Lance Gooden (R-Texas) made the request in two letters to President Joe Biden (<a href=\"https:\/\/mcusercontent.com\/bad9f5fdbb6d48e3db97b6099\/files\/9201020e-424f-2afa-1c9b-a93c37270da4\/4.18.23_APEC_Summit_Invite_to_Taiwan_President_Final.pdf\">pdf<\/a>) and Secretary of State Antony Blinken (<a href=\"https:\/\/www.documentcloud.org\/documents\/23784025-41823-apec-summit-invite-to-taiwan-president\">pdf<\/a>). Both letters, co-signed by 20 other House Republicans, said that excluding Taiwan\u2019s President Tsai Ing-wen from the meeting would send the wrong message to China.<\/p>\n<p>\u201cExcluding Taiwan\u2019s full participation in APEC at the behest of the Chinese Communist Party sends the wrong message and contradicts the U.S. commitment to supporting a free Taiwan and rejecting China\u2019s provocative One-China Policy,\u201d Gooden said in a <a href=\"https:\/\/gooden.house.gov\/2023\/4\/release-gooden-demands-president-biden-extend-apec-invitation-to-taiwan-president-tsai-ing-wen\">statement<\/a> on April 19.<\/p>\n<p>\u201cI urge President Biden to recognize Taiwan\u2019s significant contributions to regional and global stability and its critical role in the Asia-Pacific region,\u201d Gooden added. \u201cBy extending a formal invitation to President Tsai Ing-wen, the United States can demonstrate its commitment to a strong partnership with Taiwan and its dedication to peace and stability in the region.\u201d<\/p>\n<p>In the letters, the lawmakers pointed to Taiwan\u2019s leadership in the semiconductor industry, and how the island\u2019s contribution has become an \u201cindispensable component of the United States\u2019 own economic and national security.<\/p>\n<p>\u201cWe believe President Tsai Ing-wen deserves our full respect as much as Taiwan deserves fair and equal treatment on par with those of other recognition and standing in APEC member states,\u201d the letters state.<\/p>\n<h2><b>APEC<\/b><\/h2>\n<p>Founded in 1989, APEC is an inter-governmental forum of 21 Asia-Pacific <a href=\"https:\/\/www.apec.org\/about-us\/about-apec\/member-economies\">economies<\/a>, including Canada, the United States, Mexico, Peru, Chile, Russia, Japan, South Korea, China, Hong Kong, Taiwan, Thailand, Papua New Guinea, and Australia. Because the 21 members are deemed economies, China did not block Taiwan\u2019s membership when the island joined the group in 1991.<\/p>\n<p>However, Taiwan joined under the moniker \u201cChinese Taipei\u201d\u2014which has since remained its official title at the forum.<\/p>\n<p>The Chinese communist regime views Taiwan as a territory that should be united with the mainland\u2014by force if necessary. As a result, the regime opposes the island\u2019s participation in international organizations, because that might suggest that Taiwan is a de facto nation state.<\/p>\n<p>Between 1989 and 1992, APEC <a href=\"https:\/\/www.apec.org\/about-us\/about-apec\/history\">met<\/a> as an informal senior official- and ministerial-level dialogue. The annual meeting was elevated to the head-of-government level in 1993, when then-U.S. President Bill Clinton convened the first APEC Economic Leaders\u2019 Meeting in Seattle.<\/p>\n<p>Due to China\u2019s opposition, Taiwan\u2019s presidents have never been invited to participate in the APEC summit themselves. Instead, the island has been represented by an envoy appointed to the annual event by the Taiwanese president.<\/p>\n<figure id=\"attachment_5208790\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/04\/20\/id5208790-GettyImages-1236531296-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> TSMC founder Morris Chang speaks during a press conference at the Presidential Office in Taipei, Taiwan, on Nov. 13, 2021. (Sam Yeh\/AFP via Getty Images)<\/figure>\n<p>Each year since 2018, Tsai has <a href=\"https:\/\/english.president.gov.tw\/NEWS\/6352\">named<\/a> Morris Chang, founder of the world\u2019s largest contract chipmaker, Taiwan Semiconductor Manufacturing Company (TSMC), as her representative to the APEC summit.<\/p>\n<p>At the 2018 APEC summit in Port Moresby, the capital of Papua New Guinea, Chang <a href=\"https:\/\/www.reuters.com\/article\/us-apec-summit-taiwan-idUSKCN1NM067\">held talks<\/a> with then-Vice President Mike Pence on the sidelines of the meeting. Pence participated in the summit on <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/vice-president-mike-pence-visit-japan-singapore-australia-papua-new-guinea\/\">behalf<\/a> of then-President Donald Trump.<\/p>\n<p>Vice President Kamala Harris, who represented the United States at the 2022 APEC summit in Thailand, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/11\/18\/statement-by-vice-president-kamala-harris-on-selection-of-san-francisco-as-host-city-for-2023-apec-leaders-meeting\/\">said<\/a> in November 2022 that she \u201clook[s] forward to welcoming APEC Leaders to San Francisco next year\u201d after the city was chosen to host the 2023 event.<\/p>\n<h2><b>China<\/b><\/h2>\n<p>Beijing would likely be infuriated if the Biden administration invites Tsai and welcomes the Taiwanese President in traveling to San Francisco for the summit.<\/p>\n<p>Last month, Tsai <a href=\"https:\/\/www.theepochtimes.com\/taiwan-president-tsai-ing-wen-arrives-in-new-york-city_5158277.html\">arrived<\/a> in New York on a stopover before traveling to Taiwan\u2019s diplomatic allies Guatemala and Belize. On her way home, she had another stopover in California, where she <a href=\"https:\/\/www.theepochtimes.com\/speaker-mccarthy-calls-taiwan-president-great-friend-of-america-in-historic-us-meeting_5174235.html\">met<\/a> with House Speaker Kevin McCarthy (R-Calif.) at the Ronald Reagan Presidential Library in Simi Valley.<\/p>\n<p>In retaliation, Beijing <a href=\"https:\/\/www.theepochtimes.com\/china-ends-taiwan-drills-after-practicing-blockades-precision-strikes_5183280.html\">held<\/a> three-day, large-scale military drills around Taiwan, including simulated precision strikes and blockades.<\/p>\n<figure id=\"attachment_5174386\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/04\/05\/id5174386-GettyImages-1480088518.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> Speaker of the House Kevin McCarthy (R-Calif.) greets Taiwanese President Tsai Ing-wen (L) on arrival at the Ronald Reagan Presidential Library for a bipartisan meeting in Simi Valley, Calif., on April 5, 2023.
