This legislation would have reduced mandatory minimums as well as other punishments for criminal conduct, but it was overruled by the city council. The House approved a Republican-backed bill last week in order to repeal the law. <\/p>\n<p>The Home Rule Act allows Washington, D.C. to function as an independent municipality, its laws being subject to approval by Congress. Bowser is a long-time advocate for statehood. <\/p>\n<p>&#8220;Unfortunately, we live with the indignity of limited home rule in this in the District of Columbia. We&#8217;re taxpaying Americans. We&#8217;re in the shadow of the Capitol, but we don&#8217;t have two senators. We don&#8217;t have a vote. And we&#8217;ve been working for decades to change that.
