(Getty Images)<\/figure>\n<h3>Compromise or Stonewall?<\/h3>\n<p>Will the president continue to stonewall, betting that the American people will blame Republicans for perpetuating the crisis by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/analysis-debt-ceiling-crisis-tests-bidens-leadership\/\" title=\"ANALYSIS: Debt Ceiling Crisis Tests Biden\u2019s Leadership\">proposing extreme spending cuts<\/a>? Or will he find a compromise solution that resolves the crisis while keeping his legislative agenda intact?<\/p>\n<p>Biden\u2019s decision will likely rest on a triangulation of key factors, including the continued patience of his own party members, the reaction of financial markets to a continued standoff, and the strength of McCarthy\u2019s political position relative to his own.<\/p>\n<p>In the end, the decision may come down to the most basic of all political considerations: what the people want.<\/p>\n<h2>Mounting Crisis<\/h2>\n<p>When the nation\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-closing-pitch-to-voters-republicans-will-boost-inflation-with-mega-maga-trickle-down-agenda\/\" title=\"Biden\u2019s Closing Pitch to Voters: Republicans Will Boost Inflation With \u2018Mega-MAGA Trickle-Down Agenda\u2019\">statutory borrowing limit<\/a> of $31.4 trillion was reached in January, McCarthy insisted Congress would not authorize an increase without some agreement to limit future spending.<\/p>\n<p>Biden refused to negotiate, either on the debt ceiling or cuts to federal spending, placing responsibility on McCarthy to first propose a plan for cutting spending.<\/p>\n<p>The situation changed on April 26 when Republicans narrowly passed the Limit, Save, Grow Act along party lines.<\/p>\n<p>\u201cIt\u2019s up to you now,\u201d McCarthy said, as if addressing Biden, moments after the bill\u2019s passage. \u201cWhether the economy gets in any trouble, it\u2019s you. Because Republicans raised the debt limit. You have not. Neither has [Senate Majority Leader Chuck] Schumer.\u201d<\/p>\n<p>The bill lifts the debt ceiling by $1.5 trillion, just enough to push the next debt crisis into the 2024 election year. (Kevin Dietsch\/Getty Images)<\/figure>\n<p>The proposal reduces 2024 spending to the 2022 level, caps spending growth at 1 percent for 10 years, claws back unspent COVID-19 relief funds, and reinstates work requirements for some SNAP and Medicaid recipients.<\/p>\n<p>And, flying in the face of Biden\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-top-energy-regulator-previously-lobbied-for-offshore-wind-farm-approved-by-administration\/\" title=\"Biden's Top Energy Regulator Previously Lobbied for Offshore Wind Farm Approved by Administration\">green energy initiative<\/a>, the Republican plan removes barriers to increased drilling for petroleum and gas.<\/p>\n<p>For the present, Biden has doubled down on his refusal to negotiate.<\/p>\n<h2>Managing Democrats<\/h2>\n<p>Democrats in Congress are unified in opposing the Republican spending cuts, which they say will decimate the social programs ordinary Americans rely on. But cracks have appeared in the Blue Wall on the question of compromise with Republicans.<\/p>\n<p>Sen. Joe Manchin (D-W.Va.) was the first to criticize Biden\u2019s refusal to negotiate.<\/p>\n<p>\u201cWhile it is reasonable to sincerely disagree with any specific debt ceiling approach, we will achieve a historic default, and the economic whirlwind which follows, if President Biden continues to refuse to even negotiate a reasonable and commonsense compromise,\u201d Manchin said in a statement on April 20.<\/p>\n<p>\u201cFor the sake of the country, I urge President Biden to come to the table, propose a plan for real and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-urges-biden-to-negotiate-with-republicans-on-debt-limit\/\" title=\"Manchin Urges Biden to Negotiate With Republicans on Debt Limit\">substantive spending cuts<\/a> and deficit reduction, and negotiate now.\u201d<\/p>\n<p>Freshman Rep. Greg Landsman (D-Ohio) offered more terse comments to reporters.<\/p>\n<p>\u201cI don\u2019t think there\u2019s any harm in the two of them sitting down to talk,\u201d Landsman said, as a staffer confirmed for The Epoch Times. \u201cThe idea that we\u2019re even coming this close to a potential default is insane.\u201d<\/p>\n<figure id=\"attachment_4759843\" style=\"width: 640px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/09\/28\/manchin-1200x800.jpeg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> Sen. (Alex Wong\/Getty Images)<\/figure>\n<p>Other Democrats have urged Biden to enter talks immediately but have tried to separate the debt ceiling increase from negotiations on the budget.<\/p>\n<p>\u201cOf course, President Biden should sit down with Speaker McCarthy,\u201d Sen. Amy Klobuchar (D-Minn.) said in a televised interview on April 23.<\/p>\n<p>\u201cHe should negotiate on the budget. OK, that is the place to negotiate. And they should start those negotiates now, not using the American people and their mortgages as hostages,\u201d she said. \u201cWe\u2019ve got to simply make clear we\u2019re going to avoid default and get this behind us.\u201d<\/p>\n<p>Karine Jean-Pierre, White House press secretary, stated the same distinction.<\/p>\n<p>\u201cAs the president said yesterday, he is happy to meet with Speaker McCarthy but not to negotiate the debt limit,\u201d Jean-Pierre said at a press briefing on April 27.<\/p>\n<p>Biden\u2019s insistence that there can be no negotiation on the debt ceiling has been based on the idea that there\u2019s no choice but to raise the limit.
