Every leader has said that.&#8221;<\/p>\n<p>But four days later, the president sounded a different tune during a press conference in Hiroshima, Japan. In response to a debt ceiling-related question, Biden said he &#8220;can&#8217;t guarantee that [House Republicans] wouldn&#8217;t force a default <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/biden-14th-amendment-republicans-default\" target=\"_blank\" rel=\"noopener\">by doing something outrageous<\/a>.&#8221;<\/p>\n<p>Going further, he warned that default could be part of an <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/biden-maga-republicans-default-reelection\" target=\"_blank\" rel=\"noopener\">underhanded election strategy<\/a> on the part of the GOP.<\/p>\n<p>The same two-step has been happening across the aisle.<\/p>\n<p>McCarthy has said he <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/mccarthy-believes-deal-on-debt-ceiling-ironed-out-june\" target=\"_blank\" rel=\"noopener\">still believes a deal will happen<\/a> before June 1, the so-called &#8220;X-date&#8221; when the nation could no longer pay its debts, and that there is a &#8220;will to find a way&#8221; to avoid default on both sides.<\/p>\n<p>Senate Minority Leader <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/mitch-mcconnell\" target=\"_blank\" rel=\"noopener\">Mitch McConnell<\/a> (R-KY) even called broadly for people <a class=\"Link\" href=\"http:\/\/www.washingtonexaminer.com\/eiling-mcconnell-tells-people-to-relax\" target=\"_blank\" rel=\"noopener\">to calm down<\/a> because the situation is more or less normal.<\/p>\n<p>\u201cI think everybody needs to relax,\u201d McConnell <u><a class=\"Link\" href=\"https:\/\/twitter.com\/Karolina_Buczek\/status\/1661037718367789056\">told reporters<\/a><\/u> in Kentucky. \u201cThe last 10 times we raised the debt ceiling, there were things attached to it. This is not that unusual. It is almost entirely required when you have divided government. Regardless of what may be said about the talks \u2026 the president and the speaker will reach an agreement. It will ultimately pass on a bipartisan vote in both the House and the Senate. The country will not default.\u201d<\/p>\n<p>Yet that was followed by statements from McCarthy and his negotiators seeming to raise the stakes.<\/p>\n<p>&#8220;President Biden has 8 days left to avoid becoming the first president in history to default on the debt,&#8221; McCarthy <a class=\"Link\" href=\"https:\/\/twitter.com\/SpeakerMcCarthy\/status\/1661397234569871361\" target=\"_blank\" rel=\"noopener\">tweeted<\/a> on Wednesday.<\/p>\n<\/blockquote>\n<h3>Sticking Points<\/h3>\n<blockquote>\n<p>The Limit, Save, Grow Act, which is the only legislation to pass a chamber of Congress that would raise the debt limit, would reduce spending by $4.8 trillion while increasing the debt limit by about $1.5 trillion. The White House has <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/white-house-congress-get-to-work-debt-ceiling\">gone all out<\/a> opposing the bill, which it has dubbed the &#8220;Default on America Act,&#8221; yet some of its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-targets-taxes-in-debt-ceiling-talks-revenue-is-not-off-the-table\/\" title=\"Biden focuses on taxes in debt ceiling discussions: 'Revenue still an option.'\">biggest proposals remain<\/a> in discussion.<\/p>\n<p>Student loans, work requirements, and tax credits are among <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/sticking-points-biden-debt-ceiling\">several sticking points<\/a> the White House is negotiating with congressional leaders in debt ceiling talks.<\/p>\n<p>According to the nonpartisan Committee for a Responsible Federal Budget, strengthening work requirements for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rep-grothman-pushing-bill-to-exclude-illegal-immigrants-from-federal-assistance-program\/\" title=\"Rep. Grothman pushing bill to exclude illegal immigrants from federal assistance program\">federal assistance programs<\/a> would save $120 billion, scrapping student loan forgiveness and the <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/faith-freedom-self-reliance\/bidens-next-student-loans-move-could-place-billions-more-in-debt-on-taxpayers\">income-driven repayment overhaul<\/a> would save $460 billion, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-and-republicans-blame-each-other-for-default-they-insist-wont-happen\/\" title=\"Biden and GOP point fingers over unlikely default.\">eliminating green energy tax credits<\/a> from the Inflation Reduction Act would save $570 billion.<\/p>\n<p>The White House on Wednesday stressed that it will not budge on student loans but reiterated that both sides are committed to avoiding default.<\/p>\n<p>&#8220;The president&#8217;s team will continue to negotiate in good faith to reach a reasonable, bipartisan budget agreement,&#8221; Jean-Pierre said. &#8220;That&#8217;s what the president and the speaker agreed to, and that&#8217;s what they tasked their teams with reaching from the outset.&#8221;<\/p>\n<p>Later in the same briefing, she warned of dire consequences if there&#8217;s no deal.<\/p>\n<p>&#8220;It would wipe out millions of jobs, up to 8 million jobs,&#8221; Jean-Pierre said. &#8220;It would trigger a recession.
