A recent report disputes the Biden administration&#8217;s&#8217;s praise for these so-called&#8221; historic leaps.&#8221;<\/p>\n<p><strong>CLAIM:<\/strong> When Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2023\/04\/03\/remarks-by-president-biden-on-investing-in-america-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">delivered remarks<\/a> Monday at the Cummins power-generation facility in Fridley, Minnesota, his official Twitter account <a href=\"https:\/\/twitter.com\/POTUS\/status\/1642973927923236865\" target=\"_blank\" rel=\"noopener noreferrer\">claimed<\/a> that his &#8220;<span>economic agenda has led to a Made in America manufacturing [&#8230;] boom.&#8221; In a follow-up tweet, his POTUS account\u00a0<\/span><span><a href=\"https:\/\/twitter.com\/POTUS\/status\/1643055792868696064\" target=\"_blank\" rel=\"noopener noreferrer\">posted<\/a> Monday night<\/span><span>: &#8220;We&#8217;re investing in America \u2013 with historic leaps in manufacturing [&#8230;] And it&#8217;s working.&#8221;<\/span><\/p>\n<p><strong>FACTS:<\/strong> U.S. manufacturing has plummeted to a new low since the start of the COVID-19 pandemic, according to <a href=\"https:\/\/www.ismworld.org\/supply-management-news-and-reports\/news-publications\/inside-supply-management-magazine\/blog\/2023\/2023-04\/rob-roundup-march-2023-manufacturing-pmi\/\" target=\"_blank\" rel=\"noopener noreferrer\">a report<\/a> released on the same day as Biden&#8217;s speech. Monday&#8217;s survey shows that the Institute for Supply Management (ISM)&#8217;s manufacturing index\u2014known as the PMI\u2014reached its lowest level (46.3%) since May 2020. Without factoring in the pandemic recession, the composite index reading hit its lowest point since 2009.
