This is directly in contradiction with the statement made by Alejandro Mayorkas (DHS Secretary).<\/p>\n<p>Ortiz made these remarks in McAllen (Texas) during a House Homeland Security Committee hearing. He was responding to a question by Chairman Mark Green regarding security at the U.S.-Mexico frontier.<\/p>\n<p>&#8220;Does DHS have operational control of our entire border?&#8221; Green asked.<\/p>\n<p>&#8220;No sir,&#8221; Ortiz responded.<\/p>\n<p>Behind Green featured a poster board showing that &#8220;operational control,&#8221; According to U.S. law, &#8220;is&#8221; is &#8220;the prevention of all unlawful entries into the United States, including entries by terrorists, other unlawful aliens, instruments of terrorism, narcotics and other contraband.&#8221;<\/p>\n<p>Green then showed a video of Rep. Chip Roy (R.TX) asking Mayorkas last January whether the U.S. has operational control over the southern border. &#8220;Yes, we do,&#8221; Mayorkas claimed. &#8220;Yes, we do.&#8221;<\/p>\n<p>Green then asked Ortiz if Mayorkas was lying. Ortiz replied by saying that operational controls used to be the way officials assessed whether they were successful. He stated that their new strategy was &#8220;geared towards mission advantage.&#8221;<\/p>\n<p>Ortiz once again confirmed that DHS has no operational control over the southern frontier, but when Ortiz was asked whether Mayorkas was lying he politely declined to answer the question, in an apparent effort to avoid saying anything negative about his boss.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\ud83d\udea8\ud83d\udea8Raul Ortiz, chief of Border Patrol just said <a href=\"https:\/\/twitter.com\/RepMarkGreen?ref_src=twsrc%5Etfw\">@RepMarkGreen<\/a> that DHS *does not* have operational control of the southern border. <\/p>\n<p>This is huge, as Secretary Mayorkas recently confirmed that DHS had operational oversight. They made $500 million per year in 2018, and $13 billion by 2022.
