His conduct has negatively impacted the legislative process and constitutes a failure to live up to his duty to the public.\u201d<\/p>\n<p>Phelan, a Republican lawmaker from Beaumont, Texas, appeared to slur his words while speaking on the House floor on May 19 in videos that are circulating online. Videos of the May 19 sessions can also be viewed on the Texas House of Representatives website.<\/p>\n<p>Phelan\u2019s behavior appeared normal during most of the two-part session that lasted approximately 14 hours. None of the other lawmakers appeared to question his conduct in the second video. The lawmaker is the 76th Speaker of the Texas House and is serving his fourth term as a state representative.<\/p>\n<\/blockquote>\n<h3>House Ethics Committee Investigation<\/h3>\n<blockquote>\n<p>The speaker\u2019s office said Paxton\u2019s call for Phelan\u2019s resignation was motivated by the House Ethics Committee\u2019s investigation of a $3.3 million whistleblower settlement the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-ag-barr-authorizes-federal-prosecutors-to-pursue-substantial-allegations-of-voting-irregularities-before-2020-election-is-certified\/\" title=\"BREAKING: AG Barr Authorizes Federal Prosecutors to Pursue \"Substantial Allegations\" of Voting Irregularities Before 2020 Election is Certified\">attorney general<\/a> reached with four former employees who accused him of corruption.<\/p>\n<p>\u201cThe House has been conducting an investigation related to your request for $3.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-investigating-claims-of-nih-funding-cruel-experiments-injecting-puppies-with-cocaine\/\" title=\"Congress Investigating Claims of NIH Funding Cruel Experiments Injecting Puppies with Cocaine\">3 million dollars<\/a> of public money to pay a settlement resolving litigation between your agency and terminated whistleblowers,\u201d reads the letter from the Committee to Paxton.<\/p>\n<p>The letter is dated May 23.<\/p>\n<p>\u201cThe committee\u2019s inquiry has reached the stage where they have directed the issuance of a preservation letter to you and your agency,\u201d the letter said.<\/p>\n<\/blockquote>\n<h3>Paxton Investigation<\/h3>\n<blockquote>\n<p>Revelation of the committee\u2019s letter came hours after Paxton\u2019s call for Phelan\u2019s resignation.<\/p>\n<p>\u201cThis afternoon, the Texas House General Investigating Committee directed the issuance of a preservation letter to the Office of the Attorney General, the state agency that is the subject of \u2018Matter A,\u2019 to ensure that all evidence relevant to the committee\u2019s inquiry is not destroyed or concealed,\u201d Cait Wittman, spokesperson for Phelan, told The Epoch Times in a statement.<\/p>\n<p>The letter orders the attorney general to preserve and retain all documents, electronic or magnetic data, and any other items related to the case.<\/p>\n<p>\u201cThe failure to preserve and retain this information may constitute spoilation of evidence and subject you to legal claims for damages or monetary sanctions,\u201d the letter continued.<\/p>\n<p>Wittman said Paxton\u2019s statement about Phelan \u201camounts to little more than a last-ditch effort to save face.\u201d<\/p>\n<p>Wittman\u2019s statement did not confirm nor deny Paxton\u2019s accusations regarding Phelan\u2019s behavior on the House floor on May 19.<\/p>\n<\/blockquote>\n<ul>\n<li>Texans are calling for House Speaker Dade Phelan&#8217;s resignation after he appeared to be drunk while overseeing proceedings on the House floor.<\/li>\n<li>The call for resignation comes amid an investigation into a $3.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/texas-ag-ken-paxton-accuses-speaker-of-being-drunk-on-house-floor-calls-for-his-resignation\/\" title=\"Texas AG accuses House Speaker of drunkenness, demands resignation.\">3 million whistleblower settlement reached<\/a> by Texas Attorney General Ken Paxton.<\/li>\n<li>The House Ethics Committee has directed the issuance of a preservation letter to the Office of the Attorney General to ensure all evidence relevant to the inquiry is retained.<\/li>\n<\/ul>\n<p><strong>Stay tuned for updates on this developing story.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>statement.
