The legislation was introduced in response to a 30-acre <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-dc-gun-dealer-sees-business-boom-after-overcoming-city-roadblocks\/\" title=\"New DC Gun Dealer Sees Business Boom After Overcoming City Roadblocks\u00a0\">firearms training<\/a> center that was built without permits and used for firearms training. The new law prohibits anyone from teaching, training, or demonstrating the use of firearms, explosives, or incendiary devices that will be used in civil disorder. It also bans anyone from gathering with others for such training, instruction, or practice.<\/p>\n<h3>Exceptions to the Law<\/h3>\n<p>The new Vermont law does not apply to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/d-c-national-guard-left-unarmed-at-request-of-d-c-mayor-amid-potential-unrest-after-chauvin-verdict\/\" title=\"D.C. National Guard Left Unarmed At Request Of D.C. Mayor Amid Potential Unrest After Chauvin Verdict\">law enforcement activity<\/a> or educational institutions where military science is taught. It also exempts self-defense instruction, firearms instruction with the intent to teach safe handling and use of firearms, as well as any lawful sports or activities such as hunting, target shooting, and firearms collecting.<\/p>\n<h3>Penalties for Violators<\/h3>\n<p>Violators of the new law face up to five years in prison or a fine of up to $50,000, or both. The law also gives the state\u2019s attorney general authority to take immediate action to restrain unlawful activities in the interest of public good.<\/p>\n<p>The new law was passed in response to the 30-acre firearms training center in southern Vermont that was built by Daniel Banyai and his supporters. The case against Banyai was brought by the Vermont Environmental Court in 2019. Banyai now <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/man-in-scotland-faces-jail-time-for-offensive-tweet-mocking-war-heros-death\/\" title=\"Man In Scotland Faces Jail Time For \u2018Offensive\u2019 Tweet Mocking War Hero\u2019s Death\">faces jail time<\/a> and fines that could exceed $100,000 if he does not comply and remove all unpermitted structures on the site by June 23rd.<\/p>\n<p>Senior counsel and leader of Giffords\u2019 Guns &#038; Democracy project, Allison Anderman, supported the new legislation saying that it will \u201chelp reduce the spread of dangerous, illegal, and anti-government firearms intimidation.\u201d<\/p>\n<p>\u201cToday, Vermont joins 25 other states that prohibit firearms training for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/vermont-bans-owning-and-running-paramilitary-training-camps\/\" title=\"Vermont prohibits paramilitary training camps.\">anti-government paramilitary activity<\/a>,\u201d Anderman said. \u201cPrivate paramilitary activity is illegal in Vermont and has been associated with the intimidation of people exercising their constitutional rights across the US. This is a commonsense policy that will help reduce the spread of dangerous, illegal, and anti-government firearms intimidation.\u201d<\/p>\n<p>The legislature in Oregon is considering a similar bill which would create the country\u2019s most comprehensive law against any paramilitary activity.
