Many accepted the offer to build on their combined federal-state programs, which help pay for medical expenses for some low income people. <\/p>\n<p>However, several states have refused to expand Medicaid under Obamacare. This trend is changing. In 2022, South Dakota voters approved a ballot initiative that would allow them to expand Medicaid. North Carolina is another state that has been resisted, but it is now changing its course by using the legislative process and not a referendum. Political leaders have mentioned what they believe are rising medical costs in other States after Medicaid expansion. It played a part in North Carolina&#8217;s recent change of heart. GOP legislators believe they&#8217;ve found a method to expand the state\u2019s Medicaid program without increasing taxes or compromising the quality of care.
