Its effects will be felt for years if it goes into effect,\u201d activist Erin Reed <a href=\"https:\/\/twitter.com\/ErinInTheMorn\/status\/1646579015719813139?s=20\">wrote<\/a> on Twitter.<\/p>\n<p>More than 3 million people viewed Reed\u2019s tweet that stated, \u201cMissouri AG just essentially banned gender-affirming care for most trans adults via emergency rule.\u201d<\/p>\n<p>While many states have proposed or enacted laws banning or restricting the procedures <a href=\"https:\/\/www.theepochtimes.com\/conservative-states-see-surge-in-bans-of-child-sex-changes-19-more-states-could-join-this-year_5161508.html\">on minors<\/a>, the Missouri rule is said to be the first that also affects transgender adults.<\/p>\n<p>The Human Rights Campaign <a href=\"https:\/\/twitter.com\/HRC\/status\/1646654500583747585?s=20\">wrote on Twitter<\/a>, \u201cThis isn\u2019t just an overreach of authority\u2014it\u2019s an outright attempt to endanger and ultimately erase transgender people statewide.\u201d<\/p>\n<p>Missouri\u2019s new rule (<a href=\"https:\/\/ago.mo.gov\/docs\/default-source\/press-releases\/2023-04-13---emergency-reg.pdf?sfvrsn=7f78d4fc_2\">pdf<\/a>)\u00a0clarifies that gender-transitioning medical treatments are illegal under existing consumer-protection laws unless medical providers meet certain informed-consent and patient-screening requirements. The rule takes effect on April 27 and expires on Feb. 6, 2024.<\/p>\n<p>Under the rule, medical providers must give patients specific warnings about risks. (Brad Jones\/The Epoch Times)<\/figure>\n<h2>Special Concerns About Youth<\/h2>\n<p>The rule covers patients of all ages, however, some provisions are tailored to minors.<\/p>\n<p>According to the rule, providers must assess whether \u201csocial contagion\u201d played a role in minors\u2019 gender distress and whether young people suffer from \u201csocial media addiction or compulsion\u201d that contributed to discontent over their gender.<\/p>\n<p>Current patients may continue their gender-transitioning procedures as long as the mental-health assessments and treatment prescribed in the rule are promptly followed, the rule states.<\/p>\n<p>The rules are unreasonable and restrict transgender people\u2019s access to \u201cgender-affirming care,\u201d according to a <a href=\"https:\/\/www.aclu-mo.org\/en\/news\/advocates-promise-legal-action-defense-transgender-people-missouri\">joint statement<\/a>\u00a0from Lambda Legal and\u00a0the Missouri chapter of the American Civil Liberties Union. Calling Bailey\u2019s action \u201ca shocking attempt to exploit Missouri\u2019s consumer protection laws,\u201d the groups stated that they would take legal action against the rule if necessary.<\/p>\n<p>\u201cWe look forward to defending our regulation in court if we need to,\u201d Bailey said in an April 14 email to The Epoch Times. \u201cThis regulation injects an ounce of common sense into gender-transition procedures.\u201d<\/p>\n<p>He said recent revelations about the dangers of these interventions compelled him to act quickly to protect the public, including children.<\/p>\n<p>In an April 14 <a href=\"https:\/\/www.foxnews.com\/media\/missouri-attorney-general-seeks-end-gender-transition-procedures-minors-calling-dangerous?intcmp=tw_fnc\">interview<\/a> with Fox News,\u00a0Bailey called the rule \u201cinnovative,\u201d saying that it\u2019s the first time an attorney general\u2019s authority has been used to create a rule adding safeguards to gender-transitioning practices.<\/p>\n<p>\u201cI would encourage other states to adopt the same policy,\u201d he said.<\/p>\n<figure id=\"attachment_4719966\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/09\/09\/Transgender-LGBT-flags-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> Flags representing LGBT social movements are posted outside the Stonewall Monument in New York on June 7, 2022.
