The Republican National Committee released a statement saying the president backed into the deal against his wishes.<\/p>\n<p>&#8220;Biden didn\u2019t bring anyone together,&#8221; said RNC spokesman Tommy Pigott. &#8220;He was forced kicking and screaming to negotiations.
