The bill passed the Senate with a vote of 31-4. It now goes to the Republican Governor. Kristi Noem will sign the bill.<\/p>\n<p>&#8220;South Dakota has already spoken. It definitely doesn&#8217;t want ranked choice voting, so let&#8217;s close the door on it forever anywhere in South Dakota,&#8221; <a href=\"https:\/\/www.thecentersquare.com\/south_dakota\/article_36b0dafc-b6c8-11ed-88ec-67a667432a5b.html\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a> John Wiik (the bill sponsor) before the House votes on the measure. &#8220;It&#8217;s a bad fit for our small state now and forever in the future.&#8221;<\/p>\n<p>Montana&#8217;s House State Administration Committee passed Monday a similar bill.<a href=\"http:\/\/laws.leg.mt.gov\/legprd\/LAW0203W$BSRV.ActionQuery?P_SESS=20231&#038;P_BLTP_BILL_TYP_CD=HB&#038;P_BILL_NO=598&#038;P_BILL_DFT_NO=&#038;P_CHPT_NO=&#038;Z_ACTION=Find&#038;P_ENTY_ID_SEQ2=&#038;P_SBJT_SBJ_CD=&#038;P_ENTY_ID_SEQ=\" target=\"_blank\" rel=\"noreferrer noopener\">HB 598<\/a>), which would <a href=\"https:\/\/leg.mt.gov\/bills\/2023\/billpdf\/HB0598.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Prohibited<\/a> The use of RCV &#8220;to determine the election or nomination of a candidate to a local, state, or federal office.&#8221; The House will now vote on the final version of the bill.<\/p>\n<p>RCV lets voters rank candidates in order to preference. The voter can elect to transfer his votes to the second-choice candidate if no candidate is chosen by a majority of the voters in the first round. The process continues until one candidate has received a majority vote.<\/p>\n<p>Alaska and Maine are the only states to use this system. However, RCV has produced results that have been contrary to the will of voters. Bruce Poliquin (then-incumbent GOP Rep.) was elected as Maine&#8217;s representative.\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/maine-congressman-loses-seat-in-controversial-ranked-choice-voting-race\" target=\"_blank\" rel=\"noreferrer noopener\">Loss<\/a>\u00a0to Democrat Jared Golden during the 2018 midterms, despite Poliquin winning the most votes in the first round of voting \u2014 an outcome that was due to the state&#8217;s ranked-choice voting system.<\/p>\n<p>Similar, Mary Peltola (Democrat) in Alaska\u00a0<a href=\"https:\/\/thefederalist.com\/2023\/01\/11\/ranked-choice-voting-keeps-rigging-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">It is possible to win<\/a>\u00a0The state had its at-large congressional seat last yea even though &#8220;nearly 60 percent of voters cast[] their ballots for a Republican.&#8221; RCV was also a key factor in helping Alaska GOP Sen. Lisa Murkowski beat Kelly Tshibaka (ex-president Donald Trump-backed) during the 2022 Midterms. The system allowed Murkowski to win\u00a0due to being <a href=\"https:\/\/www.adn.com\/politics\/2022\/11\/23\/alaska-us-sen-lisa-murkowski-wins-reelection\/\" target=\"_blank\" rel=\"noreferrer noopener\">List second<\/a>\u00a0A majority of Alaska Democrats cast ranked-choice votes.<\/p>\n<p>Other than South Dakota and Montana\u00a0<a href=\"https:\/\/thefederalist.com\/2023\/02\/17\/north-dakota-republicans-are-one-step-closer-to-banning-ranked-choice-voting-in-state-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">North Dakota<\/a>\u00a0And <a href=\"https:\/\/thefederalist.com\/2023\/02\/22\/idaho-republican-introduces-bill-to-prevent-ranked-choice-voting-from-rigging-his-states-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a> They are also looking at legislation to ban ranked-choice voting in elections.
