A follow-up meeting between the parties will take place on May 16, the president said.<\/p>\n<h3>Democrats Want Default?<\/h3>\n<p>House Speaker Kevin McCarthy (R-Calif.) told reporters that Democrats appear to want a default more than they want a solution to the problem.<\/p>\n<h3>Settlement is Within Reach<\/h3>\n<p>Biden spoke briefly with reporters in Rehoboth Beach, Delaware, on May 14 about the progress of negotiations. While he declined to give specifics, the president said he believes a settlement is within reach.<\/p>\n<p>\u201cWell, I\u2019ve learned a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ben-franklins-name-scrubbed-from-tacoma-city-park\/\" title=\"Ben Franklin\u2019s Name Scrubbed From Tacoma City Park\">long time ago<\/a>, and you know as well as I do: It never is good to characterize a negotiation in the middle of a negotiation,\u201d\u00a0Biden said. \u201cI remain optimistic because I\u2019m a congenital optimist. But I really think there\u2019s a desire on their part, as well as ours, to reach an agreement, and I think we\u2019ll be able to do it.\u201d<\/p>\n<p>His comment acknowledged for the first time that the talks held in connection with raising the debt ceiling and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/editor-daily-rundown-white-house-spent-whole-week-moving-goalposts-ahead-of-gdp-report\/\" title=\"Editor Daily Rundown: White House Spent Whole Week Moving Goalposts Ahead Of GDP Report\">cutting federal spending<\/a> are, in fact, a negotiation.<\/p>\n<h3>Progress Made<\/h3>\n<p>Biden and McCarthy initially met to discuss the matter on Feb. 1. Biden then declined a second meeting, saying he wouldn\u2019t negotiate over the debt ceiling as that would put the \u201cfull faith and credit of the United States\u201d at risk. Biden also said there would be no point in discussing Republican demands for spending cuts until they released a budget showing their intentions.<\/p>\n<p>On May 1, five days after McCarthy was successful in passing a Republican plan for spending cuts\u2013the Limit, Save, Grow Act\u2013in a narrowly divided House, the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-hopeful-of-debt-ceiling-deal-as-mccarthy-says-democrats-want-a-default\/\" title=\"Biden optimistic on debt ceiling deal, McCarthy accuses Democrats of desiring default.\">president invited top congressional leaders<\/a> to a White House meeting on May 9.<\/p>\n<p>Senate Minority Leader Mitch McConnell (R-Ky.), House Speaker Kevin McCarthy (R-Calif.), and President Joe Biden meet with other lawmakers in the Oval Office on May 9, 2023. (Anna Moneymaker\/Getty Images) White House press secretary Karine Jean-Pierre later said the meeting, which also involved House Minority Leader Hakeem Jeffries (D-N.Y.), Senate Majority Leader Chuck Schumer (D-N.Y.), and Senate Minority Leader Mitch McConnell (R-Ky.), signaled progress.<\/p>\n<p>\u201cIt was a productive meeting about a path forward to make sure that America does not default on its debt for the first time in our history,\u201d Jean-Pierre told reporters on May 10.<\/p>\n<p>\u201cEveryone in the meeting understood the risk of default. It would erase millions of jobs, trigger a recession, devastate retirement accounts, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/janet-yellen-warns-u-s-could-hit-debt-limit-on-december-15\/\" title=\"Janet Yellen Warns U.S. Could Hit Debt Limit on December 15\">increase borrowing costs<\/a>,\u201d she said, adding that White House and congressional staffers would meet daily until the leaders next met.<\/p>\n<h3>Republican Demands<\/h3>\n<ul>\n<li>Cap on federal spending at the 2022 level with 1 percent annual increases for 10 years<\/li>\n<li>Clawback of $60 billion in unspent COVID-19 relief funds<\/li>\n<li>Strengthened work requirements for some recipients of SNAP and Medicaid benefits<\/li>\n<li>Looser restrictions on drilling for oil and gas<\/li>\n<\/ul>\n<p>Although Democrats have roundly denounced the provisions as harmful to veterans and working-class Americans, Biden has signaled that he\u2019s open to concessions on some points.<\/p>\n<p>\u201cI voted for tougher aid programs\u2014that\u2019s in the law now\u2014but for Medicaid, it\u2019s a different story,\u201d\u00a0Biden said when asked about stiffening work requirements for social services. \u201cI\u2019m waiting to hear what their exact proposal is.\u201d<\/p>\n<p>Increased Rhetoric McCarthy&#8217;s comments about Democrats wanting a default have increased the rhetoric surrounding the negotiations, but Biden remains optimistic that a solution can be reached.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Biden is hopeful for a deal with Republicans on the debt ceiling, with a meeting set for May 16.
