Well, get ready for another one this year. House Speaker Kevin McCarthy, R-Calif., negotiated a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-majority-leader-schumer-announces-agreement-to-extend-debt-ceiling-until-early-dec\/\" title=\"Senate Majority Leader Schumer announces agreement to extend debt ceiling until early Dec.\">debt limit deal<\/a> with the Biden administration that practically guarantees another train wreck omnibus this coming December.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1267715783\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<h3>Flawed Reason to Vote for the Bill<\/h3>\n<p>On Tuesday, Rep. Thomas Massie, R-Ky., explained why he would vote to advance the agreement in the House Rules Committee later in the day, even as fellow conservatives Rep. Chip Roy, R-Texas, and Rep. Ralph Norman, R-S.C., opposed the measure. Massie cited Section 102 of the bill as a reason to support the legislation.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>&#8220;That\u2019s not the process we\u2019re going to follow when we get to appropriations. And the one redeeming \u2014 there are things to dislike and things to like about this bill \u2014 but the redeeming portion for me is Section 102, where we all come to the \u2014 we\u2019re forced, Senate, House, Republican, Democrat, president, everybody \u2014 for us to come to the table and do our job, <strong>pass all 12 appropriations bills<\/strong>. If we haven\u2019t at that point, there\u2019ll be a 1 percent cut.&#8221;<\/p>\n<\/blockquote>\n<p>Unfortunately, Massie has it entirely backward. Instead of discouraging an omnibus bill, Section 102 will virtually guarantee it.<\/p>\n<h3>Doesn\u2019t Prohibit an Omnibus<\/h3>\n<p>Section 102 of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-to-raise-debt-ceiling-by-2-5-trillion-with-funding-to-reach-past-2022-midterms\/\" title=\"Democrats to Raise Debt Ceiling by .5 Trillion\u00a0with Funding to Reach Past 2022 Midterms\">debt limit bill<\/a> would adjust spending caps for either or both of the next two <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-cancer-charity-gave-zero-for-research-millions-spent-on-salaries-travel\/\" title=\"Biden Cancer Charity Gave \u2018Zero\u2019 For Research; Millions Spent On Salaries, Travel\">fiscal years<\/a> if a continuing resolution is in place as of Jan. 1. For instance, fiscal year 2024 begins this coming Oct. 1, 2023; if a continuing resolution is in place for any portion of the federal government as of Jan. 1, 2024, then the spending caps negotiated in the bill would get adjusted.<\/p>\n<p>In that sense, the bill would help to ensure that Congress passes \u201ceach of the [12] full year discretionary appropriation acts,\u201d as the bill states. But Section 102 comes with a huge caveat: It doesn\u2019t prohibit passing those 12 acts in a single <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-passes-massive-covid-relief-omnibus-bill-sending-billions-of-dollars-to-foreign-countries-measure-heads-to-president-trumps-desk\/\" title=\"Congress Passes Massive Covid Relief\/Omnibus Bill Sending Billions of Dollars to Foreign Countries \u2013 Measure Heads to President Trump\u2019s Desk\">omnibus spending bill<\/a> \u2014 as Congress has done far too often in recent years.<\/p>\n<h3>Incentives Favor an Omnibus<\/h3>\n<p>The details of Section 102 also explain how the bill\u2019s incentives all point in the direction of an omnibus bill. Spending on defense programs will decrease, while spending on non-defense programs will actually increase when compared to the underlying spending targets<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Last year, lawmakers passed a 4,000-page omnibus spending bill before Christmas without reading it.
