The bill <a href=\"https:\/\/clerk.house.gov\/Votes\/2023192\" target=\"_blank\" rel=\"noopener\">passed<\/a> on party lines in the House by a vote of 219\u2013203 Thursday morning.<\/p>\n<p>Title IX of the 1972 Education Amendments prohibits discrimination on the basis of sex in federally funded education programs or activities, including athletics programs in elementary and secondary public education and college athletics. The \u201cProtection of Women and Girls in Sports Act of 2023\u201d clarifies the Title IX definition of \u201csex\u201d as applying specifically to a person\u2019s \u201creproductive biology and genetics at birth.\u201d The bill would prohibit people born male who identify as female from competing in women\u2019s sports competitions.<\/p>\n<p>Rep. Erin Houchin (R-Ind.), the mother of two daughters who have competed in middle school and high school swimming, told NTD that \u201cthe thought of them having to put in so much work and then compete against a biological male, it\u2019s just fundamentally unfair.\u201d<\/p>\n<p>Houchin noted the example of Riley Gaines, a female All-American college swimmer who had to compete against transgender swimmer Lia Thomas. While Gaines and Thomas tied for fifth place at the 2022 NCAA Women\u2019s Swimming Championship, NCAA officials allegedly insisted on letting Thomas take the fifth-place trophy from that event.<\/p>\n<p>Houchin said allowing transgender athletes to compete against females poses a risk of costing those females scholarship opportunities, but it also poses a safety risk in some cases.<\/p>\n<p>\u201cIt can be very dangerous for a biological male to participate in sports with biological women,\u201d Houchin said. \u201cWe\u2019ve seen that happen with in the MMA [mixed martial arts] and in volleyball and soccer and other sports that are more of those contact sports that make it very unsafe, physically, for our young girls.\u201d<\/p>\n<p>Houchin and Rep. Mary Miller (R-Ill.) both listed Gaines as an example of women who have been impacted by competition with athletes born male. Gaines has since become an outspoken critic of allowing transgender athletes to compete in women\u2019s sports. Houchin and Miller said young women who are similarly being impacted should not be afraid to speak out.<\/p>\n<p>\u201cIf you\u2019re afraid you\u2019re going to lose something, I want to say we\u2019re going to end up losing everything, and we have to fight back,\u201d Miller told NTD. \u201cThere\u2019s other young women like Riley Gaines, and others that have been courageous and have spoken up, and I applaud them, I want to encourage them to do that.\u201d<\/p>\n<p>Macy Petty, an NCAA volleyball player, also <a href=\"https:\/\/twitter.com\/macypetty0416\/status\/1649121318241959941\" target=\"_blank\" rel=\"noopener\">shared her support<\/a> for the Republican bill on Thursday.<\/p>\n<p>Petty told NTD about her own experience going up against a transgender athlete about five years ago.
