Tom Brewer, sponsor of LB77, told The Epoch Times.<\/p>\n<p>The bill passed on April 19 allows anyone who can legally own a firearm to carry it openly or concealed without a permit. Nebraska Gov. Jim Pillen is scheduled to sign the bill on April 25.<\/p>\n<p>Brewer has one year left on his second four-year term. Nebraska senators are limited to two terms.<\/p>\n<p>\u201cSeven of my eight years was the fight for constitutional carry,\u201d Brewer said<\/p>\n<p>According to Brewer, this will be the first bill signed by Pillen, who is starting his first term as governor. In an email to The Epoch Times, Pillen said he is proud to be part of the event.<\/p>\n<p>\u201cI support constitutional carry because Nebraskans have a right to self-defense, and this bill would eliminate unnecessary burdens and barriers for gun owners,\u201d Pillen wrote.<\/p>\n<p>\u201cAs governor, I\u2019m focused on cutting unnecessary regulation in all areas of government and protecting our citizens\u2019 constitutional freedoms.\u201d<\/p>\n<figure id=\"attachment_3075768\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2019\/09\/10\/texas-gun-open-carry-1200x822.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> Art and Diana Ramirez of Austin with their pistols in custom-made holsters during an open carry rally at the Texas State Capitol in Austin, Texas, on Jan. 1, 2016. (Erich Schlegel\/Getty Images)<\/figure>\n<p>Brewer said when it came down to the wire, supporters of the bill were able to work out concerns from law enforcement, including a requirement to notify an officer if you are armed.<\/p>\n<p>They also garnered enough votes in Nebraska\u2019s unicameral legislature to overcome the filibuster that had plagued Brewer\u2019s efforts in the past.<\/p>\n<h2>Conservative State<\/h2>\n<p>Brewer said that Nebraska is a relatively sparsely populated, largely rural state where most of the population is politically conservative. He said most of the anti-gun sentiment is located in Omaha and the state capitol of Lincoln.<\/p>\n<p>Because Nebraska has only one chamber in its legislature, a minority can delay legislation through a filibuster. Each bill in the Nebraska legislature must survive three votes to make it to the governor\u2019s desk, and each is subject to the filibuster.<\/p>\n<p>\u201cIt shouldn\u2019t be that way,\u201d Brewer said.<\/p>\n<p>Brewer said he withstood a 44-hour filibuster to get the final, filibuster-proof vote of 33 to 14 on April 19.<\/p>\n<p>Pillen said he has always supported the Second Amendment, and this bill proves that the majority of Nebraskans do as well.<\/p>\n<p>\u201cThe fact that a supermajority of legislators voted for the bill speaks for itself,\u201d Pillen wrote. \u201cThis bill sends a message that Nebraska is a state that supports Second Amendment rights.\u201d<\/p>\n<figure id=\"attachment_3337080\" style=\"width: 600px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/05\/03\/NRA-1200x744.jpeg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> National Rifle Association members listen to speakers during the NRA\u2019s annual Meetings and Exhibits at the George R. (Johnny Hanson\/Houston Chronicle via AP)<\/figure>\n<p>Gun rights groups celebrated the new law.<\/p>\n<p>The National Association for Gun Rights released a statement praising Brewer, Pillen, and other state leaders.<\/p>\n<p>\u201cToday is a great day for gun owners and the Second Amendment in Nebraska,\u201d Dudley Brown, president of the National Association for Gun Rights, wrote in the release.<\/p>\n<p>In a statement on the National Rifle Association\u2019s (NRA) website, NRA\u2019s Nebraska state director said the new law shows where Nebraskans stand.<\/p>\n<p>\u201cWith Gov.
