Chip Roy (R-Texas) and Rep. Ralph Norman (R-S.C.) voted against it, joining all four Democrats on the powerful committee. There had been concern that it would not make it out of the committee because some of the loudest conservative critics are members, including Rep. Thomas Massie (R-Ky.), who supported the legislation going before his colleagues.<\/p>\n<p>Dozens of amendments were put forward by Republicans and Democrats. However, the Rules Committee denied each proposal to ensure the debt limit deal crafted by White House and House GOP negotiators was intact.<\/p>\n<p><strong>\u201cI don\u2019t like this process that led to this bill. There are things to dislike and things to like about this bill,\u201d<\/strong> Massie said during the hearing. <strong>\u201cWhen people want to express their ideology, the floor of the House on the actual final passage of the bill is the place to do that.\u201d<\/strong><\/p>\n<figure id=\"attachment_5032354\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/02\/03\/Thomas-Massie_fed-1200x800.jpg\"><br \/>\n\t\t\t<img decoding=\"async\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/02\/03\/Thomas-Massie_fed-1200x800.jpg\" alt=\"Rep. Byron Donalds (R-Fla.), who told reporters on Capitol Hill on May 30 that the proposal \u201ccanonizes post-COVID spending levels brought to us by Joe Biden and the Democrats.\u201d<\/p>\n<p>Rep. Nancy Mace (R-S.C.) <a href=\"https:\/\/twitter.com\/NancyMace\/status\/1663512937967898626\">accused<\/a> the GOP leadership of being \u201coutsmarted\u201d by the White House.<\/p>\n<p>Sen. Rand Paul (R-Ky.) <a href=\"https:\/\/www.paul.senate.gov\/dr-rand-paul-announces-conservative-alternative-to-biden-mccarthy-debt-deal\/\">announced<\/a> a \u201cconservative alternative\u201d to the Biden\u2013McCarthy debt deal. One of the proposals consists of replacing the two-year suspension on the debt ceiling with a $500 billion increase to force \u201cCongress to come back to the table to do their job and figure out solutions to the cascading debt issue highlighted by the debt ceiling.\u201d<\/p>\n<h2>CBO Issues Verdict<\/h2>\n<p>The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kevin-mccarthy-debt-limit-should-be-treated-like-our-own-household\/\" title=\"Kevin McCarthy: Debt Limit Should Be Treated \"Like Our Own Household\"\">debt limit agreement<\/a> could reduce spending by more than $1 trillion over the next decade, the Congressional Budget Office (CBO) wrote in a new <a href=\"https:\/\/www.cbo.gov\/system\/files\/2023-05\/hr3746_Letter_McCarthy.pdf\">report<\/a>.<\/p>\n<p>The non-partisan watchdog estimated that the spending limits proposed for 2024 and 2025 could trim approximately $1.3 trillion from the administration\u2019s projected federal budget deficits from 2023 to 2033.<\/p>\n<p>\u201cReductions in projected discretionary outlays would amount to $1.3 trillion over the 2024\u20132033 period,\u201d CBO director Phillip Swagel wrote in a letter to the speaker of the House. \u201cMandatory spending would, on net, decrease by $10 billion, and revenues would, on net, decrease by $2 billion over the 2023\u20132033 period.\u201d<\/p>\n<p>In addition, the CBO projected that interest on the public debt would decrease by $188 billion in this span.<\/p>\n<p>\u201cThis will be the largest spending cut that Congress has ever voted for in history,\u201d McCarthy <a href=\"https:\/\/twitter.com\/SpeakerMcCarthy\/status\/1663701020503945216\">posted on Twitter<\/a> regarding to the CBO report.<\/p>\n<h2>Coming to the Table<\/h2>\n<p>The bipartisan deal finalized over the weekend has been touted by both negotiating parties as a compromise\u2014a fact that Rules Committee Chairman Tom Cole (R-Okla.) highlighted in his opening remarks.<\/p>\n<p>\u201cAs I\u2019ve often said, in a true negotiation, you always get less than you want and give up more than you\u2019d like,\u201d Cole said. \u201cBut with the passage of the Fiscal Responsibility Act, we\u2019ll responsibly lift the debt ceiling and avoid a default that would devastate the American economy. And we will achieve real reductions in spending while doing so. Indeed, this is the most consequential spending reduction bill in more than a decade.\u201d<\/p>\n<p>Among the bill\u2019s many provisions are:<\/p>\n<ul>\n<li>A rescission of roughly $28 billion in unspent COVID-19 relief funds<\/li>\n<li>The rescission of about $1.4 billion in IRS funding<\/li>\n<li>Stricter work requirements for certain <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ca-legislature-unanimously-passes-nations-first-state-funded-guaranteed-income-plan-newsom-advisor-says-the-next-stop-is-the-fed-govt\/\" title=\"CA Legislature Unanimously Passes Nation\u2019s First State-Funded Guaranteed Income Plan, Newsom Advisor Says: \u2018The Next Stop Is The Fed Govt\u2019\">government assistance programs<\/a><\/li>\n<li>A cap on total non<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-debt-ceiling-deal-clears-crucial-hurdle-ahead-of-house-vote\/\" title=\"US debt ceiling deal passes key hurdle before House vote.\">-defense discretionary spending\u2014excluding veterans\u2019 benefits\u2014<\/a>at $637 billion for the fiscal year 2024, representing a $1 billion decrease from 2023.
