Sen. Rick Scott: Accountability should be basic function of govt, but Dems and Biden failing to do so\">budget request<\/a> to FY22 funding levels. DOE Deputy Secretary David Turk warns that doing so would raise costs for consumers, taxpayers, and industry, while derailing momentum in \u201cre-shoring\u201d domestic manufacturing capacity.<\/p>\n<h3>Green Energy Incentives Generating Investor Interest<\/h3>\n<p>DOE reports that \u201cgreen energy\u201d incentives offered in 2021\u2019s Bipartisan Infrastructure Law (BIL) and 2022\u2019s Inflation Reduction Act (IRA) are generating increasing investor interest in emerging technologies and revisioned industries, including manufacturing. Sen. Martin Heinrich (D-N.M.) notes that the IRA helped induce \u201ca record year\u201d in U.S. manufacturing development in 2022 with $150 billion in investments to build 46 factories that will employ more than 18,000 workers.<\/p>\n<p>\u201cWe are seeing momentum for re-shoring and we expect to see even more\u201d in 2023 and beyond, Turk agrees, noting much of the proposed 12-percent funding increase in DOE\u2019s FY24 budget request either implements or sustains initiatives funded in the BIL, IRA, and CHIPS &#038; Science Act.<\/p>\n<h3>Need Budget Boost to Spend BIL, IRA Money<\/h3>\n<p>The BIL, IRA, and DOE\u2019s FY24 budget request are all geared to support \u201ccheap, clean, and abundant energy\u201d to drive the economy while incentivizing domestic energy sourcing, generation, and transmission, said chair Sen. Patty Murray (D-Wash.).<\/p>\n<p>\u201cDOE\u2019s budget has tremendous implications for our national security and global competitiveness,\u201d Murray said. \u201cWe have to lock arms and work together to make sure our funding keeps pace\u201d with competitors, such as China.<\/p>\n<h3>Impacts of Reverting to FY22 Level Funding<\/h3>\n<p>DOE Deputy Secretary David Turk warns that imposing FY22 funding levels would repeal or retard \u201call those historical provisions\u201d in the BIL and IRA \u201cat this critical, critical moment, as we are gaining momentum\u2014$150 billion in manufacturing investment\u2014all of that is pulled back at this critical moment, as we\u2019re actually making progress,\u201d which would dramatically impair the \u201ccompetitive side\u201d of the equation.<\/p>\n<ul>\n<li>The $62 million weatherization program \u201cthat is incredibly popular\u201d would be an immediate casualty.<\/li>\n<li>More than 12,000 American businesses and corporations would not <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/doe-reinstating-22-budget-would-be-catastrophic-for-bidens-green-energy-plans\/\" title=\"Reinstating '22 budget harms Biden's green energy plans.\">receive energy-saver rebates approved<\/a> by Congress in 2022.<\/li>\n<li>Consumers would pay $1 billion a year more in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/prageru-why-are-utilities-so-expensive\/\" title=\"PragerU: Why Are Utilities So Expensive?\">energy bills<\/a>.<\/li>\n<li>There would be \u201ca significant reduction in research and development.\u201d<\/li>\n<li>The DOE would need to \u201dlay off 5,200 scientists and others who work at our labs,\u201d he said, and trim about 2,600 lab spaces for the department\u2019s commercial and university research \u201cpartners\u201d who will find somewhere else to do their work.<\/li>\n<\/ul>\n<p>Sen. John F.
