It&#8217;s actually a significant move that raises questions about the Democrats&#8217; strategic endgame.<\/p>\n<h3>House vs. Senate<\/h3>\n<p>Under the traditional, \u201cSchoolhouse Rock\u201d version of lawmaking, the House would pass its version of a bill, the Senate would pass its version, and the two would convene a House-Senate conference committee to reconcile the differences between the measures. That outcome seems unlikely regarding this <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-set-to-hit-debt-ceiling-within-four-months-cbo-estimates\/\" title=\"US Set To Hit Debt Ceiling Within Four Months, CBO Estimates\">debt limit increase<\/a>.<\/p>\n<p>Virtually all Democrats support a so<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/republicans-proved-they-arent-holding-anyone-hostage-on-raising-the-debt-limit\/\" title=\"Republicans Proved They Aren\u2019t Holding Anyone \u2018Hostage\u2019 On Raising The Debt Limit\">-called \u201cclean\u201d debt limit increase<\/a>. That is, they want to extend the limit on the nation\u2019s credit card without any accompanying spending reforms. (They claim they will discuss spending levels in separate legislation, just not as part of the debt limit.)<\/p>\n<p>But most legislation requires 60 votes to overcome a filibuster and advance in the Senate, and Democrats only hold 51 Senate seats. As a result, Majority Leader Chuck Schumer, D-N.Y., must persuade nine Republicans \u2014 10 if Sen. Dianne Feinstein, D-Calif., who continues to recover from a case of shingles in California, remains absent from the Senate \u2014 to approve a clean debt limit increase for the measure to clear the chamber. That scenario appears unlikely, as Minority Leader Mitch McConnell, R-Ky., would lean on his troops not to approve a Schumer-led measure.<\/p>\n<h3>Republicans Get to \u2018Yes\u2019<\/h3>\n<p>After last Wednesday\u2019s vote, Democrats can\u2019t claim conservatives amount to legislative nihilists who can\u2019t get to \u201cyes\u201d on an issue. Numerous conservative members of Congress, who in the past had never supported legislation that raised the debt limit, voted last week for a bill to do just that. People like my friend and former think-tank colleague Rep. Chip Roy, R-Texas, probably didn\u2019t like the idea of raising the debt limit, but they did it.<\/p>\n<p>Now that Republicans in the House have agreed to a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-to-raise-debt-ceiling-by-2-5-trillion-with-funding-to-reach-past-2022-midterms\/\" title=\"Democrats to Raise Debt Ceiling by .5 Trillion\u00a0with Funding to Reach Past 2022 Midterms\">debt limit bill<\/a>, Democrats should agree to get in a room, figure out each side\u2019s position, and arrive at an agreement that will hopefully increase the debt limit while addressing the nation\u2019s calamitous fiscal state.
