As citizens and emergency personnel work to recover from the storms, forecasters warn of major flooding if heavy rain is combined with melting snowcaps on California&#8217;s mountain ranges. <\/p>\n<p>California&#8217;s mountains are home to many residents. <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/newsom-state-of-emergency-13-california-counties-winter-storms\" target=\"_blank\" rel=\"noopener\">Like in San Bernardino County.<\/a> This winter has already been very difficult for those affected by the storms, which caused power outages and isolated roads. <\/p>\n<p>Newsom declared a State of Emergency for 13 County on March 1.
