Version: 4.0.47--><div class=\"post_content\">\n<div class=\"aplayer_app\" data-source=\"https:\/\/vs1.youmaker.com\/assets\/2023\/0420\/795cacfa-0fbe-4f76-b2f0-7d406337dc16\/audio.mp3?length=3060621&#038;duration=255\"><\/div>\n<\/p>\n<p>U.S. President Joe Biden committed $1 billion to a U.N. global climate fund during remarks at the April 20 Major Economies Forum on Energy and Climate (MEF).<\/p>\n<p>\u201cI\u2019m pleased to announce the United States is going to provide $1 billion to the Green Climate Fund, a fund [that is] critical in ways to help developing nations that can\u2019t do now,\u201d Biden said, speaking just after U.S. climate envoy John Kerry.<\/p>\n<p>Established through a series of U.N. climate conferences, the Green Climate Fund\u2019s <a href=\"https:\/\/www.greenclimate.fund\/sites\/default\/files\/document\/governing-instrument.pdf\">governing instrument<\/a> states that it\u2019s meant to help developing countries \u201climit or reduce their greenhouse gas emissions\u201d and \u201cadapt to the impacts of climate change.\u201d The Fund has already received $1 billion from the United States.<\/p>\n<p>\u201cWe need to strengthen the role of multilateral development banks in fighting [the] climate crisis as well, starting with the World Bank,\u201d Biden said during his remarks.<\/p>\n<p>He said he wanted those institutions to expand their climate-related lending.<\/p>\n<p>Senior officials previewed Biden\u2019s remarks in an April 19 call to reporters.<\/p>\n<p>A senior administration official told reporters that the funding would come from \u201cmoney in hand\u201d rather than the fiscal year 2024 budget, which is already <a href=\"https:\/\/www.theepochtimes.com\/republicans-attack-woke-politics-as-education-secretary-outlines-department-budget_5201865.html\">under scrutiny<\/a> by congressional Republicans.<\/p>\n<p>The officials were asked what Biden would tell other countries about his <a href=\"https:\/\/www.reuters.com\/business\/environment\/us-seeks-double-climate-change-aid-developing-nations-biden-2021-09-21\/\">2021 promise<\/a> to deliver $11.4 billion in international climate aid by 2024.<\/p>\n<p>The senior administration official said the administration is considering \u201cnew and creative authorities\u201d as part of its efforts to obtain that funding.<\/p>\n<p>Biden also announced that the U.S. would provide the Amazon Fund, which is managed by the Brazilian Development Bank, with $500 million to aid what he described as \u201cBrazil\u2019s renewed effort to end deforestation by 2030.\u201d<\/p>\n<p>He said another federal institution, the Development Finance Corporation, aims to send another $1 billion for conservation efforts in Latin America and the Amazon.<\/p>\n<h2><strong>Low-Emissions Vehicle Goal<\/strong><\/h2>\n<p>Biden on April 20 proposed an ambitious target for global vehicle emissions.<\/p>\n<p>\u201cI encourage all of you to join us in our collective goal to ensure that at least 50 percent of new passenger cars and 30 percent of trucks will be zero emissions by 2030,\u201d he said.<\/p>\n<p>The senior administration official further elaborated on that aim on April 19.<\/p>\n<p>\u201cBy 2030, over 50 percent of LDVs [light-duty vehicles] and at least 30 percent of medium- and heavy-duty vehicles sold globally will be zero-emission vehicles\u2014so battery-electric, fuel cell, plug-in hybrid vehicles.\u201d<\/p>\n<p>A senior State Department official who spoke to reporters on April 19 noted that medium- and heavy-duty vehicles are \u201cmore important sources of emissions in many major emerging economies relative to light-duty vehicles.\u201d<\/p>\n<p>In some respects, the Environmental Protection Agency\u2019s (EPA) latest tailpipe emissions proposals, <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-proposes-strongest-ever-pollution-standards-cars-and\">released on April 12<\/a>, exceed the standards outlined on April 20.<\/p>\n<p>The EPA expects that, under its new standards, two-thirds of new light-duty vehicles sold in the United States will be electric by the model year 2032.<\/p>\n<p>\u201cPart of the zero-emission vehicle goal tomorrow encourages all major economies to set their own zero-emission vehicle goals by COP 28 for all vehicle classes, and just as we have set standards for light-, medium-, and heavy-duty vehicles, this is calling for all major economy foreign countries to do the same,\u201d the senior official told reporters.<\/p>\n<p>The U.N.
