The arrangement meant a nice payday for the Bidens and their associates. And, as it turned out, the launch of the Biden Institute <a href=\"https:\/\/www.breitbart.com\/politics\/2023\/02\/14\/exclusive-secret-china-donations-to-university-of-delaware-soared-after-the-opening-of-the-biden-institute\/\">coincided<\/a> with a bonanza in foreign money donations for the university. Correspondences show that UD wanted Joe Biden to raise funds for the university after his institute opened.<\/p>\n<figure id=\"M-ROS-B1\"><\/figure>\n<figure id=\"gmxrevmore\"><\/figure>\n<p>In the weeks and months following the opening of the Institute, UD received foreign cash donations totaling more than <a href=\"https:\/\/freebeacon.com\/latest-news\/foreign-nations-poured-millions-into-university-that-houses-biden-institute\/\" target=\"_blank\" rel=\"noopener external\">$33 million<\/a>, including <a href=\"https:\/\/www.breitbart.com\/politics\/2023\/02\/14\/exclusive-secret-china-donations-to-university-of-delaware-soared-after-the-opening-of-the-biden-institute\/\">$6.7 million<\/a> from China. Of that sum, three gifts came directly from the Chinese Communist government.<\/p>\n<p>In a series of email exchanges that included Hunter Biden, Valerie Biden Owens (Joe\u2019s sister who called Hunter Biden the \u201ccentral person\u201d in the UD plans), two of Owens\u2019s daughters (Joe\u2019s nieces), and various Biden business associates, they discussed ways that they could benefit from Biden\u2019s academic ventures and having \u201cthe Biden Foundation\u201d or a \u201cfamily member\u201d sign a Memorandum of Understanding (\u201cMOU\u201d) \u201con behalf of the VP.\u201d Emails from Hunter Biden\u2019s abandoned laptop show that UD and Team Biden negotiated ways to compensate Biden family members, including Joe Biden\u2019s sister Valerie Biden Owens.<\/p>\n<div id=\"attachment_23527623\">\n<p>President Joe Biden delivers the commencement address at the University of Delaware graduation ceremony in Newark, Delaware, on May 28, 2022. In an August 30, 2016, email, Kaufman advised Team Biden: \u201cWhen it comes to the [UD Memorandum of Understanding] MOU, probably less detail about what we are doing the better.\u201d<\/p>\n<figure id=\"M-ROS-B2\"><\/figure>\n<div id=\"attachment_23598498\">\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2023\/03\/Schwerin-8-30-16.png\"><\/a><\/p>\n<p>Click on the image of the email to enlarge.<\/p>\n<\/div>\n<p>Since Joe Biden would be publicly associated with the UD institute that bore his name, it is unclear why it was important to keep Joe\u2019s name off the MOU. But it was not the first nor last time that the elder Biden\u2014the \u201cbig guy\u201d or Hunter\u2019s <a href=\"https:\/\/www.breitbart.com\/clips\/2020\/10\/29\/fncs-carlson-media-handling-of-bobulinski-hunter-biden-saga-soviet-style-suppression-of-information\/\">\u201cchairman\u201d<\/a>\u2014was <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/07\/28\/report-hunters-alarmed-biz-partner-called-joe-biden-big-guy-again-2020\/\">referred to opaquely<\/a> in business correspondence or that Biden business associates were\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/10\/22\/biden-insider-tony-bobulinski-provides-trove-documents-senate-investigators\/\">instructed<\/a>\u00a0to \u201cdon\u2019t mention Joe.\u201d<\/p>\n<p>Having a private family member sign on his behalf would be one way to avoid having to disclose the precise amounts of money, if any, that Joe Biden would be paid. Indeed, Joe Biden disclosed zero income from UD while\u00a0<a href=\"https:\/\/timesofindia.indiatimes.com\/world\/us\/us-president-joe-biden-was-paid-one-million-dollars-a-year-to-teach-but-never-taught-a-single-class\/articleshow\/96901081.cms\" target=\"_blank\" rel=\"noopener external\">disclosing<\/a>\u00a0nearly $1 million in personal income from the University of Pennsylvania (Penn), which houses the Biden Center. (As it happens, Penn has also seen an influx of <a href=\"https:\/\/freebeacon.com\/democrats\/watchdog-calls-for-transparency-from-university-of-pennsylvanias-biden-center\/\" target=\"_blank\" rel=\"noopener external\">foreign donations from China<\/a>\u00a0since the launch of the Biden Center in 2017.)<\/p>\n<p>For whatever reason, UD either did not pay Joe Biden any money or they paid it to someone else on his behalf, thereby bypassing the need for disclosure. Last month, Breitbart News\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2023\/03\/15\/family-business-biden-probe-expands-mystery-biden\/\">reported<\/a>\u00a0that China\u2019s military-linked CEFC energy company funneled approximately $3 million to a Biden associate who, in turn, distributed the money to multiple Biden family members in a series of smaller payments.<\/p>\n<p>Hunter Biden, James Biden (Joe\u2019s brother), Hallie Biden (Hunter\u2019s paramour and the widow of Joe\u2019s son, Beau Biden), and a mystery individual who was only identified as \u201cBIDEN,\u201d were among the Biden family members who received tranches of China-linked cash.<\/p>\n<figure id=\"M-ROS-B3\"><\/figure>\n<p>The email exchanges regarding the University of Delaware may suggest a possible answer to the mystery of how the Biden family made money: by brokering access to then-Vice President Joe Biden.<\/p>\n<p>In an email on August 9, 2016, longtime Biden business associate Eric Schwerin related to the Bidens his conversation with \u201cAlan,\u201d who appears to be UD\u2019s Executive Vice President of Finance and Facilities, Alan Brangman:<\/p>\n<blockquote>\n<p>I just got off the phone with Alan at UD. I was doing some follow up with him per our last call. Few things we discussed.<\/p>\n<p>1) To confirm, the budget for the Biden Center is $2.5m a year for five years. For <strong>a total of $12.5m over the five years<\/strong>. I know there was some question about that. [Emphasis added]\n<p>2) They are happy on their end to have consulting contracts for the employees of the Center. They have cleared that on their end. The consulting contracts can begin once we finalize the MOU and then the clock will begin ticking on the $2.5m budget for year one. So, it is up to us how much the consulting contract is for as long as it is within budget and can be justified vis a vis other consulting contracts.<\/p>\n<p>3) That $2.5m budget include salaries, benefits and operational expenses. So, if the Biden Center wants to put together a series of seminars, the funding for those seminars would come out of the $2.5m. The Biden Center can get sponsors to defray some costs, but we should keep in mind that the whole $2.5m can\u2019t be spent on salaries. We need to start thinking programmatically what the Biden Center would do in year one and how much it might cost. <strong>Then we\u2019ll know what we are left with for salaries\/consulting contracts.<\/strong>\u00a0[Emphasis added)<\/p>\n<p>4) The counter-party to the MOU in UD\u2019s mind<em>\u00a0<\/em><strong>would not be the VP personally but could be the Biden Foundation or potentially a family member signing on behalf of the VP (Hunter or Val?).<\/strong><em>\u00a0<\/em>We should discuss who we want it to be.\u201d [Emphasis added]\n<\/blockquote>\n<p>This email from Eric Schwerin, who is now\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2023\/02\/22\/biden-family-key-partner-eric-schwerin-flip-house-oversight-probe\/\">cooperating with the congressional committee<\/a>\u00a0that is investigating the Biden family\u2019s foreign business dealings, confirms that the Biden academic venture at the University of Delaware would provide up to $12.5 million in cash to directly fund the Bidens\u2019 plans there.<\/p>\n<div id=\"attachment_23526403\">\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2023\/03\/Eric-Schwerin-Email-August-9-2016.png\"><\/a><\/p>\n<p>Click on the image of the email to enlarge.<\/p>\n<\/div>\n<p>According to a follow-up correspondence from Schwerin on the same day,\u00a0UD\u2019s incoming president Dr. Dennis Assanis apparently agreed to spend staggering sums\u2014up to $100 million over five years\u2014building out the Biden Institute, including either by constructing a new building or by renovating an old building to house the Biden Institute on UD\u2019s campus.<\/p>\n<p>On June 11, 2016, Hunter received an email from his aunt Valerie Biden Owens concerning the issue of \u201csalaries.\u201d As they were working out how the academic ventures should be structured, Valerie Biden Owens wrote to Hunter:<\/p>\n<figure id=\"M-ROS-B4\"><\/figure>\n<blockquote>\n<p>Hunter \u2013 Hopefully UD will get back to us soon so that we can make our plans. We need to confirm space and funds available for salaries \u2026 and those new drapes that JRB [Joseph Robinette Biden] will want in his office. xoxo avbo<\/p>\n<\/blockquote>\n<div id=\"attachment_23525078\">\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2023\/03\/2016-JRB-Drape-Valeries-Biden-Owens-REDACTED.png\"><\/a><\/p>\n<p>Click on the image of the email to enlarge.<\/p>\n<\/div>\n<p>Correspondences show that Valerie Biden Owens was the only Biden family member for whom a firm compensation was negotiated (though UD suggested that Joe Biden would be on the payroll). In an August 24, 2016, email laying out the timeline of UD negotiations, Schwerin suggested that October 15 or November 1, 2016 would be the date that \u201cUD signs Consulting Contract with Valerie Owens or her LLC for $12,500 a month for one year.\u201d<\/p>\n<div id=\"attachment_23598518\">\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2023\/03\/Schwerin-8-24-16.png\"><\/a><\/p>\n<p>Click on the image of the email to enlarge.<\/p>\n<\/div>\n<p>The Biden Foundation was apparently tied up in the UD negotiations and, according to Schwerin, planned to sign a \u201cConsulting Contract with Valerie Owens or her LLC for $12,500 a month for one year.\u201d If executed, these agreements would bring Valerie Biden Owens\u2019 first-year compensation to $300,000.<\/p>\n<p>Valerie Biden Owens ultimately <a href=\"https:\/\/www.linkedin.com\/in\/valerie-biden-owens\/\" target=\"_blank\" rel=\"noopener external\">landed the position<\/a> of \u201cVice Chair\u201d of the institute when it opened in early 2017. She was promoted to Chair of the Biden Institute in February 2020\u2014<a href=\"https:\/\/www.bidenschool.udel.edu\/bideninstitute\/about\/leadership-and-staff\" target=\"_blank\" rel=\"noopener external\">a position she holds today<\/a>\u2014though her current compensation is unknown.<\/p>\n<\/p>\n<p>Schwerin\u2019s August 2016 email provides another example of how the Biden family discussed ways to shield Joe from disclosure. Ex-Biden business associate Tony Bobulinski provided messages to the FBI and Congress that revealed that the Bidens were nervous any time Joe\u2019s name was mentioned in relation to their Chinese dealings. For example, in a May 2017 exchange between Bobulinski and another Biden business associate involved in the CEFC negotiations named James Gilliar, Bobulinski was <a href=\"https:\/\/nypost.com\/2020\/10\/22\/hunter-biden-ex-business-partner-told-dont-mention-joe-in-text\/\" target=\"_blank\" rel=\"noopener external\">warned<\/a> not to mention Joe Biden\u2019s name in writing. \u201cDon\u2019t mention Joe being involved, it\u2019s only when u are face to face, I know u know that but they are paranoid,\u201d Gilliar wrote. \u201cOK they should be paranoid about things,\u201d Bobulinski replied.<\/p>\n<p>This also raises questions about the so-called \u201c<a href=\"https:\/\/www.breitbart.com\/politics\/2023\/03\/15\/family-business-biden-probe-expands-mystery-biden\/\">Mystery Biden<\/a>\u201d who received a chunk of the $3 million passed through from CEFC.<\/p>\n<p>Perhaps the most mysterious aspect of Biden\u2019s academic ventures at Penn and UD was how they were conceived. The initial plans for both the Penn Biden Center and the Biden Institute at UD were apparently hatched by Joe\u2019s son Hunter Biden, Joe\u2019s sister Valerie Biden Owens, Valerie\u2019s daughters (Joe\u2019s nieces), and Hunter\u2019s business associates.<\/p>\n<p>These plans were set in motion\u00a0while Joe Biden was <em>still<\/em> the vice president\u00a0and at the same time that Biden family members were making deals with foreign oligarchs.<\/p>\n<p>In March 2016, Hunter Biden met with UD\u2019s incoming president Dr. Assanis.
