Chip Roy Lays Out Problems He Has with McCarthy-Biden Debt Ceiling Deal<\/h2>\n<p>Republican Representative Chip Roy of Texas, a member of the powerful House Rules Committee, has come out in opposition to House Speaker Kevin McCarthy\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/we-have-to-de-weaponize-manchin-chides-schumer-for-hammering-republicans-after-debt-ceiling-vote\/\" title=\"\u2018We Have To De-Weaponize\u2019: Manchin Chides Schumer For Hammering Republicans After Debt Ceiling Vote\">debt ceiling deal<\/a> with President Joe Biden.<\/p>\n<p>The <a href=\"https:\/\/www.westernjournal.com\/biden-mccarthy-come-initial-debt-ceiling-agreement-deal\/\" target=\"_blank\" rel=\"noopener\">agreement<\/a> suspends the debt ceiling until after the 2024 elections in exchange for taking most discretionary non-defense spending back to fiscal year 2022 levels and setting a 1 percent cap on the growth in spending for the next six years thereafter.<\/p>\n<h3>Other Provisions in the Deal<\/h3>\n<ul>\n<li>Adding some work requirements for those receiving food stamps<\/li>\n<li>Clawing back billions in unspent COVID funds<\/li>\n<li>Rejecting any tax increases<\/li>\n<\/ul>\n<p>Roy and other members of the Freedom Caucus don\u2019t think the agreement does nearly enough to address the nation\u2019s dire fiscal situation.<\/p>\n<p>\u201cWe are just barreling towards an infinite amount of debt, and we\u2019ve got to stop that,\u201d <a href=\"https:\/\/www.westernjournal.com\/chip-roy-takes-swipe-donald-trump-45s-milktoast-jab-kayleigh-mcenany\/\" target=\"_blank\" rel=\"noopener\">Roy<\/a> told <a href=\"https:\/\/www.foxnews.com\/politics\/kevin-mccarthys-debt-ceiling-deal-advances-key-committee-first-test-gop-support.amp\" target=\"_blank\" rel=\"noopener\">Fox News<\/a> on Monday. \u201cThe American people didn\u2019t send me here to just do what the defense establishment, the spending appropriators all want to do in this town, which is spend money we don\u2019t have.\u201d<\/p>\n<p>He argued that all the deal does is bend the spending curve at post-COVID levels.<\/p>\n<p>\u201cThe government is 40 percent bigger than it was pre-COVID. Let\u2019s go back to pre-COVID levels of spending,\u201d Roy said. \u201cThis deal doesn\u2019t do that.\u201d<\/p>\n<p>Prior to <a href=\"https:\/\/www.westernjournal.com\/high-school-uses-biden-covid-funds-put-drag-show-performance-pay-performers\/\" target=\"_blank\" rel=\"noopener\">COVID<\/a> in FY 2019, the federal government spent <a href=\"https:\/\/www.cbo.gov\/publication\/56324\" target=\"_blank\" rel=\"noopener\">$4.4 trillion<\/a>. In FY 2022, with Biden as president and the Democrats in control of Congress, that amount had increased to <a href=\"https:\/\/fiscaldata.treasury.gov\/americas-finance-guide\/#:~:text=In%202022%2C%20the%20federal%20government,maintenance%2C%20education%2C%20and%20more.\" target=\"_blank\" rel=\"noopener\">$6.27 trillion<\/a>.<\/p>\n<p>Biden\u2019s FY 2024 budget submitted to Congress in March calls for <a href=\"https:\/\/www.nytimes.com\/2023\/03\/09\/us\/politics\/biden-budget.html\" target=\"_blank\" rel=\"noopener\">$6.8 trillion<\/a> in spending.<\/p>\n<p>Roy contended that the policy changes the House passed in the Limit, Save, Grow Act last month offered the proper blueprint for a deal. However, none of the provisions in the bill made it fully intact into the Fiscal Responsibility Act, which is the <a href=\"https:\/\/www.westernjournal.com\/conservative-house-republicans-threaten-sink-biden-mccarthy-deal-going-try\/\" target=\"_blank\" rel=\"noopener\">McCarthy-Biden<\/a> deal.<\/p>\n<p>The congressman tweeted a graphic showing the differences between the two pieces of legislation.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Why I will oppose the <a href=\"https:\/\/twitter.com\/hashtag\/DebtCeiling?src=hash&#038;ref_src=twsrc%5Etfw\">#DebtCeiling<\/a> \u201cdeal.\u201d It\u2019s not a good deal. The <a href=\"https:\/\/www.westernjournal.com\/mccarthy-lose-house-speakership-debt-ceiling-deal-brink-crashing-burning\/\" target=\"_blank\" rel=\"noopener\">McCarthy-Biden<\/a> deal would also weaken work requirements for food stamp recipients, keep <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/here-are-all-the-green-new-deal-handouts-democrats-wedged-into-their-3-5-trillion-budget\/\" title=\"Here Are All The Green New Deal Handouts Democrats Wedged Into Their .5 Trillion Budget\">green energy tax credits<\/a> and student loan bailouts in place, and pull back just $28 billion in unspent COVID funds versus the $50 billion.<\/p>\n<p>At a Freedom Caucus news conference Tuesday, Roy <a href=\"https:\/\/www.texastribune.org\/2023\/05\/30\/debt-ceiling-texas-republicans\/\" target=\"_blank\" rel=\"noopener\">said<\/a>, \u201cNo one sent us here to borrow an additional $4 trillion to get absolutely nothing in return. But at best, if I\u2019m being really generous, a spending freeze for a couple of years\u201d is what\u2019s in the Fiscal Responsibility Act.<\/p>\n<p>\u201cNot one Republican should vote for this deal,\u201d he proclaimed.<\/p>\n<p>Roy noted that multiple conservative organizations oppose the McCarthy-Biden deal, including <a href=\"https:\/\/twitter.com\/club4growth\/status\/1663560900954161156\" target=\"_blank\" rel=\"noopener\">Club for Growth<\/a>, <a href=\"https:\/\/twitter.com\/KevinRobertsTX\/status\/1663348110553120777\" target=\"_blank\" rel=\"noopener\">Heritage Foundation<\/a>, and <a href=\"https:\/\/twitter.com\/adam_brandon\/status\/1663624628730834944\" target=\"_blank\" rel=\"noopener\">FreedomWorks<\/a>.<\/p>\n<p>McCarthy defended the Fiscal Responsibility Act in a Sunday <a href=\"https:\/\/www.wsj.com\/articles\/wasteful-government-doesnt-have-to-keep-growing-mccarthy-house-gop-deal-14e1e295\" target=\"_blank\" rel=\"noopener\">The Wall Street Journal<\/a> opinion piece.<\/p>\n<p>\u201cPerhaps the most historic and foundational change is cutting spending year over year for the first time in more than a decade. Taking aside veterans\u2019 healthcare, which will be fully funded, we will return to 2022 spending levels for nondefense accounts and set top-line spending at 1 percent growth for the next six years,\u201d the speaker wrote.<\/p>\n<p>\u201cIn other words, we will spend less money next year than we did this year \u2014 stopping inflationary spending while fully funding national defense, meeting our obligations to veterans, and preserving and protecting Social Security and Medicare,\u201d McCarthy continued.<\/p>\n<p>\u201cNo other debt-limit increase in the past decade has reduced overall spending, reduced nondefense spending and reduced the deficit.
