These rules could spur the use of carbon capture technologies and affect both new and old power infrastructure. <\/p>\n<h3> What You Need to Know <\/h3>\n<ul>\n<li>The standards released on May 11 would affect new and old power infrastructure, including new natural gas turbines and the country\u2019s existing coal fleet.<\/li>\n<li>The EPA\u2019s proposals are intended to induce U.S. power plants to boost their use of certain technologies, including the co-firing of fossil fuels with low-greenhouse gas (GHG) hydrogen and the capture, sequestration, and storage of carbon.<\/li>\n<li>The agency projects that the standards will help the United States avoid thousands of premature deaths, tens of thousands of lost workdays, and more than 300,000 asthma attacks just in the year 2030.<\/li>\n<\/ul>\n<p>EPA Administrator Michael Regan told reporters that the standards are about \u201cclean air to breathe,\u201d claiming that they would yield \u201csubstantial health benefits\u201d as well as \u201cregulatory certainty\u201d for the energy sector. The agency projects that the standards will help the United States avoid thousands of premature deaths, tens of thousands of lost workdays, and more than 300,000 asthma attacks just in the year 2030.<\/p>\n<p>U.S. Climate Envoy John Kerry has said that the United States simply \u201cwon\u2019t have coal\u201d on its grid by 2030. It also recently took aim at methane leaks from oil and gas drilling sites.<\/p>\n<h3> Anger and Skepticism <\/h3>\n<p>Fossil fuel advocates greeted the EPA\u2019s latest with skepticism. \u201cPresident Joe Biden\u2019s plans to restrict carbon dioxide emissions from power plants, and the inevitable support from environmental organizations, illustrates what is wrong with the so-called green movement,\u201d Tom Harris of the International Climate Science Coalition said in an April statement.<\/p>\n<p>Steve Milloy, a former member of the EPA\u2019s transition team under President Donald Trump, challenged the idea that the rulemaking is in line with West Virginia v. EPA. He also asserted that the proposed standards would effectively \u201cban fossil fuel plants without carbon capture.\u201d<\/p>\n<p>Other experts have a different perspective. \u201cJust because the agency tailored its rules around emissions levels that could be met with carbon capture systems doesn\u2019t mean utilities will be compelled to install them,\u201d Mike O\u2019Boyle of Energy Innovation Policy &#038; Technology LLC said in an interview with Politico\u2019s E&#038;E News in late April.<\/p>\n<p>Carbon capture is key for cutting emissions from at least some sources, according to EPA documentation.
