With the new system, students, parents, and staff members would anonymously\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=8wa3DuSiqqo\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>\u00a0\u201cany incident of inappropriate conduct, including, and without limitation, discrimination, harassment, retaliation, bullying, other violations of civil rights.\u201d<\/p>\n<p>Bias incident reporting systems are on the rise in our nation\u2019s universities,\u00a0<a href=\"https:\/\/www.aei.org\/research-products\/report\/restore-campus-free-speech-by-eliminating-bias-reporting-systems\/\" target=\"_blank\" rel=\"noreferrer noopener\">doubling<\/a>\u00a0in the last five years. These systems are the administrative apparatus used to chill free speech and are facing many\u00a0<a href=\"https:\/\/speechfirst.org\/university-lawsuits\/\" target=\"_blank\" rel=\"noreferrer noopener\">legal challenges<\/a>, including in neighboring\u00a0<a href=\"https:\/\/thehill.com\/regulation\/court-battles\/3952298-virginia-schools-anti-discrimination-program-might-be-illegal-courts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Loudoun County Public Schools<\/a>. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-179442180\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div  class=\"fdrlst__b89e9-b7c1ba6a03df9b96d5ebae8e1dd67ec6 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-b7c1ba6a03df9b96d5ebae8e1dd67ec6\"><\/div>\n<p>A bias incident is anything and everything that an administrator, usually a so-called \u201cequity\u201d officer, claims it is. Bias incident reporting systems and blocking conservative speakers on campus prohibit not only free speech but free thought. It is insidious that educational institutions foster environments, in part with bias incident reporting systems, in which students protest the right to speak of their ideological opponents.<\/p>\n<h2 class=\"wp-block-heading\">SFSU\u2019s Bias Incident Reporting System<\/h2>\n<p>On April 6, Riley Gaines, a former collegiate swimmer at the University of Kentucky, was\u00a0<a href=\"https:\/\/www.nationalreview.com\/news\/riley-gaines-tells-lawmakers-she-was-held-against-my-will-for-hours-by-trans-activists\/\" target=\"_blank\" rel=\"noreferrer noopener\">held for ransom and assaulted<\/a>\u00a0when she spoke at San Francisco State University (SFSU). Despite protests outside the room, Gaines was able to finish detailing her harrowing experience swimming at a Division 1 level against, and sharing a locker room with, a male claiming to be a female. Her\u00a0<a href=\"https:\/\/rileygaines.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">message<\/a>\u00a0was simple: Keep women\u2019s sports female. Protesters\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/riley-gaines-tells-congress-held-ransom-san-francisco-state-unsure-could-leave-safely\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> Gaines\u2019 mere presence on the campus was so traumatic that they were owed money. <\/p>\n<p>SFSU\u00a0Vice President for Student Affairs and Enrollment Management Jamillah Moore subsequently issued\u00a0a\u00a0<a href=\"https:\/\/twitter.com\/OliLondonTV\/status\/1644890070543941632\/photo\/1\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>\u00a0commending students for their protest, asserting that transgender-identifying people were the victims in the incident and that campus resources were available to help them \u201cheal.\u201d Not surprisingly, SFSU is among the many universities with a\u00a0<a href=\"https:\/\/equity.sfsu.edu\/Bias-Incident-Education-Team-at-SF-State\" target=\"_blank\" rel=\"noreferrer noopener\">bias incident reporting system<\/a>. Saying anything contrary to Moore\u2019s statement likely would be grounds for a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-truth-matters-matt-walsh-speaks-at-uw-madison\/\" title=\"\u201cThe Truth Matters\u201d : Matt Walsh Speaks At UW-Madison\">bias incident report<\/a>.<\/p>\n<p>Chilling speech at the collegiate level is wrong, and incorporating these systems in K-12 public education is abhorrent. In a recent\u00a0<a href=\"https:\/\/www.insidehighered.com\/news\/2020\/09\/29\/fire-report-students-are-censoring-their-opinions\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a>, 60 percent of college students said they could not express their opinions because they feared how other students, faculty, or staff would respond. Similarly, in George Orwell\u2019s\u00a0\u201c1984,\u201d Winston Smith is hesitant to write his private thoughts in his own diary. He is terrified that even ideas of rebellion will land him in the hands of the Thought Police. Educational institutions implementing these systems are not fostering inclusion as they claim. Rather, they are creating a climate of fear and censorship, particularly among students with conservative ideas.<\/p>\n<div  class=\"fdrlst__b89e9-9c27263b79e424b8f6e9479da7c1dcb9 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-9c27263b79e424b8f6e9479da7c1dcb9\"><\/div>\n<h2 class=\"wp-block-heading\">Expansive Definitions of \u2018Hate Speech\u2019<\/h2>\n<p>Schools and colleges are using expansive definitions of \u201chate speech\u201d to set parameters for what constitutes bias incidents and bullying.\u00a0Hate speech in Fairfax County Public Schools is\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=8wa3DuSiqqo\" target=\"_blank\" rel=\"noreferrer noopener\">defined<\/a>\u00a0as: <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u2026any form of expression intended to humiliate or incite hatred against a group or class of persons based upon their actual or perceived race, ethnicity, color, national origin, citizenship\/immigration status, weight, gender, gender identity, gender expression, sexual orientation, or disability.<\/p>\n<\/blockquote>\n<p>Within those parameters, not using a student\u2019s preferred pronoun falls within \u201chate speech.\u201d In Fairfax County Public Schools, children in fourth grade and above can be\u00a0<a href=\"https:\/\/www.wusa9.com\/article\/news\/local\/fairfax\/fairfax-co-school-board-updates-policy-on-pronouns-and-deadnaming\/65-8e2b2d35-93b6-4491-b7e8-dc6693d08a27\" target=\"_blank\" rel=\"noreferrer noopener\">suspended<\/a>\u00a0for not using preferred pronouns. The proposed bias incident reporting system is likely intended, in part, for the district\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/atlanta-mayor-lance-bottoms-signs-executive-order-circumventing-ga-election-laws\/\" title=\"Atlanta Mayor Lance Bottoms Signs Executive Order Circumventing GA Election Laws\">chief equity officer<\/a> to have more sets of eyes on noncompliant students for better pronoun enforcement.<\/p>\n<h2 class=\"wp-block-heading\">Fairfax County\u2019s Reeducation Camp<\/h2>\n<p>If a student dares to use a pronoun associated with another student\u2019s biological sex when the student objects or displays other hints of unintended or perceived biases through \u201chate speech,\u201d the offender must undergo reeducation. Fairfax County Public Schools\u2019 Equity and Employee Relations Office, together with the Chief Equity Officer, in true\u00a0\u201c1984\u201d\u00a0fashion, are\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=8wa3DuSiqqo\" target=\"_blank\" rel=\"noreferrer noopener\">mandating<\/a>\u00a0a \u201cculturally responsive intervention.\u201d\u00a0<\/p>\n<p>An \u201cequity officer\u201d creating and implementing a cultural responsive training is virtually the same as a priest offering public school lessons in morality, inappropriate and dogmatic with religious fervor.\u00a0I have emailed a request to all school board members and the district\u2019s superintendent to preview that training but have not yet received a response.<\/p>\n<div  class=\"fdrlst__b89e9-a8a4ba55d1223af87f357b17d14fc5a1 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-a8a4ba55d1223af87f357b17d14fc5a1\"><\/div>\n<h2 class=\"wp-block-heading\">Bullying and Power Differentials<\/h2>\n<p>The determination of a bias incident and the need for reeducation is likely wrought with identity questions regarding the offending student. In the district\u2019s\u00a0<a href=\"https:\/\/www.fcps.edu\/srr\" target=\"_blank\" rel=\"noreferrer noopener\">code of conduct<\/a>, bullying is defined as \u201cany aggressive and unwanted behavior that is intended to harm, intimidate, or humiliate the victim; involves a real or perceived power imbalance between the aggressor or aggressors and the victim \u2026 and is repeated over time \u2026 or causes severe emotional trauma.\u201d <\/p>\n<p>The inclusion of a \u201cperceived power imbalance\u201d is particularly disconcerting. The code of conduct is not entirely explicit about the power hierarchy, but given the school board members\u2019\u00a0<a href=\"https:\/\/www.fox5dc.com\/news\/fairfax-county-schools-defending-20k-presentation-from-anti-racism-scholar\" target=\"_blank\" rel=\"noreferrer noopener\">aggressive move<\/a>\u00a0toward the racist \u201canti-racist\u201d ideology, race is most certainly considered.<\/p>\n<p>In January 2023, a 12-year-old white male student at Fairfax County Public Schools was\u00a0<a href=\"https:\/\/www.wusa9.com\/article\/news\/local\/virginia\/video-captures-middle-school-student-being-choked-on-a-school-bus\/65-e73a9710-6c11-4194-8db9-b2bb8d5f79e1\" target=\"_blank\" rel=\"noreferrer noopener\">choked<\/a>\u00a0and smacked by a black female classmate on the bus, leaving multiple marks on his body. Other children videoed the assault and cheered her on. The boy\u2019s mother pressed charges, and a Fairfax County judge granted a protective order against the girl, who allegedly bullied the boy prior to the assault. The mother argues that the school has not responded appropriately to the assault or done enough to keep her son safe since the attack. <\/p>\n<p>This incident raises the question of whether the children\u2019s race and sex played a part in the district\u2019s dismissive attitude. Are bullying and biases less harmful or offensive when committed against white or male students? In Fairfax County, it would seem so.<\/p>\n<p>Many of these educational institutions already have rules and procedures in place to address and record bullying incidents. Fairfax County school administrators currently use the\u00a0<a href=\"https:\/\/www.fcps.edu\/resources\/student-safety-and-wellness\/bullying-prevention-and-intervention\" target=\"_blank\" rel=\"noreferrer noopener\">Bullying and Harassment Management System<\/a>. Why Fairfax County schools need a broader system is unclear to the public.
