But in April, the DOI\u2019s Bureau of Land Management (BLM) proposed new regulations in the Federal Register that would make conservation a land-use category to be considered along with recreational activities and economic pursuits on the 245 million acres of public lands it manages.<\/p>\n<h3>What Does the Proposed Rule Mean?<\/h3>\n<p>The proposed new rule on BLM lands, which include most of the nation\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bureau-of-land-managements-new-conservation-rule-will-restrict-public-access-to-federal-lands-sen-barrasso\/\" title=\"New 'Conservation' Rule by Bureau of Land Management Limits Public Access to Federal Lands: Sen. Barrasso.\">onshore federal land oil\/gas development<\/a>, drew criticism from Western senators during a May 2 Senate Energy and Natural Resources Committee review of DOI\u2019s $18.9 billion Fiscal Year 2024 (FY24) budget request.<\/p>\n<ul>\n<li>Conservation would be considered a land-use category on par with recreational activities and economic pursuits.<\/li>\n<li>The BLM can offer \u201cthird-party conservation leases\u201d to third-party organizations for \u201crestoration work on public lands in cooperation with community partners.\u201d<\/li>\n<li>A conservation lease of public land allows organizations to restore habitats for activities that \u201cgenerate revenue for the American taxpayer.\u201d<\/li>\n<\/ul>\n<p>The proposed rule is in a 75-day public comment period that concludes on June 20. <\/p>\n<h3>Debate Over the Proposed Rule<\/h3>\n<p>Sen. John Barrasso (R-Wyo.) said the proposed rule is \u201cattacking multi-use,\u201d which has been the guiding policy for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/poll-44-of-dems-dem-leaning-independents-want-biden-off-the-2024-ticket\/\" title=\"Poll: 44% Of Dems, Dem-Leaning Independents Want Biden Off The 2024 Ticket\">federal public land<\/a> use for decades, by making conservation non-use of land a use of land. \u201cWe\u2019re making non-use a use,\u201d he continued, insisting such a categorization \u201cwould turn federal law on its head\u2014up is down, black is white.\u201d<\/p>\n<p>Barrasso accused DOI Secretary Deb Haaland of initiating the rule change and of \u201caggressively working to take access to public lands away from the public.\u201d<\/p>\n<p>Haaland said the proposed rule \u201cwould essentially put conservation on equal footing in the multi-use mandate\u201d with other land uses. A conservation land use activity \u201cwould not foreclose other uses like grazing, mining, or energy development,\u201d she said.<\/p>\n<p>Barrasso said \u201cenvironmental radicals\u201d will use a conservation land-use category to make \u201clarge swaths of public lands off limits, calling the proposed rule \u201cnothing more than a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-left-never-wants-you-freed-from-politics\/\" title=\"The Left Never Wants You Freed From Politics\">thinly veiled attempt<\/a> to limit economic activities on public lands in Wyoming and across the West.\u201d<\/p>\n<h3>Rule Creates \u2018Conservation Leases\u2019<\/h3>\n<p>According to the BLM\u2019s proposal published in the Federal Register, the rule change would apply \u201cland health standards\u201d to public lands and \u201cclarify the term \u2018conservation\u2019 as an equal land use to others within the \u2026 multiple-use doctrine.\u201d<\/p>\n<p>Under the proposed rule, the BLM can offer \u201cthird-party conservation leases\u201d to third-party organizations for \u201crestoration work on public lands in cooperation with community partners.\u201d<\/p>\n<p>A conservation lease of public land allows organizations, such as the Rocky Mountain Elk Foundation and Pheasants Unlimited, to restore habitats for activities that \u201cgenerate revenue for the American taxpayer.\u201d<\/p>\n<figure id=\"attachment_4285812\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/02\/17\/DSC01234-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> The Bureau of Land Management\u2019s Midland Long-Term Visitor Area is a camping spot for people who\u2019ve fallen through the financial cracks of society and prefer to live off grid, on Feb. 13, 2022.
