Greg Steube (R-Fla.), would amend Title IX to recognize sex as \u201cbased solely on a person\u2019s reproductive biology and genetics at birth.\u201d<\/p>\n<p>Title IX protects against sex discrimination in education.<\/p>\n<p>The bill states, \u201cIt shall be a violation for a recipient of federal financial assistance who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls.\u201d<\/p>\n<p>Steube, on the House floor, said his bill is meant to ensure fairness in women\u2019s sports.<\/p>\n<p>\u201cCongress in 1972 created Title IX to protect women\u2019s sports, to enable women to have an equal playing field in athletics, and in worship to their trans idols, the [Biden] administration wants to flip that on its head. It\u2019s insane,\u201d he said.<\/p>\n<p>\u201cParents do not want biological men in locker rooms with their daughters, nor do they believe it\u2019s equitable a male can compete with women in female athletics.\u201d<\/p>\n<p>Some Democrats, however, described the measure as an attempt at bullying transgender students.<\/p>\n<p>\u201cThis bill is about bullying children,\u201d\u2018\u00a0Rep. Greg Landsman (D-Ohio) said on the House floor. \u201cStop bullying children.\u201d<\/p>\n<p>\u201cHouse Republicans are choosing to bully and belittle trans children,\u201d Rep. Robert Garcia (D-Calif.) said. \u201cThis is about attacking a small group of children, and it is shameful.\u201d<\/p>\n<p>The measure comes as the Biden administration has proposed a regulation that would largely <a href=\"https:\/\/www.theepochtimes.com\/new-biden-admin-rule-on-transgender-student-athletes-prohibits-categorical-bans_5178398.html\">prohibit bans<\/a> on transgender sports participation.<\/p>\n<div class=\"video_fit_container\">\t\t<iframe loading=\"lazy\" width=\"671\" height=\"377\" class=\"video_frame\" src=\"https:\/\/www.youtube.com\/embed\/Hr1UvqZQZAA?wmode=transparent&#038;wmode=opaque\" allowfullscreen><\/iframe> \t\t<\/div>\n<h2>Bill Unlikely to Move Forward<\/h2>\n<p>While the bill passed the GOP-controlled House, it\u2019s likely dead on arrival in the Senate. Even if the Democrat-controlled Senate were to take it up and pass it, the White House has said that President Joe Biden <a href=\"https:\/\/www.theepochtimes.com\/biden-threatens-to-veto-gop-bill-barring-transgender-athletes-from-womens-sports_5201168.html\">would veto<\/a> it.<\/p>\n<p>In a Statement of Administration Policy, the White House claimed that the bill \u201cwould deny access to sports for many families by establishing an absolute ban on transgender students\u2014even those as young as elementary schoolers\u2014playing on a team consistent with their gender identity.\u201d<\/p>\n<p>The White House called the proposed legislation \u201cdiscriminatory.\u201d<\/p>\n<p>\u201cPoliticians should not dictate a one-size-fits-all requirement that forces coaches to remove kids from their teams. At a time when transgender youth already face a nationwide mental health crisis, with half of transgender youth in a recent survey saying they have seriously considered suicide, a national law that further stigmatizes these children is completely unnecessary, hurts families and students, and would only put students at greater risk,\u201d the White House stated.<\/p>\n<p>\u201cDiscrimination has no place in our nation\u2019s schools or on our playing fields.\u201d<\/p>\n<figure id=\"attachment_5209928\" style=\"width: 640px\" class=\"wp-caption alignnone\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript> Speaker of the House Kevin McCarthy (R-Calif.) joins Rep. (Somodevilla\/Getty Images)<\/figcaption><\/figure>\n<h2>GOP, Female Athletes Vow to Keep Fighting<\/h2>\n<p>In a news conference after the bill passed, top Republicans said it was sad that not a single Democrat supported the \u201ccommon sense\u201d measure.<\/p>\n<p>House Majority Leader Steve Scalise (R-La.) said, \u201cThis should have been a unanimous vote.\u201d<\/p>\n<p>It undermines the intention of Title IX \u201cwhen you say a biological man can just play in a women\u2019s sport if they choose to,\u201d Scalise said. \u201cThat just flies in the face of common sense.\u201d<\/p>\n<p>As GOP leaders and female athletes spoke to reporters on a sunny day outside the U.S. Capitol, the mood was celebratory despite the bill\u2019s gloomy prospects. The group vowed to continue fighting to protect women\u2019s sports.<\/p>\n<p>Rep. Tom Emmer (R-Minn.), House majority whip, called the threatened Biden veto \u201ca slap in the face to women\u2019s rights, science, and common sense.\u201d<\/p>\n<p>He said that the House Republicans would fight to make sure \u201cfemale athletes are given the fairness, safety, and opportunities they deserve.\u201d<\/p>\n<p>\u201cAnd we\u2019re not going to stop.\u201d<\/p>\n<p>Rep. Virginia Foxx (R-N.C.), GOP chairwoman, said that she recalls when the landmark Title IX was enacted more than a half-century ago.
