Deputy Energy Secretary David Turk told the Senate Appropriations Committee\u2019s Energy and Water Development Subcommittee during a May 3 budget hearing that this move would derail momentum in \u201cre-shoring\u201d domestic manufacturing capacity at a critical moment.<\/p>\n<p>h3: DOE Seeks $52 Billion for Fiscal Year 2024<\/p>\n<p>The department is seeking $52 billion for fiscal year 2024, which is an increase from the $48 billion enacted for fiscal 2023. Martin Heinrich (D-N.M.) said the IRA helped induce \u201ca record year\u201d in U.S. manufacturing development in 2022, with $150 billion in investments to build 46 factories that will employ more than 18,000 workers. \u201cWe are seeing momentum for re-shoring and we expect to see even more\u201d in 2023 and beyond, Turk said.<\/p>\n<p>h3: Budget Boost Needed<\/p>\n<p>The BIL, IRA, and DOE\u2019s FY24 budget request are all geared to support \u201ccheap, clean, and abundant energy\u201d to drive the economy while incentivizing domestic energy sourcing, generation, and transmission, subcommittee Chair Sen. On the \u201cscience side,\u201d Turk said there would be \u201ca significant reduction in research and development.\u201d<\/p>\n<p>h3: Implications for National Security and Global Competitiveness<\/p>\n<p>The DOE would need to \u201clay off 5,200 scientists and others who work at our labs,\u201d he said, and trim about 2,600 lab spaces for the department\u2019s commercial and university research \u201cpartners\u201d who will find somewhere else to do their work. That would undermine \u201call the science we plan to do, want to do, need to do to be competitive\u201d in the 21st century, Turk said. \u201cChina competition? We have less ability to deal with that.\u201d<\/p>\n<p>h3: Conclusion<\/p>\n<p>Imposing FY22 funding levels would repeal or retard \u201call those historical provisions\u201d in the BIL and IRA \u201cat this critical, critical moment, as we are gaining momentum\u2014$150 billion in manufacturing investment\u2014all of that is pulled back at this critical moment, as we\u2019re actually making progress,\u201d which would dramatically impair the \u201ccompetitive side\u201d of the equation, he said.
