More likely, according to Angela Stent, a nonresident senior fellow and co-chair of the Hewett Forum on Post-Soviet Affairs at Brookings, the goal is to effectively reassemble the old Soviet empire.<\/p>\n<p>\u201c[Vladimir] Putin\u2019s goal all along has been to relitigate the entire settlement of the end of the Cold War. He does not believe that the collapse of the Soviet Union is final,\u201d Stent said, adding that the Russian leader has stated this publicly several times.<\/p>\n<figure id=\"attachment_4909979\" style=\"width: 640px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/12\/07\/Putin-Ukraine-fight-1-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> Russian President Vladimir Putin gestures while speaking via videoconference in Moscow on Dec. 7, 2022. In other words, the vision is really to restore a sphere of control over the post-Soviet states and a sphere of influence over the Warsaw Pact states,\u201d she said.<\/p>\n<p>At the very least, Russia is intent on keeping Ukraine from tightening ties with the West, for example, by joining NATO, as Finland did on April 1. Finland, like Ukraine, shares a border with Russia.<\/p>\n<p>\u201cWhat Russia wants is to prevent Ukraine from being a Western-oriented, democratic, liberal state,\u201d said Ingrid Ask, deputy chief of mission at the Embassy of Sweden to the United States.\u00a0Sweden has applied for NATO membership, which is pending.<\/p>\n<p>Ask speculated that Russia might be satisfied with leaving Ukraine as a \u201cbroken state\u201d or preventing it from joining the European Union or other Western-aligned groups.<\/p>\n<h2>Long Game<\/h2>\n<p>In any case, Ukraine\u2019s allies should be prepared for a long conflict, analysts agreed.<\/p>\n<p>\u201cI think we have to bear this in mind. This is, in [Putin\u2019s] mind and in the mind of people who think like him, a much longer process,\u201d Stent said.<\/p>\n<p>The problem in dealing with Russia, according to Col. Juha Helle, is the country\u2019s ability to withstand a war of attrition. Helle is a defense, military, naval, and air attach\u00e9 at the Embassy of Finland to the United States.<\/p>\n<p>\u201cAlthough Russia has already been defeated politically, I don\u2019t believe it can ever be defeated militarily or economically.
