Yet their reporting <a href=\"https:\/\/thefederalist.com\/2023\/03\/21\/politicos-coverage-of-republican-states-ditching-a-leftist-voter-roll-operation-is-democrat-propaganda-not-news\/\" target=\"_blank\" rel=\"noreferrer noopener\">fails to mention<\/a> ERIC\u2019s ties to left-wing get-out-the-vote operations.<\/p>\n<p>But new details surrounding ERIC\u2019s origins, unveiled by <a href=\"https:\/\/www.restorationofamerica.com\/restoration-news\/eric-the-best-data-money-cant-buy-pt-1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Restoration of America<\/a> and good government group VerityVote, show there\u2019s no denying ERIC was developed to help leftists win elections.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-2025691663\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div  class=\"fdrlst__b89e9-bf5a751839f4419ecf82c33efdcd9125 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-bf5a751839f4419ecf82c33efdcd9125\"><\/div>\n<p>As previously <a href=\"https:\/\/thefederalist.com\/2022\/08\/11\/democratic-operatives-control-voter-rolls-in-31-states-report-shows\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> by The Federalist, ERIC is a voter list maintenance organization that ostensibly exists to clean state voter rolls. But ERIC does more to inflate state voter rolls than clean them, as it requires member states to send voter registration mailers to eligible but unregistered residents. ERIC creates these lists of eligible but unregistered residents using state DMV and social services data <a href=\"https:\/\/www.restorationofamerica.com\/restoration-news\/eric-caught-sharing-voter-data-with-ceir\/\" target=\"_blank\" rel=\"noreferrer noopener\">with<\/a> the Center for Election Innovation and Research, one of two groups that funneled <a href=\"https:\/\/nypost.com\/2021\/10\/13\/mark-zuckerberg-spent-419m-on-nonprofits-ahead-of-2020-election-and-got-out-the-dem-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">$419 million in grant funds from Facebook founder Mark Zuckerberg to government election offices<\/a> during the 2020 election. Such funds went overwhelmingly to the blue areas of swing states, funding Democratic GOTV efforts and tipping the election in then-candidate Joe Biden\u2019s favor. ERIC officials claim, however, that the organization itself is strictly \u201c<a href=\"https:\/\/twitter.com\/beckerdavidj\/status\/1635668880520560642\" target=\"_blank\" rel=\"noreferrer noopener\">bipartisan<\/a>,\u201d yet ERIC\u2019s partisan beginnings suggest otherwise.<\/p>\n<h2>Voter Registration Drives Are Key To Leftist Success<\/h2>\n<p>Way back in 2005, left-wing billionaire George Soros helped found <a href=\"https:\/\/catalist.us\" target=\"_blank\" rel=\"noreferrer noopener\">Catalist<\/a>, a data management firm that runs a national voter database for Democrats and leftist campaigns. After Obama\u2019s landslide victory in 2008, a post-election<strong> <\/strong><a href=\"https:\/\/web.archive.org\/web\/20100216030631\/http:\/\/politics.theatlantic.com\/after%20action%20report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a><strong> <\/strong>by Catalist analyzed Democrats\u2019 winning strategy. It found that in certain swing states \u201cthe number of votes cast by new voters who were registered by progressives exceeded the [Obama\u2019s] margin of victory in that state \u2026 By implication, this suggests that the additional voters generated through progressive voter registration activities may have been essential to an Obama victory in that state.\u201d<\/p>\n<p>Catalist took its observation of successful voter registration tactics and included them in its 2009 mission statement, which was to \u201cbuild, operate and expand a robust, enhanced national voting-age person database that progressive organizations can use \u2026 to produce measurable increases in participation.\u201d In other words, Catalist realized identifying and registering blocs of eligible (and likely Democratic) residents to vote is vital to leftists\u2019 political success. The only problem, according to another <a href=\"https:\/\/acrobat.adobe.com\/link\/track?uri=urn:aaid:scds:US:871f7594-3198-3b40-8ee6-3d663a3fad45\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> funded by Soros\u2019 <a href=\"https:\/\/www.influencewatch.org\/non-profit\/foundation-to-promote-open-society\/\" target=\"_blank\" rel=\"noreferrer noopener\">Foundation to Promote Open Society<\/a>, is that local, grass-roots-based voter registration drives are a \u201ccostly and inefficient model.\u201d There needed to be some sort of voter database that tracked unregistered citizens as well, funded by taxpayer dollars.<\/p>\n<p>Enter Soros\u2019 Foundation, which in 2010 <a href=\"https:\/\/acrobat.adobe.com\/link\/track?uri=urn:aaid:scds:US:3c3b78e0-696d-33ea-bfe0-8a41fca27b27\" target=\"_blank\" rel=\"noreferrer noopener\">awarded grant money<\/a> to leftist nonprofits to make voter registration modernization the centerpiece of leftist advocacy efforts, especially in light of the Supreme Court\u2019s Citizen United decision, which allowed corporate funding of political campaigns.<\/p>\n<div  class=\"fdrlst__b89e9-3864d8b71dbf9eb9029b9be523eed3aa fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-3864d8b71dbf9eb9029b9be523eed3aa\"><\/div>\n<p>One of the grantees, the left-wing Brennan Center, issued a <a href=\"https:\/\/www.restorationofamerica.com\/wp-content\/uploads\/2023\/03\/RenewingDemocracy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> detailing what Democrats must do to save the leftist agenda and counter corporate political spending. One of their solutions was to bring \u201cmillions of new voters onto the rolls\u00a0through a modernized registration system \u2014 starting in 2010\u201d where \u201cstates would automatically and permanently register all eligible citizens.\u201d In this system, \u201cregistration would be permanent \u2014 voters would not fall off the rolls simply by moving \u2026\u00a0Unaccountable \u2018backroom\u2019 purges of voter lists would be curbed.\u201d<\/p>\n<p>Another grantee to the program was the Pew Center on the States (a project of the left-wing charity op <a href=\"https:\/\/www.influencewatch.org\/non-profit\/pew-charitable-trusts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pew Charitable Trusts<\/a>). It also issued a 2010 <a href=\"https:\/\/www.restorationofamerica.com\/wp-content\/uploads\/2023\/03\/pew-center-on-the-states-ugrading-democracy-2010-report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> championing a modern voter registration system, which detailed an early blueprint for ERIC.<\/p>\n<p>\u201cThe private sector consistently draws upon a much wider array of data sources to verify an individual\u2019s information than is currently used by election offices,\u201d the report reads. \u201cBringing this same approach to voter rolls \u2014 specifically, comparing registration records against data from multiple sources and multiple states \u2014 would enable election officials to ensure that their files reflect the most up-to-date and accurate information on eligible voters in their jurisdiction.\u201d <\/p>\n<p>The report goes on to propose a \u201cdata exchange\u201d between member states through a \u201cdata center\u201d that would \u201cstandardize, collate, and match\u201d data such as current voter lists, motor vehicle data, U.S. Postal Service National Change of Address information, Social Security death index data, felon data, state tax data, and student university data.<\/p>\n<div  class=\"fdrlst__b89e9-e295af8105e0959d03ec7862416e4411 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-e295af8105e0959d03ec7862416e4411\"><\/div>\n<p>This is exactly what ERIC does, as it requires states to submit all active and inactive voter files and DMV data to ERIC\u2019s data center every 60 days \u2014 data that can be used to identify and register Democratic-leaning residents to vote.<\/p>\n<p>It\u2019s no wonder then that ERIC\u2019s founder, left-wing activist <a href=\"https:\/\/thefederalist.com\/2023\/03\/15\/democrat-activist-to-resign-from-voter-roll-operation-after-pressure-from-gop-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">David Becker<\/a>, was working as director of election initiatives at Pew Charitable Trusts at the time of these reports. Becker was most likely privy to these modernized registration discussions, especially as Soros\u2019 Foundation <a href=\"https:\/\/www.restorationofamerica.com\/restoration-news\/eric-the-best-data-money-cant-buy-pt-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">gave<\/a> $725,000 \u201cto support the Pew Center on the States\u2019 voter registration modernization initiative\u201d in 2011.<\/p>\n<h2>Unregistered Citizens Equal The New American Majority <\/h2>\n<p>If ERIC were truly a voter list maintenance organization, then member states would be required to clean their voter rolls. Except it\u2019s not required as a condition of membership. What is required, however, is sending voter registration mailers to eligible residents that ERIC hand-selects. As the left-wing nonprofit and ERIC ally, The Advancement Project <a href=\"https:\/\/capitalresearch.org\/app\/uploads\/advancement-project-eric-qa-2015.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">notes<\/a><\/p>\n<blockquote class=\"wp-block-quote\">\n<p>ERIC states are also\u00a0required to contact eligible, but unregistered people\u00a0and \u201ceducate them on the most efficient means to register to vote.\u201d\u00a0Registering the unregistered is mandatory.\u00a0Indeed,\u00a0ERIC states are required to initiate contact\u00a0with at least 95 percent of people identified by ERIC who are eligible or potentially eligible to vote. Failure to comply results in\u00a0<em>automatic removal<\/em> of the state from ERIC membership.<\/p>\n<\/blockquote>\n<p>And which \u201celigible but unregistered\u201d residents is ERIC wanting states to reach out to? What Democrats coin the \u201cNew American Majority,\u201d or <a href=\"https:\/\/thefederalist.com\/2022\/12\/14\/democrats-court-their-newest-voting-bloc-high-schoolers\/\" target=\"_blank\" rel=\"noreferrer noopener\">young people<\/a>, minorities, single women, and LGBT individuals. As Becker noted in a 2011 <a href=\"https:\/\/acrobat.adobe.com\/link\/track?uri=urn:aaid:scds:US:22e370f9-1ad4-32eb-a57f-dc1ba8a38624\" target=\"_blank\" rel=\"noreferrer noopener\">conference<\/a> hosted by Pew aimed at convincing California lawmakers to join ERIC, \u201cvoter rolls nationwide are disproportionately white, disproportionately wealthy and disproportionately old \u2026 thus, the people who are unregistered \u2026 are disproportionately people of color, disproportionately young, and disproportionately economically disadvantaged.\u201d<\/p>\n<p>By targeting these specific demographics, Becker ensures leftists make significant inroads within the electorate, as most of these voters lean heavily Democratic. Not surprisingly, a 2011 leaked <a href=\"https:\/\/acrobat.adobe.com\/link\/track?uri=urn:aaid:scds:US:543a0ee8-5ec6-308a-8bc4-f152b2b86168\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> from the Open Society Foundation\u2019s Democracy and Power Fund calls for expanding voter engagement among \u201cpeople of color, immigrant, and youth communities.\u201d <\/p>\n<p>The left-wing Democracy Alliance \u2014 a network of leftist donors, of which Soros\u2019 Open Society Foundation is a <a href=\"https:\/\/www.influencewatch.org\/organization\/democracy-alliance-conferences\/#coalition-member-orgs\" target=\"_blank\" rel=\"noreferrer noopener\">member<\/a> \u2014 puts it more <a href=\"https:\/\/democracyalliance.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">explicitly<\/a>: <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>Building on our record of success in helping progressive organizations grow and connect, our current investment strategy sustains support to critical national infrastructure and deepens our reach into the states. At a time when nearly every democratic institution of our country and collective values as a nation are under attack, the need for a more powerful and cohesive progressive community has never been greater. When these efforts to strengthen and sustain state-level grassroots organizing and elevate the leadership and capacity of communities in the New American Majority-particularly people of color, LGBT individuals, women, and young people, are well-resourced and coordinated, year-in and year-out, progressives win.<\/p>\n<\/blockquote>\n<h2>ERIC Is A Gift To Leftist Political Operatives<\/h2>\n<p>Following the success of Obama\u2019s 2008 presidential campaign, leftists learned that targeted voter registration efforts are the key to winning elections. As such, a national database composed of registered <em>and<\/em> unregistered residents is essential for activists to identify likely-Democratic voters and harvest their ballots. The problem at the time, however, was no such national database existed, and it would be a bear to fund. But thanks to the Soros-funded Pew Center on the States, ERIC was formed under the guise of helping states clean their voter rolls. <\/p>\n<p>As a result, leftist political operatives were given a treasure trove of citizen data funded by American taxpayers themselves. As Hayden Ludwig put it for Restoration of America, \u201cIn a single stroke, ERIC had succeeded in building the most comprehensive, widespread, and valuable voter file the country had ever seen \u2014 updated practically in real-time. With it, a campaign could become unbeatable.\u201d<\/p>\n<p>Thanks to its membership requirement that states must reach out to unregistered but eligible voters (a list ERIC provides), ERIC upholds the mission for which it was founded: adding Democratic Party-leaning demographics, or the \u201cNew American Majority\u201d to state voter rolls across the country.<\/p>\n<p>And as a 2019 <a href=\"https:\/\/www.scribd.com\/document\/442063688\/Mind-the-Gap-s-memo-to-prospective-donors#from_embed\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> from Silicon Valley-based Super Pac <a href=\"https:\/\/thefederalist.com\/2022\/12\/01\/thank-sam-bankman-fried-for-democrats-2022-ground-game\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mind The Gap<\/a> notes of these voters, \u201cHistorical data suggest that 40-50% of these new voters will go on to vote in the 2022 elections without any additional campaign or [get-out-the-vote] encouragement.\u201d Meaning once leftists target who to register, they are ensuring such voters will remain active in future elections for years to come.<\/p>\n<p>Thankfully, multiple red states are waking up to this clear Democratic-vote-harvesting scheme. In March alone, Florida, Missouri, West Virginia, Iowa, and Ohio <a href=\"https:\/\/thefederalist.com\/2023\/03\/06\/florida-missouri-and-west-virginia-withdraw-from-leftist-controlled-voter-roll-maintenance-group-eric\/\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew from ERIC<\/a> over its ties to the left and data sharing concerns.<\/p>\n<p>\u201cThere is no defensible justification to allow any opportunity for partisanship in voter registration and list maintenance, much less in the administration of our nation\u2019s elections,\u201d West Virginia Secretary of State Mac Warner said in a <a href=\"https:\/\/www.sos.mo.gov\/default.aspx?PageId=10296\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a>.<\/p>\n<div  class=\"fdrlst__b89e9-21af0a7ac71a007edbdfd3f389e7d952 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-21af0a7ac71a007edbdfd3f389e7d952\"><\/div>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">   Victoria Marshall is a staff writer at The Federalist.
