The plan, instead of taking a serious approach in solving Medicare&#8217;s funding woes, engages politically over the well-being of many millions of seniors. An administration who wants to play politics with Medicare must be cautious about what it asks for, as Republicans can respond similarly.<\/p>\n<p>This plan failed to meet serious policy requirements on many fronts. It relies heavily on revenues to cover shortfalls in Medicare Hospital Insurance Trust Fund. This ignores program&#8217;s structural problems. Barack Obama, the President <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2011\/07\/11\/press-conference-president\" target=\"_blank\" rel=\"noreferrer noopener\">said in 2011<\/a> That &#8220;if you look at the numbers, then Medicare in particular will run out of money and we will not be able to sustain that program no matter how much taxes go up.&#8221; Obama&#8217;s signature came four years later than those remarks. <a href=\"https:\/\/www.congress.gov\/114\/statute\/STATUTE-129\/STATUTE-129-Pg87.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> That restructured parts of Medicare Benefit to reduce program cost. Biden could attack Obama today if Obama were still active in politics. &#8220;cutting&#8221; seniors&#8217; benefits.<\/p>\n<p>A second plan calls for $200 billion to be diverted from drug price control expansions in an effort to strengthen the Medicare Trust Fund&#8217;s solvency. This is a proposal that comes just months after Democrats diverted $80 billion from an expansion of drug price control to increase the solvency for Medicare Trust Fund. <a href=\"https:\/\/www.cbo.gov\/system\/files\/2022-09\/PL117-169_9-7-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">even larger amount<\/a> Part D prescription drugs benefit was used to pay for climate projects. This is part of the partisan spending explosion last summer. Biden has already taken Medicare from last year, so it seems disingenuous. <a href=\"https:\/\/www.wsj.com\/articles\/democrats-use-medicare-as-a-piggy-bank-11616624520\" target=\"_blank\" rel=\"noreferrer noopener\">suit his own political objectives<\/a>Now to claim the funds.<\/p>\n<p>This is the third-largest source of Medicare &#8220;savings&#8221; The proposal was to transfer funds generated by Obamacare\u2019s net investment income taxes into the Medicare trust account. The change will not increase revenue but would instead double the count of existing funds to pay for Obamacare as well as improve Medicare&#8217;s solvency. Two years ago, this change was first made in the budget of the Administration. The Committee for a Responsible Federal Budget <a href=\"https:\/\/www.crfb.org\/blogs\/how-much-would-presidents-budget-extend-medicare-solvency\" target=\"_blank\" rel=\"noreferrer noopener\">estimated<\/a> More than 60% of all the proposals were rejected &#8220;improvement&#8221; The solution to Medicare&#8217;s insolvency would have to come from a huge budget gimmick.<\/p>\n<p>Fourth, it would generate additional revenue through a tax Biden tried to avoid. All small-business owners would be required to pay the 3.8 per cent payroll tax on any distributions made by their businesses. The tax rate will also rise from 3.8 to 5% for people earning more than $400,000 per annum. Biden and Jill, however, are both married. <a href=\"https:\/\/www.wsj.com\/articles\/how-the-bidens-dodged-the-payroll-tax-11597083162\" target=\"_blank\" rel=\"noreferrer noopener\">used this provision<\/a> \u2014 which the Treasury <a href=\"https:\/\/home.treasury.gov\/system\/files\/131\/General-Explanations-FY2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> Please allow &#8220;business owners, particularly those with high incomes, to avoid paying their fair share of taxes&#8221; \u2014 to circumvent over $500,000 in payroll tax obligations to Medicare and Obamacare.<\/p>\n<h2>Republican Response<\/h2>\n<p>The president&#8217;s tax returns give the GOP ample opportunities to counter the Biden administration&#8217;s attempts to play political games with Republicans over Medicare. <a href=\"https:\/\/nypost.com\/2021\/09\/23\/biden-could-owe-as-much-as-500k-in-irs-taxes-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">Multiple<\/a> <a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/11\/30\/joe-bidens-aggressive-use-tax-loophole-hes-trying-shut-down\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax<\/a> <a href=\"https:\/\/www.wsj.com\/articles\/joe-biden-used-tax-code-loophole-obama-tried-to-plug-11562779300\" target=\"_blank\" rel=\"noreferrer noopener\">experts<\/a> Biden abused the IRS loophole in ways that are contrary to IRS guidelines, and not just because he wanted it closed. These are the reasons why I last year filed a <a href=\"https:\/\/www.scribd.com\/document\/571531122\/Whistleblower-Complaint\" target=\"_blank\" rel=\"noreferrer noopener\">whistleblower complaint<\/a> Talk to the IRS about Biden\u2019s returns. <a href=\"https:\/\/nypost.com\/2022\/05\/05\/joe-biden-to-likely-avoid-irs-audit-that-could-have-revealed-hunter-income\/\" target=\"_blank\" rel=\"noreferrer noopener\">dismissed<\/a> Within a matter of weeks.<\/p>\n<p>Although the White House was recently <a href=\"https:\/\/www.politifact.com\/WH-statement-Scott-taxes\/\" target=\"_blank\" rel=\"noreferrer noopener\">issued a new statement<\/a> Although this implies that the IRS has approved the President&#8217;s tax arrangement, experts outside of the IRS still have serious doubts. Steve Rosenthal of the left-leaning Tax Policy Center went as far as to <a href=\"https:\/\/www.factcheck.org\/2023\/02\/the-facts-on-sen-scotts-claim-that-biden-is-a-tax-cheat\/\" target=\"_blank\" rel=\"noreferrer noopener\">tell factcheck.org<\/a> He would ask the House Ways and Means Committee chairman to investigate why Biden was not being investigated by the IRS. Biden had a low-paying job, so he was able to avoid Medicare and Obamacare taxes.<\/p>\n<p>Republicans can have a lot to do with the IRS handling of Biden\u2019s questionable tax behaviour, given the way Democrats spent so many years following President Donald Trump&#8217;s returns and then releasing them to the public. After Democrats spent their political spending sprees to enable the IRS to clamp down on Biden&#8217;s tax behavior, &#8220;wealthy tax cheats,&#8221; Legislators should investigate why and how the IRS has not targeted the Oval Office&#8217;s current occupier. An investigation would also illustrate how President Biden supports the Medicare program \u2014 only up until the point he has to pay for it.<\/p>\n<p>In October 1984, then-Sen.
