Certainly, our adversaries are not slowing down,\u201d Chief of Naval Operations Adm. Michael Gilday warned.<\/p>\n<p class=\"p1\">If common ground on a FY24 budget cannot be found by Oct. 1, when the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/border-crossing-deaths-skyrocket-as-biden-admin-hides-the-data\/\" title=\"Border Crossing Deaths Skyrocket as Biden Admin Hides the Data\">federal fiscal year<\/a> goes into effect, a \u201ccontinuing resolution\u201d will be needed to sustain day-to-day federal funding, but little else.<\/p>\n<p class=\"p1\">That failure by Congress to do its one statutory annual job\u2014pass a budget\u2014for the 13th time in the last 26 years would have \u201cdevastating\u201d repercussions that will ripple for years, said Gilday, whose cautionary advice was echoed by Secretary of the Navy Carlos Del Toro, and Marine Corps Commandant Gen. David Berger during a three-hour hearing.<\/p>\n<p class=\"p1\">Congress has become reliant on CRs rather than passing annual budgets, enacting 131 of the stopgap funding measures between 1998-2023 while adopting just 13 annual budgets over the last 25 years.<\/p>\n<figure id=\"attachment_1699805\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2015\/07\/31\/1024px-CF-1_flight_test.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> The U.S. Navy variant of the F-35 Joint Strike Fighter. (The U.S. Navy\/Wikimedia Commons)<\/figure>\n<h3>Bipartisan Panel Consensus: Pass a Budget<\/h3>\n<p class=\"p1\">The Navy and Marine Corps are demanding that this be one of those years that Congress actually adopts a budget to implement the Department of Defense\u2019s proposed $860 billion spending plan that includes $255.8 billion for the Navy\u2014a 4.5 percent increase \u2014 and $53.2 billion for the Marines, about a 3-percent hike from the existing budget.<\/p>\n<p class=\"p1\">A continuing resolution won\u2019t cut it, agreed Chair Rep. Mike Rogers (R-Ala.) and Rep. Adam Smith (D-Wash.), the committee\u2019s ranking Democrat, in a rare exertion of bipartisan accord.<\/p>\n<p class=\"p1\">\u201cI\u2019ve heard from colleagues, they\u2019re just going to pass CRs,\u201d Smith said. \u201cThat would be a total disaster for the United States military. Let\u2019s not kid ourselves about what impact that would have on what is supposed to be our paramount duty: defend this country. We need to pass appropriations bills,\u201d not CRs.<\/p>\n<p class=\"p1\">Rogers referred to funding the military with a continuing resolution as \u201ca China Resolution\u201d since such a congressional failure would benefit the People\u2019s Republic of China among other adversaries.<\/p>\n<p class=\"p1\">\u201cThe threat of a yearlong continuing resolution seems like a real possibility,\u201d Gilday said. \u201cLet me be clear: a yearlong CR would be devastating for your Navy and for America\u2019s national security.\u201d<\/p>\n<p class=\"p1\">Without approval of requests in its budget, the Navy chief said deliveries of two new Columbia-class ballistic missile submarines, including one this year, would be set back.<\/p>\n<p class=\"p1\">Funding under a CR would \u201cdelay construction of our [planned] attack submarines, risk surface combatants,\u201d Gilday said. \u201cIt would postpone the modernization of our most <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/u-s-defense-stockpiles-in-a-precarious-state\/\" title=\"U.S. Defense Stockpiles in a Precarious State\">critical weapons systems<\/a>. It would adversely impact our sailors and their families who we are trying so hard to retain. (U.S. Navy via Getty Images)<\/figure>\n<h3>China Increasing Military Spending More Than US<\/h3>\n<p class=\"p1\">Del Toro said without the funding outlined in the FY24 spending request, the Navy could not address the \u201cfighter gap\u201d or \u201dmake the investments we also want to make in training\u201d and technology.<\/p>\n<p class=\"p1\">CR funding would have \u201ca negative effect on just about every major platform we have in the Department of the Navy,\u201d he said.<\/p>\n<p class=\"p1\">Berger said the Chinese last month announced they were increasing their military budget by 7.2 percent after boosting it by 7.1 percent the year before.
