Mark DeSaulnier, working with leadership, introduced legislation that could be used as a vehicle to avert the Republican-manufactured default crisis,\u201d Jeffries wrote.<\/p>\n<p>The referenced \u201cvehicle\u201d is the \u201cBreaking the Gridlock Act,\u201d a hodge-podge of a bill that would create a task force to support grandparents raising grandchildren, modify the National Earthquake Hazards Reduction program, rename a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-democrats-quietly-deploy-plan-to-force-vote-on-debt-limit-increase\/\" title=\"Democrats in the House are secretly pushing a plan to vote on increasing the debt limit.\">law governing stock trading<\/a> by members of Congress, and more.<\/p>\n<p>The bill was deliberately crafted to address a broad range of topics so that it would be referred to as many committees as possible to provide multiple paths forward\u2014a mission that was accomplished on March 7, when it was referred to 20 committees. Since then, the bill has remained untouched.<\/p>\n<h3>The Democrats&#8217; Plan<\/h3>\n<p>The Democrats\u2019 plan involves the use of a discharge petition\u2014a little-used procedural measure to bring a bill out of committee for the consideration of the full House if it has remained idle for more than 30 days. To file the petition, Democrats would need the support of a majority of the House, or 218 votes.<\/p>\n<p>In his Tuesday letter, Jeffries also noted that Rep. Jim McGovern (D-Mass.), the top Democrat on the House Rules Committee, had filed a \u201cspecial rule\u201d allowing Democrats to attach a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-calls-on-congress-to-move-forward-on-raising-debt-ceiling\/\" title=\"Biden Calls On Congress To \u2018Move Forward\u2019 On Raising Debt Ceiling\">clean debt ceiling increase<\/a> to DeSaulnier\u2019s bill.<\/p>\n<p>\u201cThe filing of a debt ceiling measure to be brought up on the discharge calendar preserves an important option. It is now time for MAGA Republicans to act in a bipartisan manner to pay America\u2019s bills without extreme conditions.\u201d<\/p>\n<h3>Likely to Fail<\/h3>\n<p>Given that the Democrats would need to garner the support of at least five Republicans for their plan to succeed, the measure is unlikely to accomplish anything.<\/p>\n<p>Weighing in on the matter Tuesday via Twitter, Rep. Marjorie Taylor Greene <a href=\"https:\/\/twitter.com\/RepMTG\/status\/1653488457593901067\">wrote<\/a>: \u201cSorry @RepJeffries. There won\u2019t be 5 Republicans, who sit in tight districts, willing to sign a discharge petition to bring Joe Biden\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-denies-mccarthy-budget-negotiation-request-stop-playing-games\/\" title=\"White House denies McCarthy budget negotiation request: 'Stop playing games'\">clean debt ceiling bill<\/a> to the floor.
