Version: 4.0.47--><h2>The Fiscal Responsibility Act Clears Procedural Hurdle<\/h2>\n<div class=\"post_content\">\n<div class=\"aplayer_app\" data-source=\"https:\/\/vs1.youmaker.com\/assets\/2023\/0531\/b548d0f7-7cce-405e-8516-58d065749e05\/audio.mp3?length=3202317&#038;duration=267\"><\/div>\n<p>The Fiscal Responsibility Act has cleared its last procedural hurdle, paving the way for an up-or-down vote on the measure by the full House.<\/p>\n<p>The House approved a rule to limit debate on the bill and bar any amendments to the bill in a bipartisan vote of 241 to 187.<\/p>\n<p>The bill represents a compromise agreed to by President Joe Biden and House Speaker Kevin McCarthy (R-Calif.) to suspend the nation\u2019s debt ceiling through Jan. 1, 2025, while cutting non<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-debt-ceiling-bill-in-bipartisan-vote-moves-to-senate\/\" title=\"Debt ceiling bill passed by House, heads to Senate.\">-defense discretionary spending slightly<\/a> in 2024 and increasing it by 1 percent in 2025.<\/p>\n<p>The bill also contains permitting reforms for oil and gas drilling, changes to work requirements for some <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-white-house-confirms-3t-infrastructure-bill-will-be-in-two-parts\/\" title=\"Biden White House confirms T infrastructure bill will be in two parts\">social welfare programs<\/a>, and clawbacks of $20 billion in IRS funding and $30 billion in unspent COVID-19 relief funds.<\/p>\n<p>In the absence of congressional action to allow additional borrowing, the United States would lack the ready cash to pay all of its bills on June 5, according to Treasury Secretary Janet Yellen.<\/p>\n<p>Eventual passage of the bill is likely as the leadership teams for both parties in the House have endorsed it and members on both sides of the aisle have pledged their support.<\/p>\n<h2>Bipartisan Support<\/h2>\n<p>House Minority Leader Kevin McCarthy presented the bill as a win for Republicans.<\/p>\n<blockquote>\n<p>\u201cI believe this is an agreement in principle that\u2019s worthy of the American people,\u201d McCarthy told reporters on May 29. \u201cIt has historic reductions in spending, consequential reforms that will lift people out of poverty into the workforce, and reign in government overreach.\u201d<\/p>\n<\/blockquote>\n<p>\u201cI\u2019m confident we\u2019ll pass the bill,\u201d McCarthy told reporters on May 31.<\/p>\n<p>Minority Leader Hakeem Jeffries (D-N.Y.) pledged unreserved support for the bill despite concerns about some of its content.<\/p>\n<figure id=\"attachment_5066040\" style=\"width: 640px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/02\/17\/Hakeem-Jeffries-GettyImages-1464515863-1200x800.jpg\"><br \/>\n\t\t\t<img decoding=\"async\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/02\/17\/Hakeem-Jeffries-GettyImages-1464515863-1200x800.jpg\" alt=\"House Minority Leader Hakeem Jeffries (D-N.Y.) talks to reporters in the U.S. Capitol on Feb. 9, 2023. But in a divided government, we cannot allow the perfect to be the enemy of the good.\u201d<\/p>\n<\/blockquote>\n<p>Some members of the House Freedom Caucus have vocally opposed the legislation because it did not adhere to the stricter provisions of the original bill, the Limit, Save, Grow Act.
