What this bill does is it gives them the ability to say, \u2018Congress passed something, and it&#8217;s bipartisan,&#8217; and it gives the illusion of action, but it&#8217;s not action.&#8221;  <\/p>\n<p>The Committee on Foreign Investment in USA has broad powers that allow the administration to regulate foreign-affiliated firms.
