Gov. Dan Patrick took to social media to call out Gov. Greg Abbott\u2019s accolades for the House\u2019s unanimous passage of its property tax cut bill, which was followed by a swift adjournment by House Speaker Dade Phelan.<\/p>\n<p>\u201cGovernor Abbott released a statement this evening where he said, \u2018The Texas House is the only chamber that passed a property tax cut bill that is germane to the special session that I called to provide Texans with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rep-crenshaw-headlines-n-h-gop-fundraiser-denies-rumors-about-run-for-white-house-2024\/\" title=\"Rep. Crenshaw headlines N.H. GOP fundraiser, denies rumors about run for White House 2024\">property tax relief<\/a>,&#8217;\u201d Patrick said in a <a href=\"https:\/\/twitter.com\/LtGovTX\/status\/1663725261425180673\" target=\"_blank\" rel=\"noopener\">statement<\/a> posted on Twitter on May 30.<\/p>\n<p>Abbott <a href=\"https:\/\/twitter.com\/GregAbbott_TX\" target=\"_blank\" rel=\"noopener\">declared<\/a> he would hold as many \u201cspecial sessions as it takes to sign a law that provides the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/analysis-ken-paxton-impeachment-highlights-divisions-among-texas-republicans\/\" title=\"Ken Paxton's impeachment exposes rifts in Texas GOP.\">largest property tax cut<\/a> in the history of Texas. My plan does the most to cut your property taxes.\u201d<\/p>\n<p>But Patrick has taken aim at Abbott\u2019s comments and his taking credit for the House\u2019s property tax cut bill.<\/p>\n<p>\u201cHe seems misinformed about the roles of the executive and legislative branches of government. While the Governor has the sole authority to call the Legislature into Session, the Legislature writes the bills\u2014the courts have been crystal clear on this,\u201d he continued.<\/p>\n<h3>State\u2019s Top Leaders Out of Alignment<\/h3>\n<ul>\n<li>Patrick, Abbott, and Phelan met the night before the regular session ended on May 29. But the Republican leaders could not strike a deal on property tax cut legislation.<\/li>\n<li>On Monday, Patrick said that Phelan \u201cleft a meeting in a huff\u201d the <a href=\"https:\/\/www.theepochtimes.com\/ken-paxton-impeachment-highlights-divisions-among-texas-republicans_5301704.html\" target=\"_blank\" rel=\"noopener\">night before<\/a> the regular session ended, with himself and Abbott \u201ckilling the largest property tax cut in history by demanding an appraisal cap for business commercial properties that most business associations don\u2019t even want.\u201d<\/li>\n<li>The regular session ended without passing a number of Abbott\u2019s top priorities for the 88th Texas Legislative session, prompting Abbott to order that lawmakers reconvene for \u201c<a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-announces-immediate-special-session-agenda\" target=\"_blank\" rel=\"noopener\">special session #1<\/a>\u201d at 9 p.m. on May 29.<\/li>\n<\/ul>\n<h3>Take It or Leave It<\/h3>\n<p>Phelan\u2019s move delivered a strong message to Patrick, his Senate counterpart, that he has no intention of negotiating with the Senate on the agenda items.<\/p>\n<p>The House adjournment means that the session has ended for the House. The Senate can accept the House version of the bills or not deliver on the items the governor ordered.<\/p>\n<p>\u201cWhen Governor Abbott declared a special session yesterday evening, we had every intention of gaveling in this morning, fulfilling the governor\u2019s call, and gaveling out. I am proud to say that\u2019s exactly what happened in the Texas House today,\u201d Phelan said in a statement after the House adjourned the first special session sine die, <a href=\"https:\/\/cbsaustin.com\/news\/local\/project-connect-survives-tx-legislative-session-and-proceeding-with-caution-new-guidance\" target=\"_blank\" rel=\"noopener\">KEYE-TV<\/a> reported.<\/p>\n<h3>No Plans to Throw in the Towel<\/h3>\n<p>The lawmakers appear more aligned on the border security bill. But Patrick is not ready to concede.<\/p>\n<p>On Tuesday evening, Phelan <a href=\"https:\/\/twitter.com\/DadePhelan\/status\/1663688888051806212?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\" rel=\"noopener\">posted on Twitter<\/a>, \u201cStrengthening the border [checkmark], Providing Texans with the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/analysis-texas-lt-gov-patrick-says-gov-abbott-misinformed-on-houses-property-relief-plan\/\" title=\"Texas Lt. Sine Die [checkmark].\u201d<\/p>\n<p>Speaker\u00a0Phelan has been at the center of contention among Republicans who oppose the House\u2019s unprecedented move to impeach Attorney General Ken Paxton on May 27 following a secret investigation by the House General Investigating Committee.<\/p>\n<p>Shortly after Phelan adjourned the House, Abbott issued his statement applauding House lawmakers for passing the property tax cut bill (<a href=\"https:\/\/capitol.texas.gov\/tlodocs\/881\/billtext\/pdf\/HB00001E.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">pdf<\/a>), adding that he looks forward to signing the measure.<\/p>\n<p>\u201cIt provides more cuts to property tax rates than any other proposal at this time. It is supported by the most respected think tank in the state, as well as more than 30 homeowner, consumer, and business groups across the state. I look forward to signing it when it reaches my desk,\u201d the governor said.<\/p>\n<p>But on Tuesday, the Senate also unanimously passed its own version of the border security and property tax cut bills, along with a joint resolution that would give voters an opportunity to decide on increasing the homestead exemption to allow more Texans to be exempt from the property tax.<\/p>\n<p>A\u00a0homestead exemption is a permanent reduction of the amount you are taxed on your home, Lt. Gov. and president of the Senate Patrick said.<\/p>\n<p>Currently, the homestead exemption is $40,000. So if your home is valued at $250,000, you will be taxed at $210,000.
