President Joe Biden and House Speaker Kevin McCarthy had a productive meeting on Monday, and the White House negotiators met for hours and will be returning to give the president an update, according to Karine Jean-Pierre, White House press secretary.<\/p>\n<h3>Sticking Points<\/h3>\n<ul>\n<li>Republicans want to limit the total of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-remains-positive-about-debt-ceiling-deal-despite-snags-in-negotiations\/\" title=\"White House optimistic about debt ceiling deal despite negotiation setbacks.\">2024 federal discretionary spending<\/a> to the 2022 level<\/li>\n<li>Limit spending increases to 1 percent annually<\/li>\n<li>Increase work requirements for some recipients of Medicaid and the Supplemental Nutritional Assistance Program<\/li>\n<li>Claw back unspent COVID-19 funds<\/li>\n<li>Loosen permitting requirements for oil and gas<\/li>\n<\/ul>\n<p>Rep. Patrick McHenry indicated that significant differences on spending remain, suggesting that at least one item is still a sticking point.<\/p>\n<h3>Non-Negotiable Items<\/h3>\n<p>House Speaker Kevin McCarthy considers only two items non-negotiable. &#8220;From the first day I sat with the president, there have been two criteria.
