The bill was approved by the state Senate in a <a href=\"https:\/\/journals.senate.texas.gov\/sjrnl\/88r\/pdf\/88RSJ04-20-F.PDF#page=4\" target=\"_blank\" rel=\"noopener\">17-12 vote<\/a> along party lines, but a midnight deadline passed without a final vote on the legislation, effectively killing it for this session, <a href=\"https:\/\/www.texastribune.org\/2023\/05\/24\/texas-legislature-ten-commandments-bill\/\" target=\"_blank\" rel=\"noopener\">according to the Texas Tribune<\/a>.<\/p>\n<h3>The Bill&#8217;s Demands<\/h3>\n<p>The text of Senate Bill 1515, proposed by state Sen. Phil King (R), <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/88R\/billtext\/pdf\/SB01515E.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">demanded<\/a> each <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/texas-bill-requiring-schools-to-display-ten-commandments-fails\/\" title=\"Texas school Ten Commandments display bill fails.\">public school classroom display \u201c<\/a>in a conscious place\u201d a copy of the Ten Commandments \u201cin a size and typeface that is legible to a person with average vision from anywhere in the classroom.\u201d<\/p>\n<p>While proponents pointed to a Supreme Court ruling last year in a <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-rules-coach-public-school-prayer-case-rcna31662\" target=\"_blank\" rel=\"noopener\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/supreme-court-rules-in-favor-of-coach-in-public-school-prayer-case\/\" title=\"Supreme Court rules in favor of coach in public school prayer case\">public school prayer case<\/a><\/a> as justification, critics of the bill, including the American Civil Liberties Union (ACLU), raised concerns about preserving the separation of church and state.<\/p>\n<h3>Opposition to the Bill<\/h3>\n<p>\u201cThis bill was an unconstitutional attack on our core liberties that threatened the freedom of and from religion we hold dear as Texans. It should never have gotten this close to passage,\u201d ACLU of Texas lawyer David Donatti said in a <a href=\"https:\/\/www.aclutx.org\/en\/press-releases\/aclu-texas-reacts-ten-commandments-bill-dying-texas-legislature-1\" target=\"_blank\" rel=\"noopener\">statement<\/a>.<\/p>\n<p>Democrats who opposed the bill were able to employ a delay tactic known locally as <a href=\"https:\/\/lrl.texas.gov\/whatsnew\/client\/index.cfm\/2011\/5\/23\/Filibusters-and-Chubbing#:~:text=Chubbing%20refers%20to%20the%20practice,slow%20down%20the%20legislative%20process.\" target=\"_blank\" rel=\"noopener\">\u201cchubbing,\u201d<\/a> in which members debate legislation to run out the clock, <a href=\"https:\/\/www.nytimes.com\/2023\/05\/24\/us\/texas-ten-commandments-legislature.html\" target=\"_blank\" rel=\"noopener\">according to The New York Times<\/a>. Their strategy was effective in preventing the GOP-led state House from getting to a vote on a number of bills.<\/p>\n<h3>What Supporters Said<\/h3>\n<p>\u201cI think this would be a good healthy step for Texas to bring back this tradition of recognizing America\u2019s religious heritage,\u201d King said, <a href=\"https:\/\/www.fox26houston.com\/news\/texas-senate-bill-proposes-a-copy-of-the-ten-commandments-in-every-classroom\" target=\"_blank\" rel=\"noopener\">per Fox 26 Houston<\/a>.<\/p>\n<p>\u201cSenate Bill 1515 restores a little bit of those religious liberties that were lost and most importantly will remind students all across Texas of the importance of a fundamental foundation of America and Texas law and that being the 10 commandments,\u201d he added.<\/p>\n<h3>Final Thoughts<\/h3>\n<p>While the bill may have had vocal support from Texas Republican Lt. Governor Ken Paxton, it ultimately failed to pass. Critics of the bill argued that it would have violated the separation of church and state, while supporters saw it as a way to recognize America&#8217;s religious heritage.
