner Allison Clements, a Democrat appointed by Trump, went into more detail. <strong>\u201cI think it\u2019s a region-specific question. Given any time of year, it\u2019s a seasonal question. It\u2019s a question of extreme weather and what types of stressors hit our electricity system,\u201d<\/strong> she said, before Duncan interjected with a simpler version of her reply. <strong>\u201cWorsened in some areas and improved in others,\u201d<\/strong> he summarized as Clements nodded.<\/p>\n<h3>FERC Commissioner Mark Christie Responds<\/h3>\n<p><strong>\u201cI think it\u2019s generally worsened because we\u2019re losing the dispatchable resources that are necessary,\u201d<\/strong> said FERC Commissioner Mark Christie, another Republican put in place by Trump.<\/p>\n<p>Christie went into more detail about what dispatchable energy resources are in questioning from Rep. Morgan Griffith (R-Va.). They are, he said, <strong>\u201cresources that are not weather-dependent.\u201d<\/strong> That translates to sources such as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-video-links-biden-to-ukrainian-corruption-burisma-indictment-reveals-ex-president-yanukovich-illegally-obtained-7-4-billion-laundered-thru-fund-close-to-us-democratic-party\/\" title=\"New Video Links Biden to Ukrainian Corruption \u2013 Burisma Indictment Reveals Ex-President Yanukovich Illegally Obtained .4 Billion Laundered Thru Fund \u201cClose to US Democratic Party\u201d\">natural gas<\/a>, coal, and nuclear power, rather than solar or wind.<\/p>\n<p><strong>\u201cThat doesn\u2019t mean they\u2019re not weather-impacted,\u201d<\/strong> Christie added, noting that Winter Storm Elliott in 2022 knocked out <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-needed-natural-gas-during-heat-wave\/\" title=\"California Needed Natural Gas During Heat Wave\">natural gas units<\/a> that hadn\u2019t been properly prepared for the harsh weather.<\/p>\n<p>He elaborated on why dispatchable resources are critical to the current grid. <strong>\u201cPower has to be generated and used within seconds. Because of that, you have to have power sources feeding into the grid every single second of every minute. Otherwise, the lights go out. Dispatchable resources are great for that because they run for days, weeks, even months at a time without concern about what the weather forecast\u2019s going to be,\u201d<\/strong> Christie said.<\/p>\n<p>He also described what he sees as the chief problem for America\u2019s electrical infrastructure. <strong>\u201cWe\u2019re losing assets that could be providing power right now,\u201d<\/strong> Christie said.<\/p>\n<p>That\u2019s in line with a <a href=\"https:\/\/www.pjm.com\/-\/media\/library\/reports-notices\/special-reports\/2023\/energy-transition-in-pjm-resource-retirements-replacements-and-risks.ashx\">recent report<\/a>\u00a0by the nation\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-regulator-sounds-alarm-on-declining-electric-grid-reliability\/\" title=\"Federal regulator warns of decreasing electric grid reliability.\">largest electric grid operator<\/a>, PJM Interconnection. It describes how rising power demand and the rapid pace at which existing infrastructure is being retired could combine to create significant issues with power by the end of this decade.<\/p>\n<p>That increase in demand is driven in part by population growth, which in the United States is driven in large part by the high rate of immigration, both legal and illegal. <strong>\u201cWe estimate that the net migration of immigrants plus births to immigrants was equal to 77 percent of population growth from 2016 to 2021,\u201d<\/strong> the Center for Immigration Studies\u2019 Steven A.
