It <a href=\"https:\/\/www.theepochtimes.com\/new-york-state-report-says-cuomos-edict-not-to-blame-for-nursing-home-deaths_3416388.html\">claimed<\/a> that a March 2020 order from state officials wasn\u2019t to blame for thousands of nursing home residents dying from COVID-19. The report received criticism, with one lawmaker <a href=\"https:\/\/www.theepochtimes.com\/many-flaws-in-cuomo-agency-report-on-nursing-homes-and-covid-19-lawmaker_3419480.html\">saying<\/a> it contained numerous flaws.<\/p>\n<p>The figures withheld from the report were of deaths among residents who were transferred to hospitals.<\/p>\n<p>On Thursday, Beth Garvey, a senior adviser to Democrat Gov. Andrew Cuomo, said the withholding was done because the state Department of Health \u201ccould not confirm it had been adequately verified.\u201d<\/p>\n<p>\u201cThis did not change the conclusion of the report, which was and is that the March 25 order was \u2018not a driver of nursing home infections or fatalities,&#8217;\u201d she added.<\/p>\n<p>In another statement released by Cuomo\u2019s office, New York\u00a0Department of Health spokesman Gary Holmes said that the report established the March 2020 memo \u201cwas not a driver of nursing home deaths.\u201d<\/p>\n<p>\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3656557\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/03\/New-York-nursing-home-1200x800-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"427\" \/><\/p>\n<p>Emergency medical workers are seen unloading a patient outside a nursing home in Brooklyn, New York, on April 18, 2020. (Justin Heiman\/Getty Images)<\/p>\n<p>\u201cThe report\u2019s purpose was to ensure the public had a clear non-political evaluation for how COVID entered nursing homes at the height of the pandemic. All data sets reviewed came to a common conclusion\u2014that spread from staff was likely the primary driver that introduced COVID into these nursing homes. While early versions of the report included out of facility deaths, the COVID task force was not satisfied that the data had been verified against hospital data and so the final report used only data for in facility deaths, which was disclosed in the report. While the out of facility deaths were held aside for verification, the conclusions were supported by both data sets,\u201d he wrote.<\/p>\n<p>\u201cThe decision was made to initially release the report without the out of facility data and to later update the report to include the out of facility deaths. This was done in February.\u201d<\/p>\n<p>The statements came in response to a Wall Street Journal <a href=\"https:\/\/www.wsj.com\/articles\/cuomo-advisers-altered-report-on-covid-19-nursing-home-deaths-11614910855\">article<\/a> that alleged Cuomo\u2019s top advisers pushed state health officials to leave out the numbers in question from the report.<\/p>\n<p>Citing people with knowledge of the report\u2019s production, who were not named, the article said the initial version of the report did include the number of deaths of nursing home residents outside of nursing homes.<\/p>\n<p>The article drew criticism from state lawmakers, including Assemblyman Ron Kim, a Democrat.<\/p>\n<p>\u201cThis is criminal,\u201d Kim wrote in a tweet. \u201cThe Gov\u2019s top advisors pushed state health officials to strip a public report of the data showing more nursing home deaths. The changes Cuomo\u2019s aides made to the report reveal that they had the fuller accounting of NH deaths as early as the summer of 2020.\u201d<\/p>\n<p>The March 2020 directive stated that nursing home operators couldn\u2019t refuse to accept residents even if they tested positive for COVID-19.<\/p>\n<p>\u201cNo resident shall be denied readmission or admission to a nursing home solely based on a confirmed or suspected diagnosis of COVID-19,\u201d it said.<\/p>\n<p>\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3722057\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/03\/nursing-home-in-ny-1200x800-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"427\" \/><\/p>\n<p>Stickers are seen decorating the windows of the Sapphire Center nursing home after reports of a number of deaths there came to light during an ongoing outbreak of COVID-19 in the Brooklyn borough of New York on April 17, 2020. (Lucas Jackson\/Reuters)<\/p>\n<p>Advocacy groups criticized the order.<\/p>\n<p>\u201cThis approach will introduce the highly contagious virus into more nursing homes,\u201d\u00a0Mark Parkinson, president of the American Health Care Association, and Dr. David Gifford, the group\u2019s chief medical officer, warned days after the order was issued. \u201cThere will be more hospitalizations for nursing home residents who need ventilator care and ultimately, a higher number of deaths.\u201d<\/p>\n<p>Cuomo\u2019s administration <a href=\"https:\/\/www.theepochtimes.com\/new-york-mandate-blocks-discharge-of-elderly-covid-19-patients-to-nursing-homes_3346266.html\">rescinded the policy in May<\/a>, but has insisted it did not lead to more deaths involving COVID-19.<\/p>\n<p>Health officials only <a href=\"https:\/\/www.theepochtimes.com\/covid-19-deaths-among-new-york-nursing-home-residents-rise-by-40-percent_3677257.html\">released<\/a> how many nursing home residents died outside of hospitals after\u00a0New York Attorney General Letitia James, a Democrat, accused the state\u00a0<a href=\"https:\/\/www.theepochtimes.com\/new-york-underreported-covid-nursing-home-deaths-by-50-percent-ag-report_3675488.html\" target=\"_blank\" rel=\"noopener\">of underreporting<\/a>\u00a0the number of nursing home deaths by as much as 50 percent.<\/p>\n<p>A top aide to Cuomo <a href=\"https:\/\/www.theepochtimes.com\/new-yorks-cuomo-releases-full-transcript-of-aides-speaking-with-legislators_3701772.html\">told state lawmakers<\/a> in February that the data was withheld because of fears it would be \u201cused against us\u201d by critics, noting that former President Donald Trump had urged the Department of Justice (DOJ) to probe the state\u2019s COVID-19 policies.<\/p>\n<p>The\u00a0DOJ is investigating those policies, Cuomo\u2019s administration has said. Officials said the administration is cooperating with the probe.
