This includes a grant that allowed a state-run Russian lab to test cats on treadmills, according to Sen. Joni Ernst (R-Iowa).<\/p>\n<h3>Uncovering the Truth<\/h3>\n<p>Ernst and her team of investigators worked with auditors at the <a href=\"https:\/\/www.gao.gov\/\">Government Accountability Office<\/a> (GAO) and the <a href=\"http:\/\/crs.gov\/\">Congressional Research Service<\/a>, as well as two nonprofit Washington watchdogs\u2014<a href=\"https:\/\/www.openthebooks.com\/maps\/?Map=90054&#038;MapType=Pin\">Open The Books<\/a>\u00a0(OTB) and the <a href=\"https:\/\/act.whitecoatwaste.org\/page\/49012\/donate\/1\/?utm_source=Google&#038;utm_medium=CPC&#038;utm_campaign=Donation&#038;utm_content=Brand&#038;gclid=Cj0KCQjw4NujBhC5ARIsAF4Iv6fu1jthRd2X-bMTNQxqyNblp9QDlzbB64yb7r31BgeFMc3I_V9efpMaAln2EALw_wcB\">White Coat Waste Project<\/a> (WCWP)\u2014to uncover dozens of grants that weren&#8217;t counted on the federal government&#8217;s <a href=\"https:\/\/www.usaspending.gov\/\">USASpending.gov<\/a>\u00a0internet database.<\/p>\n<h3>The Tip of the Iceberg<\/h3>\n<p>The total value of the uncounted grants found by the Ernst team is $1.3 billion, but the GAO reported that this amount is just the tip of the iceberg.<\/p>\n<h3>China&#8217;s Wuhan Institute of Virology<\/h3>\n<p>One of the newly discovered grants is $4.2 million to China&#8217;s infamous Wuhan Institute of Virology (WIV) &#8220;to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-sent-billions-in-funding-to-china-russia-for-cat-experiments-wuhan-lab-research-ernst\/\" title=\"US funded cat experiments and Wuhan lab research in China and Russia with billions of dollars, says Ernst.\">conduct dangerous experiments<\/a> on bat coronaviruses and transgenic mice,&#8221; according to a May 31 Ernst statement provided to The Epoch Times.<\/p>\n<h3>Buying Chinese Puppy Parts<\/h3>\n<p>As part of another U.S.-funded grant, hearts and other organs from 425 dogs in China were purchased for medical research.<\/p>\n<h3>More Unreported Grants<\/h3>\n<p>Other <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/billions-in-untracked-federal-grants-going-to-china-russia-for-cat-experiments-wuhan-lab-research-ernst\/\" title=\"Billions of untracked federal grants are funding cat experiments and Wuhan lab research in China and Russia, according to Ernst.\">previously unreported grants exposed<\/a> by the Ernst team include $1.6 million to Chinese companies from the federal government&#8217;s National School Lunch Program and $4.7 million for health insurance from a Russian company that was sanctioned by the United States in 2022 as a result of the invasion of Ukraine.<\/p>\n<h3>Shining a Light on Reckless Spending<\/h3>\n<p>&#8220;It&#8217;s gravely concerning that Washington&#8217;s reckless spending has reached the point where nobody really knows where all tax dollars are going,&#8221; Ernst told The Epoch Times. &#8220;But I have the receipts, and I&#8217;m shining a light on this, so bureaucrats can no longer cover up their tracks, and taxpayers can know exactly what their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/government-unions-have-been-stealing-money-for-years-now-scotus-has-the-chance-to-intervene\/\" title=\"Government Unions Have Been Stealing Money For Years \u2014 Now, SCOTUS Has The Chance To Intervene\">hard-earned dollars<\/a> are funding.&#8221;<\/p>\n<h3>The Problem with Sub-Awards<\/h3>\n<p>The problem is that federal officials don&#8217;t rigorously track sub-awards made by initial grant recipients, according to the Iowa Republican. Such sub-awards are covered by a multitude of federal regulations that stipulate many conditions to ensure that the tax dollars are appropriately spent.<\/p>\n<h3>The Eco-Health Sub-Awards to WIV Illustrate the Problem<\/h3>\n<p>&#8220;Despite being required by law to make these receipts available to the public on the\u00a0<a href=\"https:\/\/outreach.senate.gov\/iqextranet\/iqClickTrk.aspx?&#038;cid=JErnst&#038;crop=15495QQQ38602942QQQ7425570QQQ8567023&#038;report_id=&#038;redirect=https%3a%2f%2fwww.usaspending.gov%2f&#038;redir_log=943173655496197\" target=\"_blank\" rel=\"noopener\">USAspending.gov<\/a>\u00a0website,\u00a0EcoHealth tried to cover its tracks by\u00a0<a href=\"https:\/\/outreach.senate.gov\/iqextranet\/iqClickTrk.aspx?&#038;cid=JErnst&#038;crop=15495QQQ38602942QQQ7425570QQQ8567023&#038;report_id=&#038;redirect=https%3a%2f%2foig.hhs.gov%2foas%2freports%2fregion5%2f52100025.pdf&#038;redir_log=485512316498336\" target=\"_blank\" rel=\"noopener\">intentionally\u00a0not disclosing the amounts of taxpayer money being paid to WIV<\/a>, which went unnoticed\u00a0for years,&#8221; Ernst said in the statement.<\/p>\n<h3>The Real Corruption<\/h3>\n<p>Adam Andrzejewski, founder and chairman of OTB, told The Epoch Times, &#8220;When following the money at the state and local level, the real corruption exists in the subcontractor payments.
