Over the same period, gender hormone treatments and surgeries have become trendy despite alarm from parents and medical professionals. Young people who previously identified as transgender have also spoken out about regretting getting medical intervention.<\/span><\/p>\n<p><span style=\"font-weight: 400\">By 2021, nearly 5,000 younger children had been put on puberty blockers, and nearly 15,000 trans-identifying teens had been put on cross-sex hormones. More than 700 teen girls had their healthy breasts removed. At least 56 minors had genital sex-change surgery.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although at least 31 states have proposed restrictions on <\/span><span style=\"font-weight: 400\">the practice of child sex change treatments and procedures<\/span><span style=\"font-weight: 400\">, only some states have managed to get their restrictions approved.<\/span><\/p>\n<h2><b>Nine States With Active Bans<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Florida, Alabama, Utah, Iowa, and Mississippi have bans that are currently in effect. Arizona, Georgia, Tennessee, and South Dakota have bans that are set to take effect soon.<\/span><\/p>\n<p><b>Florida<\/b><span style=\"font-weight: 400\"> \u2013 In November, Florida\u2019s medical boards approved a <\/span><a href=\"https:\/\/ww10.doh.state.fl.us\/pub\/medicine\/Agenda_Info\/Public_Information\/Public_Books\/2022\/November\/11042022_JointFB_Publicbook.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">rule<\/span><\/a><span style=\"font-weight: 400\"> pushed by Governor Ron DeSantis that bans puberty blockers, cross-sex hormones, and sex-change surgeries. The ban <\/span><a href=\"https:\/\/www.axios.com\/local\/tampa-bay\/2023\/03\/16\/florida-transgender-health-care-ban-begins\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">went into<\/span><\/a><span style=\"font-weight: 400\"> effect in March.<\/span><\/p>\n<p><b>Alabama<\/b><span style=\"font-weight: 400\"> \u2013 In April last year, Republican <\/span><span style=\"font-weight: 400\">Governor Kay Ivey signed a <\/span><a href=\"https:\/\/legiscan.com\/AL\/text\/SB184\/id\/2566425\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on puberty blockers, cross-sex hormones, and gender surgeries for minors. Doctors who provide such services could face up to 10 years in prison. A federal court blocked the puberty blockers and cross-sex hormones part of the ban, but the <\/span><span style=\"font-weight: 400\">gender surgeries part <\/span><a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/alabama-ban-gender-affirming-care-transgender-youth-takes-effect-rcna27913\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">remains<\/span><\/a><span style=\"font-weight: 400\"> in effect.<\/span><span style=\"font-weight: 400\"> The ban went into effect in May.<\/span><\/p>\n<p><b>Utah<\/b><span style=\"font-weight: 400\"> \u2013 In January, Republican <\/span><span style=\"font-weight: 400\">Governor Spencer Cox signed a <\/span><a href=\"https:\/\/le.utah.gov\/~2023\/bills\/static\/SB0016.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">law<\/span><\/a><span style=\"font-weight: 400\"> that puts a moratorium on puberty blockers and cross-sex hormones for minors who are not already on them and bans gender surgeries for minors.<\/span><span style=\"font-weight: 400\"> The ban <\/span><a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/utah-poised-first-state-pass-gender-affirming-care-ban-2023-rcna67941\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">went into<\/span><\/a> <span style=\"font-weight: 400\">effect in late January.<\/span><\/p>\n<p><b>Iowa<\/b><span style=\"font-weight: 400\"> \u2013 In March, Republican Governor Kim Reynolds signed a <\/span><a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ga=90&#038;ba=SF%20538\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on puberty blockers, cross-sex hormones, and gender surgeries for minors. Doctors have six months to pull children off these treatments. The ban <\/span><a href=\"https:\/\/wgntv.com\/news\/iowa-governor-signs-transgender-bathroom-bill-bans-gender-affirming-care-for-youth\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">took effect<\/span><\/a><span style=\"font-weight: 400\"> immediately.<\/span><\/p>\n<p><b>Mississippi<\/b><span style=\"font-weight: 400\"> \u2013 In February<\/span><span style=\"font-weight: 400\">, Republican Governor Tate Reeves, signed a <\/span><a href=\"http:\/\/billstatus.ls.state.ms.us\/documents\/2023\/html\/HB\/1100-1199\/HB1125SG.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on puberty blockers, cross-sex hormones, and gender surgeries for minors. The ban <\/span><a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/mississippi-governor-signs-bill-banning-transgender-health-care-minors-rcna72765\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">went into<\/span><\/a><span style=\"font-weight: 400\"> effect immediately.<\/span><\/p>\n<p><b>Arizona<\/b><span style=\"font-weight: 400\"> \u2013 Last year in March, Republican Governor Doug Ducey signed a <\/span><a href=\"https:\/\/www.azleg.gov\/legtext\/55leg\/2R\/bills\/SB1138S.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on gender surgeries for minors. The law is <\/span><a href=\"https:\/\/www.cnn.com\/2022\/03\/30\/politics\/arizona-transgender-health-care-ban-sports-ban\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">less restrictive<\/span><\/a><span style=\"font-weight: 400\"> than some and does allow puberty blockers and cross-sex hormones. The ban takes effect on April 1 of this year.<\/span><\/p>\n<p><b>Georgia<\/b><span style=\"font-weight: 400\"> \u2013 In March, Republican Governor Brian Kemp signed a <\/span><a href=\"https:\/\/www.legis.ga.gov\/legislation\/64231\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on cross-sex hormones and gender surgeries for minors who are not already on them. The law <\/span><a href=\"https:\/\/georgiarecorder.com\/brief\/kemp-signs-georgia-law-banning-most-gender-affirming-care-for-minors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">does allow<\/span><\/a><span style=\"font-weight: 400\"> puberty blockers for children. Hospitals and doctors who violate the ban can lose their permits and licenses, and doctors can face criminal liability. The law takes effect on July 1.<\/span><\/p>\n<p><b>Tennessee<\/b><span style=\"font-weight: 400\"> \u2013 In March, Republican Governor Bill Lee signed a <\/span><a href=\"https:\/\/wapp.capitol.tn.gov\/apps\/BillInfo\/Default.aspx?BillNumber=SB0001&#038;ga=113\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on puberty blockers, cross-sex hormones, and gender surgeries for minors. Doctors must pull kids off hormone treatments by March 31 of next year. The law allows minors to sue anyone who violates the ban and gives them hormone treatment drugs. The ban <\/span><a href=\"https:\/\/www.tennessean.com\/story\/news\/politics\/2023\/03\/02\/tennessee-governor-bill-lee-signs-anti-trans-bill-drag-restrictions-into-law\/69937336007\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">takes effect<\/span><\/a><span style=\"font-weight: 400\"> on July 1.<\/span><\/p>\n<p><b>South Dakota<\/b><span style=\"font-weight: 400\"> \u2013 In February, Republican Governor Kristi Noem signed a <\/span><a href=\"https:\/\/sdlegislature.gov\/Session\/Bill\/24100\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> that bans puberty blockers, cross-sex hormones, and gender surgeries for minors. Doctors have until the end of the year to pull kids off hormone treatments. Doctors who violate the ban can have their medical licenses revoked. Minors have until they turn 25 to sue doctors who violate the ban.<\/span><span style=\"font-weight: 400\"> The ban <\/span><a href=\"https:\/\/apnews.com\/article\/sd-state-wire-kristi-noem-health-south-dakota-gender-2b6ba634acc1f17f6ab9ade36fc1ae96\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">takes effect<\/span><\/a><span style=\"font-weight: 400\"> on July 1.<\/span><\/p>\n<h2><b>Three States With Restrictions Stuck In Court\u00a0<\/b><\/h2>\n<p><b>Arkansas <\/b><span style=\"font-weight: 400\">\u2013 In 2021, Arkansas overrode Republican Governor Asa Hutchinson\u2019s veto to become the first state to ban puberty blockers, cross-sex hormones, and gender surgeries for minors. The <\/span><a href=\"https:\/\/www.arkleg.state.ar.us\/Bills\/Detail?id=SB199&#038;ddBienniumSession=2023\/2023R\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> also prohibits doctors from referring children elsewhere for those treatments. However, the ban has been blocked by a federal court since July 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, in March, Republican Governor Sarah Huckabee Sanders signed another law that makes it easier to file malpractice lawsuits against doctors who provide gender treatments to minors. This new law could effectively halt much of the child gender treatment industry in Arkansas by making it almost impossible for doctors to get malpractice insurance. This law takes effect this summer.<\/span><\/p>\n<p><b>Texas <\/b><span style=\"font-weight: 400\">\u2013 Last year in February, Republican Governor Greg Abbott <\/span><a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-directs-dfps-to-investigate-gender-transitioning-procedures-as-child-abuse\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">directed<\/span><\/a><span style=\"font-weight: 400\"> the Texas Department of Family and Protective Services to investigate parents subjecting their children to \u201cabusive gender-transitioning procedures.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In June, an Austin judge blocked Abbott\u2019s directive. The Texas attorney general is fighting the courts to allow the child abuse investigations to move forward.<\/span><\/p>\n<p><b>Alabama <\/b><span style=\"font-weight: 400\">\u2013 Alabama\u2019s gender surgery ban is in effect, but a federal court blocked the state\u2019s ban on puberty blockers and cross-sex hormones. Alabama is <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/alabama-transgender-healthcare-abortion-ruling-roe-v-wade\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">fighting<\/span><\/a><span style=\"font-weight: 400\"> the court\u2019s decision.<\/span><\/p>\n<h2><b>Three Bans Awaiting Governor\u2019s Signature<\/b><\/h2>\n<p><b>West Virginia<\/b><span style=\"font-weight: 400\"> \u2013 The legislature passed a <\/span><a href=\"http:\/\/www.wvlegislature.gov\/Bill_Status\/bills_history.cfm?INPUT=2007&#038;year=2023&#038;sessiontype=RS\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> in March that bans puberty blockers, cross-sex hormones, and gender surgeries for minors. The bill is <\/span><a href=\"https:\/\/www.pbs.org\/newshour\/politics\/west-virginia-gop-legislature-passes-ban-on-transgender-health-care-for-minors\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">currently<\/span><\/a><span style=\"font-weight: 400\"> sitting on the desk of Republican Governor Jim Justice, but it is not yet clear whether he intends to sign it.<\/span><\/p>\n<p><b>Indiana<\/b><span style=\"font-weight: 400\"> \u2013 The legislature passed a <\/span><a href=\"https:\/\/iga.in.gov\/legislative\/2023\/bills\/senate\/480\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> in March that bans puberty blockers, cross-sex hormones, and gender surgeries for minors. The bill was <\/span><a href=\"https:\/\/www.whec.com\/national-world\/indiana-bill-banning-gender-affirming-care-sent-to-governor\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">sent<\/span><\/a><span style=\"font-weight: 400\"> to Republican Governor Eric Holcomb, but he has not yet signed it.<\/span><\/p>\n<p><b>Idaho<\/b><span style=\"font-weight: 400\"> \u2013 The legislature passed a <\/span><a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2023\/legislation\/H0071\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> in March that bans puberty blockers, cross-sex hormones, and gender surgeries for minors. The bill was <\/span><a href=\"https:\/\/www.ktvb.com\/article\/news\/local\/capitol-watch\/idaho-senate-votes-to-ban-gender-affirming-care-for-minors-brad-little-trans-youth\/277-c69f5aea-bf21-4604-a514-af7ac33ba82d\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">sent<\/span><\/a><span style=\"font-weight: 400\"> to Republican Governor Brad Little, but he has not yet signed it.<\/span><\/p>\n<h2><b>One State Where A Ban Was Vetoed<\/b><\/h2>\n<p><b>Kentucky<\/b><span style=\"font-weight: 400\"> \u2013 In March, Democratic Kentucky Governor <\/span><span style=\"font-weight: 400\">Andy Beshear <\/span><a href=\"https:\/\/www.cnn.com\/2023\/03\/24\/politics\/kentucky-veto-gender-affirming-youth-care\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">vetoed<\/span><\/a><span style=\"font-weight: 400\"> a Republican-led <\/span><a href=\"https:\/\/apps.legislature.ky.gov\/record\/23rs\/sb150.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ban<\/span><\/a><span style=\"font-weight: 400\"> on <\/span><span style=\"font-weight: 400\">puberty blockers, cross-sex hormones, and gender surgeries for minors.<\/span><\/p>\n<h2><b>13 States With Restrictions In Progress<\/b><\/h2>\n<p><span style=\"font-weight: 400\">A majority of states have introduced restrictions or bans on <\/span><span style=\"font-weight: 400\">child sex change treatments and procedures, but many are unlikely to advance far in the legislature. Here are some of the prominent bills.<\/span><\/p>\n<p><b>Missouri<\/b><span style=\"font-weight: 400\"> \u2013 <\/span><span style=\"font-weight: 400\">The Missouri Senate passed a <\/span><a href=\"https:\/\/www.senate.mo.gov\/23info\/BTS_Web\/Bill.aspx?SessionType=R&#038;BillID=44407\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> in March that <\/span><a href=\"https:\/\/www.kansascity.com\/news\/politics-government\/article273503765.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">seeks<\/span><\/a><span style=\"font-weight: 400\"> to <\/span><span style=\"font-weight: 400\">ban puberty blockers, cross-sex hormones, and gender surgeries for minors. The restrictions on puberty blockers and hormones expire in 2027, while the gender surgeries ban does not expire.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Meanwhile, Missouri\u2019s attorney general is <\/span><a href=\"https:\/\/ago.mo.gov\/home\/news\/2023\/03\/20\/missouri-attorney-general-andrew-bailey-announces-emergency-regulation-on-gender-transition-interventions-for-minors\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">seeking<\/span><\/a><span style=\"font-weight: 400\"> an emergency regulation on medical gender procedures for children.<\/span><\/p>\n<p><b>Kansas<\/b><span style=\"font-weight: 400\"> \u2013 <\/span><span style=\"font-weight: 400\">The Kansas Senate <\/span><a href=\"https:\/\/www.ksnt.com\/capitol-bureau\/kansas-senate-set-to-advance-ban-on-gender-affirming-care-for-minors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">passed<\/span><\/a><span style=\"font-weight: 400\"> a <\/span><a href=\"http:\/\/www.kslegislature.org\/li\/b2023_24\/measures\/documents\/supp_note_hb2263_02_0000.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> in March <\/span><span style=\"font-weight: 400\">that strips doctors\u2019 licenses if they perform gender surgery on a minor and allows a person who received gender surgery as a child to sue the doctor who performed the surgery.<\/span><\/p>\n<p><b>Oklahoma<\/b><span style=\"font-weight: 400\"> \u2013 A <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB2177&#038;session=2300\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> introduced in February and quickly advancing through the Republican-controlled legislature <\/span><a href=\"https:\/\/www.kosu.org\/show\/stateimpact-oklahoma\/2023-03-23\/a-proposed-ban-on-gender-affirming-care-for-minors-would-affect-oklahoma-adults-too\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">seeks<\/span><\/a><span style=\"font-weight: 400\"> to ban puberty blockers, <\/span><span style=\"font-weight: 400\">cross-sex hormones, and gender surgeries for minors. Doctors have six months to pull kids off these treatments. The bill also prohibits health facilities that receive state funds from providing these treatments to anyone of any age. Insurance companies are also banned from covering the treatments.<\/span><\/p>\n<p><b>Ohio <\/b><span style=\"font-weight: 400\">\u2013 A <\/span><a href=\"https:\/\/search-prod.lis.state.oh.us\/solarapi\/v1\/general_assembly_135\/bills\/hb68\/IN\/00\/hb68_00_IN?format=pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bill<\/span><\/a><span style=\"font-weight: 400\"> introduced in February <\/span><a href=\"https:\/\/www.nbc4i.com\/news\/local-news\/columbus\/ohio-lawmakers-reintroduce-bill-banning-gender-affirming-care-for-lgbtq-youth\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">seeks<\/span><\/a><span style=\"font-weight: 400\"> to ban puberty blockers, cross-sex hormones, and gender surgeries for minors.
